2025, िो भारत के असाधारण रािपत्र, क्रमांक 3264 तारीख 21 िुलाई 2025, में प्रकाजित की गई थी, इस अजधसूचना स े
संलग्न अनुसूची में जिजनर्िजष्ट भूजम में गुिरात राज्य में "कांडला गोरखपुर एल.पी.िी. पाइपलाइन पररयोिना अनुभाग: जपपािाि
स े आई.एच.बी. जलजमटेड डुमाड” तालुका िड़ोिरा, जिला िड़ोिरा म ेंएल.पी.िी. के पररिहन हेतु आई.एच.बी. जलजमटेड द्वारा
पाईपलाइन जबछाने के प्रयोिन के जलए उपयोग के अिजन करने के जलए अपने आिय की घोषणा की थी;
और उक्त रािपत्र अजधसूचना की प्रजतयां संबजन्द्धत भू-स्ट्िाजमयों को तारीख 05 अगस्ट्त, 2025 तक उपलब्ध करा िी
गई थी ;
और श्री अिलाभाई खातराभाई बारीआ, सक्षम प्राजधकारी और सेिाजनिृत नायब कलक्े टर, कांडला गोरखपुर एल.पी.िी.
पाइपलाइन पररयोिना, आई.एच.बी. जलजमटेड, िडोिरा (गुिरात) न े उक्त अजधजनयम की धारा 6 की उप-धारा (1) के अधीन
केन्द्रीय सरकार को ररपाजट िे िी ह ै;
और केन्द्रीय सरकार ने, उक्त ररपोटज पर जिचार करने के पश्चात् और यह समाधान हो िान े पर दक उक्त भूजम
पाइपलाईन जबछाने के जलए अपेजक्षत ह,ै उसमें उपयोग के अजधकार का अिनज करने का जिजनश्चय दकया ह ै ;

अतः अब, केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (1) द्वारा प्रद्त्त िजक्तयों का प्रयोग करत े हुए
यह घोषणा करती ह ै दक इस अजधसूचना से सलं ग्न अनुसूची में जिजनर्िजष्ट भूजम म ें पाइपलाईन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए ;
और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (4) द्वारा प्रद्त्त िजक्तयों का प्रयोग करत े हुए, यह
जनिेि िेती ह ैदक उक्त भूजम में उपयोग का अजधकार इस अजधसूचना के प्रकािन की तारीख स ेकेन्द्रीय सरकार म ेंजनजहत होन े
के बिाए, सभी जिल्लगं मों स ेमक्तु होकर आई.एच.बी. जलजमटेड म ेंजनजहत होगी ।
पेरोजलयम और खजनि पाइपलाईन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्तज के जलए
आई.एच.बी. जलजमटेड पूणतज य: उतरिायी होगी और पाइपलाईन से सम्बजन्द्धत दकसी भी मामले पर केन्द्रीय सरकार के जिरुद्ध
कोई िाि, िािा या कानूनी कायजिाही नहीं हो सकेगी।

NOTIFICATION
New Delhi, the 23rd December, 2025
S.O. 6038(E).—Whereas by the notification of the Government of India in the Ministry of Petroleum and Natural
Gas, Vide S.O. No. 3337(E) dated 18 July 2025, published in the Extra Ordinary Gazette of India No. 3264 dated 21 July
2025, issued under Sub-Section (1) of Section-3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in
Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said Act), the Central Government declared its intention to
acquire the Right of User in the land specified in the Schedule appended to that notification for the purpose of laying
“Kandla -Gorakhpur LPG Pipeline Project, Section :- Pipavav to IHB Limited Dumad” for the transportation of LPG in
Tehsil Vadodara, District Vadodara in the State of Gujarat by IHB Limited;
And whereas, copies of the said Gazette notification were made available to the concerned land owners up to
05th August, 2025;
And whereas, Shri Avalabhai Khatarabhai Baria, Competent Authority and Deputy Collector (Retd.), Kandla -
Gorakhpur LPG Pipeline Project, IHB Limited, Vadodara (Gujarat) has under Sub-Section-(1) of Section-6 of said Act,
has submitted his report to the Central Government;
And whereas, the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire Right of User therein;
Now, therefore, in exercise of the powers conferred by Sub-Section-(1) of Section-6 of the said Act, the Central
Government hereby declares that the Right of User in the land specified in the Schedule appended to this notification is

And further, in exercise of the powers conferred by Sub-Section-(4) of Section-6 of the said Act, the Central
Government hereby directs that Right of User in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vests on the date of publication of this declaration, in IHB Limited, free from all encumbrances.
IHB Limited shall be exclusively liable for any compensation in terms of Section-10 of the P&MP Act, 1962
and no suit, claim or legal proceeding would lie against the Central Government on any matter relating to the pipeline.
