This notification, S.O. 4721(E), issued by the Ministry of Petroleum and Natural Gas on November 12, 2021, pertains to the authorization of a Competent Authority under the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962. Shri S. Bheeshmanand, Special Grade Deputy Collector, Government of Andhra Pradesh, is authorized to also perform the function of Competent Authority to Hindustan Petroleum Corporation Limited (HPCL) for the Visakh-Raipur Pipeline project. He was previously notified as Competent Authority for HPCL's Visakh-Vijayawada-Secunderabad pipeline project via S.O. No. 66(E) dated December 27, 2019. Furthermore, Shri S. Bheeshmanand will also perform the functions of Competent Authority to HPCL’s Vijayawada Dharmapuri Pipeline Project in addition to Shri A.Venkata Rao and Smt. Peddi Roja. The earlier notifications for Shri A.Venkata Rao and Smt. Peddi Roja are S.O. 2231 dated September 21, 2017, and S.O. 1346(E) dated March 7, 2019, respectively. New Delhi, the 12th November, 2021
S.O. 4721(E).— In pursuance of clause (a) of section 2 of the Petroleum and Minerals Pipelines (Acquisition
of Right of User in Land) Act, 1962 (50 of 1962), the Central Government hereby authorizes
Shri. S. BHEESHMANAND (Special Grade Deputy Collector, Government of Andhra Pradesh, who has already been
notified as Competent Authority for Visakh – Vijayawada - Secunderabad pipeline project of Hindustan Petroleum
Corporation Limited, vide S.O.No. 66(E) dated 27.12.2019, also to perform the function of Competent Authority to
Hindustan Petroleum Corporation Limited for Visakh - Raipur Pipeline project. Shri S. BHEESHMANAND shall also
perform the functions of Competent Authority to HPCL’s Vijayawada Dharmapuri Pipeline Project in addition to
Shri A.Venkata Rao and SmtPeddiRoja who have already been notified as Competent Authority, vide S.O.2231 dated
21.09.2017 and S.O.1346 (E), dated 07.03.2019, under the said Act within the State of Andhra Pradesh.
This notification will be effective from the date of Issue.
