L.-33004/99 सी.जी.-डी.एल.-अ.-11022026-270032 CG-DLxx-ExG-1ID10H2x2x0x 26-270032 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 631] नई दिल्ली, सोमवार , फरवरी 9, 2026/माघ 20, 1947 25/आषाढ 3, 1947 No. 631] NEW DELHI, MONDAY, FEBRUARY 9, 2026/MAGHA 20, 1947 SHADHA 3, 1947 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 4 फरवरी, 2026 का.आ. 665(अ).—पहचान सजु नजित करन े के जलए आधार संख्या का उपयोग, व्यजियों को सुजवधािनक और जनर्ागध तरीके से सहाजयदकयों, लाभ और सेवाएं प्राप्त करने में सक्षम र्नाता है, पहचान स्ट्थाजपत करने के जलए िस्ट्तावेिों की र्हुलता की आवश्यकता को िरू करता ह,ै प्रदियाओं को सरल र्नाता ह ैऔर पारिर्िगता और िक्षता को र्ढावा िेता ह ै ; और, भारत सरकार (जिसे इसमें इसके पिात उि सरकार कहा गया ह)ै म ें सड़क पररवहन और रािमाग ग मंत्रालय (जिसे इसमें पश्चात,् यथाजस्ट्थजत, उि मंत्रालय या उि जवभाग कहा गया ह)ै "राह-वीर (पूववग ती गडु समाररियन)" (जिस े इसम ें इसके पश्चात ्उि योिना कहा गया ह)ै का प्रिासन कर रहा ह ै; और, उि योिना के अधीन राह-वीर (जिसे इसम ें इसके पिात् उि लाभाथी कहा गया ह)ै को 25,000/- रुपय े का पुरस्ट्कार (जिसे इसम ें इसके पिात उि लाभ कहा गया ह)ै दिया िाता ह ै और उसके संर्ंध में जनिेि और दििाजनिेि िारी दकए गए ह ैं; और, उि योिना के जलए व्यय भारत की संजचत जनजध में स े उपगत दकया िाता ह ै; और, उि मंत्रालय इच्छुक ह ैदक उि सरकार, उि लाभ की प्राजप्त के जलए एक लाभाथी की पहचान स्ट्थाजपत करन े के प्रयोिन के जलए, यह अपेक्षा करती ह ै दक ऐसा लाभाथी प्रमाणीकरण स े गुिरे, या आधार संख्या होने का प्रमाण प्रस्ट्ततु करे या दकसी व्यजि के मामल ेमें, जिसे कोई आधार संख्या नहीं िी गई ह,ै नामांकन के जलए आवेिन करे : 954 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अत:, अर्, भारत सरकार, आधार (जवत्तीय और अन्य सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजययत पररिान) अजधजनयम, 2016 (2016 का 18) (जिसे इसम ें इसके पिात उि अजधजनयम कहा गया ह)ै की धारा 7 के उपर्ंधों के अनुसरण म,ें जनम्नजलजखत अजधसूजचत करती ह,ै अथागत ् :— 1. (1) उि योिना के अधीन उि लाभ प्राप्त करने के इच्छुक दकसी व्यजि को प्रमाणीकरण करवाना होगा, या आधार संख्या होन े का सर्ूत िेना होगा । (2) उस ििा म,ें िर् ऐसे व्यजि को आधार संख्या नहीं िी गई ह,ै उसे नामांकन के जलए आवेिन करना होगा : परंतु यदि वह व्यजि कोई र्ालक ह,ै तो ऐसा आवेिन केवल उसके माता-जपता या काननू ी संरक्षक की सहमजत से दकया िाएगा । (3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपर्ंधों के अनुसार, उि मंत्रालय यह सुजनजित करेगा दक ऐसे लाभार्थगयों का, जिसका अभी नामांकन नहीं दकया गया ह,ै का नामांकन हो या समुजचत उपायों के माध्यम से, जिनम ें रजिस्ट्रार के साथ समन्वय और सुजवधािनक स्ट्थानों पर नामांकन केंद्र स्ट्थाजपत करना या स्ट्वय ं रजिस्ट्रार र्नकर नामांकन सुजवधाएं उपलब्ध कराना सजममजलत ह,ै उनके आधार जववरण को अद्यतन करेगा : परंतु ऐसे समय तक, िर् तक ऐसे लाभाथी को आधार संख्या नहीं िी गई ह,ै वह उि लाभ को, जिसका वह हकिार ह,ै प्राप्त करने के जलए, जनम्नजलजखत िस्ट्तावेिों को, िो प्रस्ट्तुतीकरण के समय जवजधमान्य ह,ैं प्रस्ट्तुत करके, या, उस मामल े में, िर् ऐसी पहचान के जलए उि मंत्रालय द्वारा उपलब्ध कराया गया या प्राजधकृत सॉफ्िवेयर, सूचना को इलेक्ट्रॉजनक रूप स े प्राप्त करन े में सहायता करता है, ऐसे िस्ट्तावेिों को तैयार करने या उनके रखरखाव से संर्ंजधत प्राजधकाररयों के डेिार्ेस से ऐसे िस्ट्तावेिों की सामग्री को प्रमाजणत करन े वाली िानकारी को, ऐसा प्राप्त करन े के जलए उसकी सहमजत िेते हुए, अपनी पहचान स्ट्थाजपत कर सकेगा, अथागत ् :— 18 वष गस ेकम आय ुके ऐस ेर्ालक के जलए, जिसको आधार सख्ंया नहीं िी गई ह ै:-- (क) लाभाथी के नामांकन प्रदिया से गुिरने की, नामांकन केंद्र पर, प्रचालक द्वारा उपलब्ध कराई गई, पावती, जिसमें नामांकन आईडी (ईआईडी) सजममजलत ह ै; और (ख) जनम्नजलजखत िस्ट्तावेिों में से कोई एक िस्ट्तावेि, िो इस र्ात के प्रमाजणत करे दक लाभाथी 18 वषग से कम आय ुका र्ालक ह,ै अथागत ् :— (i) िन् म और मृत् य ुरजिस्ट् रीकरण अजधजनयम, 1969 (1969 का 18) के अधीन, लाभाथी के िन्म के संर्ंध में िन्म के रजिस्ट्िर म ें की गई प्रजवजि से यथा उद्धृत, िन्म प्रमाण पत्र ; (ii) भारतीय पासपोिग ; (iii) दकसी मान्यता प्राप्त जवद्यालय जिक्षा र्ोडग द्वारा िारी, मैररक या 10वीं कक्षा या उच्चतर माध्यजमक या 12वीं कक्षा के अंकों का प्रमाण पत्र या जववरण ; (iv) िेखरेख और संरक्षण की आवश्यकता वाले दकसी र्ालक या जवजध के उल्लघं न वाले र्ालक के संर्ंध म,ें िो ऐसे र्ाल िेखरेख संस्ट्था द्वारा रखा गया ह,ै िो संर्ंजधत राज्य सरकार के पास, उसके द्वारा दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2015 का 26) के अधीन र्नाए गए जनयमों के अधीन इस प्रकार रजिस्ट्रीकृत है, ऐसी संस्ट्था के प्रभारी, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म की तारीख जनर्िगि करने वाला प्रमाण पत्र ; या (v) दकसी जविेिी नागररक के संर्ंध में,— (I) यदि वह भारत का प्रवासी नागररक काडधग ारक ह,ै तो भारत का प्रवासी नागररक काड ग ; (II) यदि वह एक जतब्र्ती िरणाथी ह,ै तो एक जविेिी क्षेत्रीय रजिस्ट्रीकरण कायागलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र ;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (III) यदि वह नेपाल या भूिान का नागररक है, तो नेपाल या भूिान का पासपोिग ; (IV) यदि वह भारत के जविेिी नागररक काडगधारक, जतब्र्ती िरणाथी या नेपाल या भूिान के नागररक से जभन्न ह,ै तो या तो जविेिी पासपोिग के साथ भारतीय वीिा या वतगमान में वैध या समाप्त हो चुके जविेिी पासपोिग के साथ भारत का िीघगकाजलक वीिा ; या (ग) जनम्नजलजखत िस्ट्तावेिों म ें से कोई एक, जिसमें लाभाथी का फोिो हो, िो माता-जपता या कानूनी संरक्षक के साथ उसके संर्ंध को प्रमाजणत करे, अथागत् :— (i) रािन काड ग ; (ii) राज्य सरकार के दकसी रािपजत्रत अजधकारी, िो तहसीलिार के पि से अजनम्न, कायगकारी मजिस्ट्रेि या रािस्ट्व अजधकारी ह,ै द्वारा िारी िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र ; (iii) दकसी सरकारी इकाई या सावगिजनक क्षेत्र के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान पत्र ; (iv) भारतीय पासपोिग ; (v) दकसी मान्यता प्राप्त जवद्यालय जिक्षा र्ोडग द्वारा िारी, मैररक या 10वीं कक्षा या उच्चतर माध्यजमक या 12वीं कक्षा के अंकों का प्रमाण पत्र या जववरण ; (vi) िेखरेख और संरक्षण की आवश्यकता वाले दकसी र्ालक या जवजध के उल्लघं न वाले र्ालक के संर्ंध म,ें िो ऐसे र्ाल िेखरेख संस्ट्था द्वारा रखा गया ह,ै िो संर्ंजधत राज्य सरकार के पास, उसके द्वारा दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2015 का 26) के अधीन र्नाए गए जनयमों के अधीन इस प्रकार रजिस्ट्रीकृत है, ऐसी संस्ट्था के प्रभारी, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म की तारीख जनर्िगि करने वाला प्रमाण पत्र ; या (vii) दकसी जविेिी नागररक के संर्ंध में,— (I) यदि वह भारत का प्रवासी नागररक काडधग ारक ह,ै तो भारत का प्रवासी नागररक काड ग ; (II) यदि वह एक जतब्र्ती िरणाथी ह,ै तो एक जविेिी क्षेत्रीय रजिस्ट्रीकरण कायागलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र ; (III) यदि वह नेपाल या भूिान का नागररक है, तो नेपाल या भूिान का पासपोिग ; (IV) यदि वह भारत के जविेिी नागररक काडगधारक, जतब्र्ती िरणाथी या नेपाल या भूिान के नागररक से जभन्न ह,ै तो या तो जविेिी पासपोिग के साथ भारतीय वीिा या वतगमान में वैध या समाप्त हो चुके जविेिी पासपोिग के साथ भारत का िीघगकाजलक वीिा ; या (viii) ककसी लाभार्थी के संबंध म,ें जिसका जवजधक संरक्षक ह,ै जवजधक संरक्षण के प्रमाण वाला ित्तक आदशे या अन्य दस्तावेज, जो संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1890 का 8), दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2015 का 26), राष्‍टर ीय स्ट्वपरायणता, प्रमजस्ट्तष्‍टक घात, मानजसक मंिता और र्हुजन:िक्ट् तताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम, 1999 (1999 का 44) या दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) और उक्त अधधधियमों के अधीन बिाए गए लाग ू धियमों और धवधियमों के अधीन दकसी न्यायालय या सक्षम प्राधधकारी द्वारा जारी ककया गया ह ै; या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ix) कोई अन्य िस्ट्तावेि, िो उि मंत्रालय जवजनर्िगि करे । 18 वष गया अजधक आय ुके ऐस ेलाभाथी के जलए, जिसको आधार सख्ंया नहीं िी गई ह ै:-- (क) लाभाथी के नामांकन प्रदिया से गुिरने की, नामांकन केंद्र पर, प्रचालक द्वारा उपलब्ध कराई गई, पावती, जिसमें नामांकन आईडी (ईआईडी) सजममजलत ह ै; और (ख) जनम्नजलजखत िस्ट्तावेिों में से कोई एक िस्ट्तावेि, जिसमें लाभाथी का फोिो हो, अथागत ् :— (i) भारत जनवागचन आयोग द्वारा िारी जनवागचक फोिो पहचान काडग ; (ii) रािन काड ग ; (iii) राज्य सरकार के दकसी रािपजत्रत अजधकारी, िो तहसीलिार के पि से अजनम्न, कायगकारी मजिस्ट्रेि या रािस्ट्व अजधकारी ह,ै द्वारा िारी िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र ; (iv) दकसी सरकारी इकाई या सावगिजनक क्षेत्र के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान पत्र ; (v) भारतीय पासपोिग ; (vi) दकसी मान्यता प्राप्त जवद्यालय जिक्षा र्ोडग द्वारा िारी, मैररक या 10वीं कक्षा या उच्चतर माध्यजमक या 12वीं कक्षा के अंकों का प्रमाण पत्र या जववरण ; (vii) दकसी सरकारी इकाई या दकसी सावगिजनक क्षेत्र के उद्यम द्वारा दकसी सेवारत या सेवाजनवृत्त लोक सेवक को िारी दकया गया पहचान पत्र या अन्य पहचान िस्ट्तावेि ; (viii) कदव्ांगिन अजधकार जनयम, 2017 के अधीन अधधसूधित धिककत्सा प्राधधकारी द्वारा जारी कदव्ांगता प्रमाण पत्र, या भारत सरकार के कदव्ागं िन सशधक्तकरण धवभाग द्वारा जारी जवजिि दिव्यागं ता पहिाि (यडू ीआईडी) पत्र ; (ix) भारत म ेंजारी चालन अनज्ञु जप्त ; (x) िेखरेख और संरक्षण की आवश्यकता वाले दकसी र्ालक या जवजध के उल्लघं न वाले र्ालक के संर्ंध म,ें िो ऐसे र्ाल िेखरेख संस्ट्था द्वारा रखा गया ह,ै िो संर्ंजधत राज्य सरकार के पास, उसके द्वारा दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2015 का 26) के अधीन र्नाए गए जनयमों के अधीन इस प्रकार रजिस्ट्रीकृत है, ऐसी संस्ट्था के प्रभारी, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म की तारीख जनर्िगि करने वाला प्रमाण पत्र ; या (xi) दकसी जविेिी नागररक के संर्ंध में,— (I) यदि वह भारत का प्रवासी नागररक काडधग ारक ह,ै तो भारत का प्रवासी नागररक काड ग ; (II) यदि वह एक जतब्र्ती िरणाथी ह,ै तो एक जविेिी क्षेत्रीय रजिस्ट्रीकरण कायागलय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र ; (III) यदि वह नेपाल या भूिान का नागररक है, तो नेपाल या भूिान का पासपोिग ; (IV) यदि वह भारत के जविेिी नागररक काडगधारक, जतब्र्ती िरणाथी या नेपाल या भूिान के नागररक से जभन्न ह,ै तो या तो जविेिी पासपोिग के साथ भारतीय वीिा या वतगमान में वैध या समाप्त हो चुके जविेिी पासपोिग के साथ भारत का िीघगकाजलक वीिा ; या[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (xii) ककसी लाभार्थी के संबंध म,ें जिसका जवजधक संरक्षक ह,ै जवजधक संरक्षण के प्रमाण वाला ित्तक आदशे या अन्य दस्तावेज, जो संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1890 का 8), दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2015 का 26), राष्‍टर ीय स्ट्वपरायणता, प्रमजस्ट्तष्‍टक घात, मानजसक मंिता और र्हुजन:िक्ट् तताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम, 1999 (1999 का 44) या दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) और उक्त अधधधियमों के अधीन बिाए गए लाग ू धियमों और धवधियमों के अधीन दकसी न्यायालय या सक्षम प्राधधकारी द्वारा जारी ककया गया ह ै; या (xiii) कोई अन्य िस्ट्तावेि, िो उि मंत्रालय जवजनर्िगि करे । (4) उक्त मंत्रालय द्वारा इस जनजमत्त पिाजभजहत कोई अधधकारी, खंड (3) के अधीन प्रस्तुत दस्तावेजों या उिकी अंतवगस्ट्तु को प्रमाधणत करिे वाली सूचना के संबंध म ें जािं करेगा,-- (क) यह पुधि करि े के धलए दक िामांकि पहचान जवजधमान्य ह ैऔर िामांकि अिरु ोध अस्वीकृत िहीं ह,ै myAadhaar पोर्टल (https://myaadhaar.uidai.gov.in/portal) पर िामांकि पहचान प्रस्ट्तुत करके िामांकि अिुरोध की प्राजस्ट्थजत की ; और (ख) अन्य दस्तावेज, और इस प्रयोजि के धलए, ककसी ऐसी सरकारी इकाई या ककसी प्राधधकारी की, िो ऐसे िस्ट्तावेिों में धिधहत सूचना की तैयारी या रखरखाव स े संबंधधत ह,ैं सहायता ल ेसकेगा और उनके साथ प्रस्ट्तुत सूचना सांझा कर सकेगा । 2. लाभार्र्थटयों को उक्त लाभों का फायिा आसािी स े उठाि े म ेंसक्षम बिाि े के धलए, मंत्रालय, मीधडया के माध्यम स े व्ापक प्रिार सुधिधित करिे के धलए सभी आवश्यक कदम उठाएगा, जिससे लाभार्र्थटयों को उक्त स्ट्कीम के अधीन आधार संख्या की आवश्यकता के बारे म ें जागरूक ककया जा सके । 3. जहां ककसी भी बायोमेट्रिक-आधाट्ररत प्रमाणीकरण (अर्थाटत, िेहरे की छधव, फ ंगरप्प्रंर् या आइट्ररस स्कैि आधाट्ररत प्रमाणीकरण) के माध्यम स े लाभार्थी के आधार संख्या का प्रमाणीकरण, बायोमेट्रिक जािकारी की खराब गणु वत्ता, जैसे ककसी भी कारण स े धव ल हो जाता ह,ै वहा,ं धिम्नधलधखत उपिारात्मक तंत्र अपिाए जाएगं े, अर्थाटत् :— (क) यकद कोई धवशेष बायोमेट्रिक-आधाट्ररत प्रमाणीकरण धवधध स ल िहीं होती ह,ै तो कोई अन्य बायोमेट्रिक-आधाट्ररत प्रमाणीकरण धवधध या वि-र्ाइम धपि (ओर्ीपी) आधाट्ररत प्रमाणीकरण, जहां भी संभव और स्वीकाय ट हो, की पेिकि की जाएगी; (ख) ऐस ेमामलों म,ें जहां बायोमेट्रिक-आधाट्ररत या वि-र्ाइम धपि-आधाट्ररत प्रमाणीकरण के तरीके संभव िहीं ह,ैं उक्त योजिा के अधीन लाभ, यथाजस्ट्थजत, आधार धसक्योर किक ट्ररस्पांस (क्यआू र) कोड या आधार पेपरलेस ऑ लाइि ई-केवाईसी दस्तावेज़ पर भारतीय धवधशि पहिाि प्राधधकरण के धडधजर्ल हस्ताक्षर प्रमाणपत्र का ऑफ़लाइि सत्यापि करके आधार संख्या की प्रामाधणकता स्र्थाधपत करिे के पिात,् धिम्नधलधखत म ें स ेककसी के आधार पर कदया जा सकता ह ै:-- (i) आधार सुरजक्षत त्वररत प्रजतदिया (क्ट्यूआर) कोड जिसमें आधार काडग, आधार पत्र (अथागत, आधार संख्या र्नान ेपर आधार संख्याधारक को िारी दकया गया पत्र) या ई-आधार (अथागत, भारतीय जवजिि पहचान प्राजधकरण की वेर्साइि से डाउनलोड करन े योग्य आधार पत्र की पासवडग-संरजक्षत इलेक्ट्रॉजनक प्रजत या इसके एमआधार ऐप का सलु भ उपयोग करके), आधार क्ट्यआू र स्ट्कैनर या एमआधार ऐप का उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होन े के र्ाि। (ii) आधार पेपरलेस ऑफ़लाइि ई-केवाईसी दस्तावेज़ (भारतीय धवधशि पहिाि प्राधधकरण की वेबसाइर् से डाउिलोड ककया जा सकता ह ैया इसके एमआधार ऐप का उपयोग करके एक्सेस ककया जा सकता ह)ै , इस उद्दश्े य के धलए संबंधधत मंत्रालय या धवभाग या योजिा कायाटन्वयि एजेंसी द्वारा धवकधसत एधललकेशि के माध्यम स ेदस्तावेज़ पर भारतीय धवधशि पहिाि प्राधधकरण के धडधजर्ल हस्ताक्षर प्रमाणपत्र के ऑफ़लाइि सत्यापि के माध्यम स े इसकी प्रामाधणकता स्र्थाधपत होिे के पिात,् भारतीय धवधशि पहिाि प्राधधकरण की वेबसाइर् पर इस संबंध म ें कदए गए धववरण के अिुसार ।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. उपयक्तुट अंतर्वगि दकसी भी र्ात के होत े हुए भी,— (क) उक्त योजिा के अधीन ककसी र्ालक को धिम्नधलधखत लाभ स े वंधित िहीं ककया जाएगा,-- (i) पहिाि के सत्यापि स ेगुजरिे या आधार संख्याके होने का प्रमाण प्रस्तुत करि े म ें धव लता की धस्र्थधत म ें; या (ii) िामांकि के धलए आवेदि प्रस्तुत करि े की धस्र्थधत म ें जहा ं उसे आधार संख्या आवंट्रर्त िहीं दकया गया ह ै; और (ख) उक्त योजिा के अधीन लाभ ऐसे र्ालक को उसकी पहिाि सत्याधपत करके और परै ा 1 के खंड (3) के परंतुक म ेंधिर्दटि तरीके स े उसके माता-धपता या जवजधक संरक्षक के सार्थ उसके संबंध को स्र्थाधपत करके कदया जाएगा ; और (ग) जहां खडं (ख) के अधीन लाभ कदया जाता ह,ै वहा ं उसी के संबंध म ें एक ट्ररकॉडट रखा जाएगा, धजसकी समय-समय पर मंत्रालय द्वारा समीक्षा और लेखापरीक्षा की जाएगी । 5. यह सुधिधित करिे के धलए कक 18 वषट या उससे अधधक आय ु के वास्तधवक लाभार्थी उक्त योजिा के अधीन उन्ह ें धमलिे वाल ेलाभ स े वंधित ि हों, मंत्रालय प्रत्यक्ष लाभ हस्तांतरण धमशि, कैधबिेर् सधिवालय, भारत सरकार के कायाटलय ज्ञापि संख्या डी-26011/04/2017-डीबीर्ी, कदिांक 19 कदसबं र, 2017 (https://dbtbharat.gov.in पर उपलब्ध) म ें धिर्दटि अपवाद प्रबंधि तंत्र का पालि करेगा । 6. यह अधधसूििा राजपत्र म ेंइसके प्रकाशि की तारीख स े प्रभावी होगी । [फा. सं. आरर्ी-25035/46/2022-आरएस] महमूद अहमद, अपर सधिव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th February, 2026 S.O. 665(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas the Ministry of Road Transport and Highways (hereinafter referred to as the said Ministry or the said Department, as the case may be) in the Government of India (hereinafter referred to as the said Government) is administering “Rah-Veer (erstwhile Good Samaritan) (hereinafter referred to as the said scheme): And whereas an award of ₹25,000/- (hereinafter referred to as the said benefit) is given to the Rah-Veer (hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued in respect thereof: And whereas expenditure for the said scheme is incurred from the Consolidated Fund of India: And whereas the said Ministry is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment: Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of India hereby notifies the following, namely:—[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number. (2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an application for enrolment: Provided that if that individual is a child, such application shall be made only with the consent of his parent or legal guardian. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the said Ministry shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Ministry for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:— For a child below 18 years of age to whom an Aadhaar number has not been assigned: (a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment ID (EID); and (b) any one of the following documents to evidence that the beneficiary is a child below 18 years of age, namely:— (i) Certificate of birth given under the Registration of Births and Deaths Act, 1969 (18 of 1969), as extracted from the entry made in the register of births regarding the birth of the beneficiary; (ii) Indian passport; (iii) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education; (iv) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act (2 of 2016), 2015, certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or (v) In respect of a foreign national,— (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (c) any one of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely:— (i) Ration card;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar; (iii) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (iv) Indian passport; (v) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education; (vi) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or (vii) In respect of a foreign national,— (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (viii) In respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or (ix) Any other document as the said Ministry may specify. For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned: (a) the acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment ID; and (b) any one of the following documents, having the beneficiary’s photograph, namely:— (i) Elector’s Photo Identity Card issued by the Election Commission of India; (ii) Ration card; (iii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar; (iv) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (v) Indian passport; (vi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 (vii) Identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise; (viii) Disability certificate issued by notified medical authority under Rights of Persons with Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India; (ix) Driving licence issued in India: (x) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or (xi) In respect of a foreign national,— (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (xii) In respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or (xiii) Any other document as the said Ministry may specify: (4) An officer designated by the said Ministry in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3),— (a) the status of the enrolment request by submitting the Enrolment ID on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID is valid and that the enrolment request does not stand rejected; and (b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme. 3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:— (a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered; (b) In cases where biometric-based or one-time pin-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of Unique Identification Authority of India on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following: (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps. (ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of Unique Identification Authority of India on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of Unique Identification Authority of India. 4. Notwithstanding anything contained hereinabove,— (a) benefit under the said scheme shall not be denied to a child— (i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or (ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number; and (b) benefit under the said scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of paragraph 1; and (c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the Ministry. 5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said scheme, the Ministry shall follow the exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 6.
