II. स्ट्थार्ी सजमजत. दिल्ली ररि प्रबंधन बोड ा अपन े गठन के पश्चात जनम्न प्रकार से एक स्ट्थार्ी सजमजत बनाएगा, िो इस
तरह होगी:
1 केंद्रीर् सिक्त्त्ता सजमजत का एक सिस्ट्र्, अध्र्क्ष;
2 प्रधान मुख्र् वन संरक्षक, दिल्ली सरकार;
गरै सरकारी संगठनों और नागररक सजमजतर्ों के िो प्रजतजनजध िो पहल े से ही डीआरएमबी के सिस्ट्र् हैं;
3. मुख्र् सजचव, दिल्ली सरकार के नाजमत व्यजक्त; और
4. दिल्ली जवकास प्राजधकरण के नाजमत व्यजक्त
मुख्र् सजचव, दिल्ली सरकार और दिल्ली जवकास प्राजधकरण द्वारा नाजमत व्यजक्त संरक्षण के क्षेत्र म ें जविेषज्ञ होन े
चाजहए।
III. दिल्ली ररि प्रबधं न बोडा के कार् ा
क. बोडा दिल्ली ररि और मॉर्फोलॉजिकल ररि से संबंजधत सभी मामलों में एकल जखड़की प्राजधकरण के रूप में कार् ा
करेगा;
ख. बोडा सभी अजतक्रमण हटाकर तथा उनके संरक्षण और सुधार के जलए सभी आवश्र्क उपार् करके दिल्ली ररि और
मोर्फोलॉजिकल ररि को उसकी पूवाकालीन जस्ट्थजत म ेंसंरक्षण सजु नजश्चत करेगा;
ग. बोडा दिल्ली ररि के साथ-साथ मॉर्फोलॉजिकल ररि से सभी अजतक्रमण हटाएगा;
घ. टीएन गोिावमान मामल े म ें दिनांक 8 र्फरवरी, 2023 के आििे के अनुसार मोर्फोलॉजिकल ररि की पहचान परू ी
हो गई ह ैऔर इसके अनुपालन की ररपोटा दकसी भी रटप्पणी के साथ माननीर् सर्वोच्च न्र्ार्ालर् को िगे ा;
ङ. बोडा वनरोपण और पर्ाावास संरक्षण सजहत ररि और मोर्फोलॉजिकल ररि की सुरक्षा, वज्ञै ाजनक प्रबंधन और
पाररजस्ट्थजतक बहाली सुजनजश्चत करेगा;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
च. बोडा ररि और मॉर्फोलॉजिकल ररि की जस्ट्थजत और माननीर् सवोच्च न्र्ार्ालर् के जनिेिों के अनुपालन के संबंध म ें
हर छह महीन े में माननीर् सवोच्च न्र्ार्ालर् को आवजधक ररपोटा प्रस्ट्ततु करेगा;
छ. बोडा अपन े कामों को सही और पारििी तरीके से करेगा, जिसमें एक कार्ाालर्ी वेबसाइट बनाना, सुनवाई के जलए
पहले से सावािजनक सूचना िारी करना, सावािजनक परामि ा करना, और माननीर् सुप्रीम कोटा र्ा दकसी अन्र्
प्राजधकरण के सामने ररपोटा आते ही उसे अपनी वेबसाइट पर अपलोड करना िाजमल है; और
ि. दिल्ली राष्ट्रीर् रािधानी क्षेत्र की सभी प्राजधकरणों का िाजर्त्व होगा दक वे बोड ा के कार्ों में पणू ा सहर्ोग करें।
IV. दिल्ली ररि प्रबधं न बोडा के प्रजतजनजध के तौर पर चुने गए केंद्रीर् सिक्त्त्ता सजमजत के सिस्ट्र्, बोड ा और उसकी स्ट्थार्ी
सजमजत के ठीक से काम करने के बारे म ेंहर तीन महीन े में माननीर् सुप्रीम कोटा को ररपोटा िेंग।े

NOTIFICATION
New Delhi, the 1st December, 2025
S.O. 5518(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central
Government hereby constitutes the Delhi Ridge Management Board (hereinafter referred to as the DRMB)
in pursuance of the orders of the Hon’ble Supreme Court dated 11th November, 2025 in I.A. No. 117204 of
2024 (CEC Report No. 5 of 2024) in Writ Petition (Civil) No. 202 of 1995 and the order dated 16th April,
2025 passed in Writ Petition (Civil) No. 4677 of 1985, for the purpose of preservation, protection, and
restoration of the Delhi Ridge Area, with the following composition and functions:-
I.Composition of the DRMB

II. Standing Committee. The DRMB on its constitution would constitute a Standing Committee as under:
1. Member of the CEC, Chairperson;
2. Principal Chief Conservator of Forests, GNCT of Delhi;
3.Two Representatives from NGOs and Civil Societies who are already part of the DRMB;
4. Nominee of the Chief Secretary, GNCT of Delhi; and
5. Nominee of the Delhi Development Authority
The nominees to be appointed by the Chief Secretary, GNCTD and DDA must be experts in the field of
conservation.
III. Functions of the DRMB
a. The Board shall function as the single-window authority in all matters pertaining to the Delhi
Ridge and the Morphological Ridge;
b. The Board shall ensure the preservation of the Delhi Ridge and the Morphological Ridge in their
pristine condition by removing all encroachments and by taking all necessary measures for their protection
and improvement;
c. The Board shall remove all encroachments in the Delhi Ridge as well as the Morphological Ridge;
d. The Board shall duly ensure that the identification process of the Morphological Ridge is
completed in accordance with the order dated 8th February, 2023 in T.N. Godavarman and shall report its
compliance, along with any comments, to the Hon’ble Supreme Court;
e. The Board shall ensure the protection, scientific management, and ecological restoration of the
Ridge and the Morphological Ridge, including afforestation and habitat conservation;
f. The Board shall submit periodic reports every six months to Hon’ble Supreme Court regarding the
status of the Ridge and the Morphological Ridge and the compliance of the directions of the Hon’ble
Supreme Court;
g. The Board shall act fairly and transparently in the discharge of its functions, including maintaining
an official website, issuing public notices for hearings in advance, conducting public consultations, and
uploading reports on its website as soon as they are placed before Hon’ble Supreme Court or any other
authority; and
h. All authorities in the territory of the NCT of Delhi shall act in aid of the discharge of the duties of
the Board
IV. The Member of the Central Empowered Committee designated as the representative to the DRMB
shall report to the Hon’ble Supreme Court every three months regarding the proper functioning of the
DRMB and its Standing Committee.
