This notification pertains to the laying of a dedicated crude oil pipeline from Paradip, Odisha, to Numaligarh, Assam, by Numaligarh Refinery Limited. The key finding is the designation of Shri. Subrata Sarkar as the authorized individual for the entire state of West Bengal, facilitating the pipeline project.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of Notification S.O. 822(E), published by the Ministry of Petroleum and Natural Gas, based solely on the provided text. The report aims to clarify the notification's objective, key provisions, and implications for relevant stakeholders.
**3. Policy Overview:**
This is a *new policy* specifying an authority under existing law.
* **Core Objective(s):** Based on the text, the core objective is to authorize a specific individual to act as the Competent Authority in West Bengal under the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962, to facilitate the laying of a dedicated crude oil pipeline. The notification aims to delegate responsibility and ensure efficient implementation of land acquisition processes related to the pipeline project.
**4. Background and Rationale:**
This is a *new policy* specifying an authority under existing law. The policy addresses the need to designate a specific authority responsible for overseeing land acquisition in West Bengal related to the Numaligarh Refinery Limited crude oil pipeline project. The underlying issue is likely the need for a defined point of contact and decision-maker to expedite land acquisition processes, avoid delays, and ensure compliance with the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962. The reference to the 1962 Act (50 of 1962) demonstrates that this policy action is pursuant to pre-existing law.
**5. Key Provisions / Changes:**
This is a *new policy* specifying an authority under existing law.
The key provision of this notification is the authorization of Shri. Subrata Sarkar, S.R.O I S.D.L L.R.O Retd. ATFlat No. 4, Karmakar, Parbirhata, Sadarghat Road, Bardhaman Whole West Bengal State Municipality, P.O. Sripally, Dist.PurbaBardhaman,West Bengal713 103, as the Competent Authority for the entire state of West Bengal. This authorization empowers him to perform functions related to the acquisition of the right of user in land for the Numaligarh Refinery Limited crude oil pipeline project, as defined under the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962. The notification explicitly states that this authorization is "in pursuance of clause a of Section 2" of the aforementioned Act.

Specific timelines or procedures for land acquisition are not detailed in this notification but would be governed by the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962.
* The text indicates that this pipeline project is interstate, going from Odisha to Assam, but this document concerns only the authority for the section within West Bengal.
**8. Expected Outcomes / Impact of Changes:**
This is a *new policy* specifying an authority under existing law.
The likely intended outcomes of this notification are:
* **Streamlined Land Acquisition:** Designating a specific Competent Authority should expedite the land acquisition process within West Bengal, reducing potential delays in the pipeline project.
* **Clear Point of Contact:** Establishing a single point of contact simplifies communication and coordination between Numaligarh Refinery Limited, landowners, and the West Bengal government.
* **Legal Compliance:** Ensuring that land acquisition activities comply with the provisions of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962.
* **Facilitation of Pipeline Project:** The overall goal is to facilitate the laying of the dedicated crude oil pipeline, contributing to the transportation of resources.
