के जलए जनम्न जलजखत जनयम बनाती ह,ै अथाधत:-
1. (1) इन जनयम का संजिप् त नाम वाजणज् य रर उ्योगग मं्ालय, फुटजवयर जडिाइन रर जवकास संस्ट् थान, सजचव भती
(संियोगधन) जनयम, 2022 ह।ै
(2) ये िासकीय रािप् म ेंअपन ेप्रकािन की तारीख से लागू ह गे।
2. वाजणज् य रर उ्योगग मं्ालय, फुटजवयर जडिाइन रर जवकास संस्ट् थान, सजचव भती जनयम, 2018 (जिसे इसमें इसके
पश् चात उत जनयम कहा गया ह)ै , में जनयम 4 म,ें -
(i) उप-जनयम (2) म,ें “संयु त सजचव, वाजणज् य जवभाग” िब् द के स्ट् थान पर “उ्योगग संवधनध रर आतं ररक व् यापार
जवभाग में अपर सजचव अथवा संयु त सजचव, भारत सरकार, चमडा रर फुटजवयर प्रभाग के प्रभारी” िब् द कयोग
रखा िाएगा;
(ii) उप-जनयम (4) म,ें “वाजणज् य जवभाग” िब् द के स्ट् थान पर “उ्योगग संवधधन रर आतं ररक व्य ापार जवभाग” िब्द
कयोग रखा िाएगा;

(iii) उप-जनयम (6) में, “वाजणज्य जवभाग” िब् द के स्ट् थान पर ”उ्योगग संवधनध रर आंतररक व् यापार जवभाग”
िब् द कयोग रखा िाएगा।
3. उत जनयम की अनुसूची म,ें स्ट् तंभ 12 के अधीन प्रजवजिय के स्ट् थान पर जनम्न जलजखत प्रजवजिय कयोग रखा िाएगा:-

(क) उ्योगग संवधधन रर आंतररक व् यापार जवभाग में अपर सजचव अथवा संयु त सजचव, भारत
सरकार, चमडा रर फुटजवयर प्रभाग के प्रभारी – अध् यि;
(ख) फुटजवयर जडिाइन रर जवकास संस्ट् थान के प्रबंध जनदेिक – सदस्ट् य;
(ग) चमडा उ्योगग स ेएक सदस्ट् य जिसे केंद्रीय सरकार द्वारा नाम जनदेजित दकया िाएगा – सदस्ट् य;
(घ) केंद्रीय चमडा अनुसंधान संस्ट्थ ान अथवा रार ीय फैिन प्रो्योगजगकी संस्ट् थान अथवा भारतीय
प्रो्योगजगकी संस्ट् थान अथवा रार ीय जडिाइन संस्ट् थान िैसे प्रमुख संगिन से याजतप्राप् त बाहरी
जविेषज्ञ, जिसे केंद्रीय सरकार द्वारा नाम जनदेजित दकया िाएगा – सदस्ट् य।”

NOTIFICATION
New Delhi, the 4th April, 2022
S.O. 1700(E).—In exercise of the powers conferred by clause (a) of sub-section (2) of section 35
read with sub-section (1) of section 17 of the Footwear Design and Development Institute Act, 2017 (20 of
2017), the Central Government hereby makes the following rules to amend the Ministry of Commerce and
Industry, Footwear Design and Development Institute, Secretary Recruitment Rules, 2018, namely:-
1. (1) These rules may be called the Ministry of Commerce and Industry, Footwear Design and
Development Institute, Secretary Recruitment (Amendment) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Commerce and Industry, Footwear Design and Development Institute, Secretary
Recruitment Rules, 2018 (hereinafter referred to as the said rules), in rule 4,-
(i) in sub-rule (2), for the words "Joint Secretary, Department of Commerce", the words
"Additional Secretary or Joint Secretary to the Government of India in the Department for
Promotion of Industry and Internal Trade, in-charge of Leather and Footwear Division" shall be
substituted;
(ii) in sub-rule (4), for the words "Department of Commerce", the words "Department for
Promotion of Industry and Internal Trade" shall be substituted;
(iii) in sub-rule (6), for the words "Department of Commerce", the words "Department for
Promotion of Industry and Internal Trade" shall be substituted.
3. In the Schedule to the said rules, for the entries under column 12, the following entries shall be
substituted, namely:-
"Departmental Selection Committee consisting of:-
(a) Additional Secretary or Joint Secretary to the Government of India in the Department for
Promotion of Industry and Internal Trade, in-charge of Leather and Footwear Division –
Chairperson;
(b) Managing Director of the Footwear Design and Development Institute – Member;[भाग II—खण् ड 3(ii)] भारत का रािप् : असाधारण 3
(c) One member from Leather Industry to be nominated by the Central Government – Member;
and
(d) One outside expert of eminence from prominent organizations like Central Leather Research

National Institute of Design to be nominated by the Central Government – Member.”.
