L.-33004/99 सी.जी.-डी.एल.-अ.-04062026-273152 CG-DxLx-xEG-I0D4H0x6x2x0 26-273152 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 2766] नई दिल्ली, बृहस्ट्प जतिार, िनू 4, 2026/यय ष्े ठ 14, 1948 No. 2766] NEW DELHI, THURSDAY, JUNE 4, 2026/JYAISTHA 14, 1948 परे ोजलयम और प्राकृजतक गसै मत्रं ालय अजधसचू ना नई दिल्ली, 4 िून, 2026 का.आ. 2860(अ).— केन्द्रीय सरकार, तेल क्षेत्र (जिजनयमन और जिकास) अजधजनयम, 1948 (1948 का 53) की धारा 6क की उपधारा (4) द्वारा प्रित्त िजियों का प्रयोग करते हुए, उि अजधजनयम की अनसु ूची म ें और संिोधन करन े के जलए जनम्नजलजखत सिं ोधन करती ह,ै अर्ाात ्ः - 1. तेल क्षत्रे (जिजनयमन और जिकास) अजधजनयम, 1948 की अनसु ूची म ें - (i) परै ा 1 और जिद्यमान प्रजिजियों के स्ट्र्ान पर जनम्नजलजखत पैरा और प्रजिजियां रखी िाएगं ी, अर्ाात ्ः - "1. कच्चे तले और केससंग िीर्ा रिण के उत्पािन के जलए रॉयल्टी िरें व्यिस्ट्र्ा / नीजत भूजम पर उर्ल ेसमरु गहरे समरु अत्यजधक गहरे समरु (i) राष्ट्रीय तले कंपजनयों को नामांकन िाजणजययक उत्पािन प्रारंभ होने की तारीख स े 20% 10% के आधार पर प्रिान दकए गए क्षत्रे पहले 7 िर्ा की अिजध के जलए 5% 4031 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] व्यिस्ट्र्ा / नीजत भूजम पर उर्ल ेसमरु गहरे समरु अत्यजधक गहरे समरु (ii) नई खोि अनज्ञु ापन नीजत स े पहल े जनिी/सयं िु उद्यम सजं ििाकारों को प्रिान दकए गए िाजणजययक उत्पािन के 8िें िर्ा के प्रारंभ होन े खोि ब्लॉक की तारीख से और उसके बाि तर्ा सार् ही दकसी भी अन्द्य अिजध के िौरान दकए गए उत्पािन के जलए 10% (iii) नई खोि अनज्ञु ापन नीजत स े पहल े सयं िु उद्यम सजं ििाकारों को प्रिान दकए गए भजू म पर खोि े गए क्षत्रे ों की सजं ििा िाजणजययक उत्पािन प्रारंभ होने की तारीख स े पहले 7 िर्ा की अिजध के जलए 5% (iv) नई खोि अनज्ञु ापन नीजत के 12.5% 10% िाजणजययक उत्पािन के 8िें िर्ा के प्रारंभ होन े अधीन प्रिान दकए गए क्षत्रे की तारीख से और उसके बाि तर्ा सार् ही दकसी भी अन्द्य अिजध के िौरान दकए गए उत्पािन के जलए 10% (v) नई खोि अनज्ञु ापन नीजत स े - पहल े सयं िु उद्यम सजं ििाकारों को संबंजधत उत्पािन-जहस्ट्सेिारी संजििा में यर्ाजिजनर्िाि प्रिान दकए गए खोि ेगए अपतट क्षत्रे िाजणजययक उत्पािन प्रारंभ होने की तारीख स े पहले 7 िर्ा की अिजध के जलए 0% िाजणजययक (vi) 'खोिी गई लघ ु क्षत्रे नीजत और उत्पािन के 8ि ें िाजणजययक उत्पािन के हाइड्रोकाबना खोि अनज्ञु ापन नीजत ' 12.5% 7.5% िर्ा के प्रारंभ 8िें िर्ा के प्रारंभ होन े की होने की तारीख के अधीन प्रिान दकए गए क्षत्रे तारीख से और उसके बाि से और उसके तर्ा सार् ही दकसी भी बाि तर्ा सार् अन्द्य अिजध के िौरान हुए ही दकसी भी उत्पािन के जलए 2% अन्द्य अिजध के िौरान हुए[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 व्यिस्ट्र्ा / नीजत भूजम पर उर्ल ेसमरु गहरे समरु अत्यजधक गहरे समरु उत्पािन के जलए 5% (ii) पैरा 5 म,ें मि (2) के स्ट्र्ान पर जनम्नजलजखत मि रख े िाएगँ े, अर्ाात ्ः - (2) रॉयल्टी की गणना सह-रॉयल्टी के आधार पर की िाएगी, - (क.) राष्ट्रीय तले कंपजनयों को नामाकं न के आधार पर प्रिान दकए गए भूजम पर क्षत्रे ; (ख.) नई खोि अनुज्ञजि नीजत स े पहल े जनिी या संयुि उद्यम संजििाकारों को प्रिान दकए गए भूजम पर खोि ब्लॉक; और (ग.) नई खोि अनुज्ञापन नीजत स े पहल े संयुि उद्यम संजििाकारों को प्रिान दकए गए भूजम पर खोि े गए क्षेत्रों की संजििा। (3) रॉयल्टी की गणना सभी अपतटीय क्षेत्रों (उर्ला क्षत्रे , गहरा समुरी क्षेत्र और अजत गहरा समुरी क्षेत्र) के जलए सभी व्यिस्ट्र्ाओं और नीजतयों के अधीन और सभी भूजम पर क्षेत्रों और उन व्यिस्ट्र्ाओं तर्ा नीजतयों के अधीन संजििाओं के जसिाय िो पैरा 5 की मि (2) में जिजनर्िाि की गई ह ैं के जलए एक्स रॉयल्टी के आधार पर की िाएगी। 2. यह अजधसूचना 11 मई, 2026 स े प्रिृत हुई समझी िाएगी। [फा. स.ं इएक्सपीएल -11023/1/2020-इएक्सपीएल-I-पीएनिी (ई-33879)] रघुराम कृष्णा, अिर सजचि नोट - तेल क्षत्रे (जिजनयमन और जिकास) अजधजनयम, 1948 की अनुसूची को 1969 के अजधजनयम 39 द्वारा अंत: स्ट्र्ाजपत दकया गया र्ा और तत्पश्चात सा.का.जन. 814 (अ), तारीख 16.12.2024, सा.का.जन. 559 (अ) तारीख 20.08.2007, का.आ. 615 (अ), तारीख 28.08.2009, का.आ. 173 (अ), तारीख 15.01.2016, का.आ. 367 (अ), तारीख 14.01.2010, का.आ. 1597 (अ), तारीख 11.04.2019, का.आ. 4382 (अ), तारीख 20.10.2021, का.आ. 2376 (अ), तारीख 08.05.2026 के द्वारा स े संिोजधत दकया गया र्ा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF PETROLEUM AND NATURAL GAS NOTIFICATION New Delhi, the 4th June, 2026 S.O. 2860(E).— In exercise of the powers conferred by sub-section (4) of section 6A of the Oilfields (Regulation and Development) Act, 1948 (53 of 1948), the Central Government hereby makes the following amendments, further to amend the Schedule to the said Act, namely: -. 1. In the Oilfields (Regulation and Development) Act, 1948, in the Schedule, – (i) for paragraph 1 and the existing entries, the following paragraph and entries shall be substituted, namely: – “1. Royalty Rates for production of Crude Oil and Casing Head Condensate: Regime / Policy Onland Shallow Deep Water Ultra-Deep Water Water (i) Areas awarded on 20 % 10% 5% for the period of first 7 years from the date nomination basis to of commencement of commercial production National Oil Companies 10% from the date of commencement of the 8th (ii) Exploration Blocks year of commercial production and onwards as awarded to Private or Joint well as for production during any other period Venture Contractors prior to New Exploration Licensing Policy (iii) Onland Discovered Fields Contracts awarded to Joint Venture Contractors prior to New Exploration Licensing Policy (iv) Areas awarded under 12.5% 10% 5% for the period of first 7 years from the date New Exploration Licensing of commencement of commercial production Policy 10% from the date of commencement of the 8th year of commercial production and onwards as well as for production during any other period (v) Offshore Discovered As specified in the respective Production Sharing Contract Fields awarded to Joint Venture Contractors prior to New Exploration Licensing Policy (vi) Areas awarded under 12.5% 7.5% 0% for the period of first 7 years from the date Discovered Small Field of commencement of commercial production[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Policy and Hydrocarbon 5% from the 2% from the date of Exploration Licensing date of commencement of the 8th Policy commencement year of commercial of the 8th year production and onwards of commercial as well as for production production and during any other onwards as well period.”. as for production during any other period (ii) in paragraph 5, for item (2), the following items shall be substituted, namely: – “(2) The royalty shall be computed on cum-royalty basis for, – (a) Onland areas awarded on nomination basis to National Oil Companies; (b) Onland Exploration Blocks awarded to Private or Joint Venture Contractors prior to New Exploration Licensing Policy; and (c) Onland Discovered Fields Contracts awarded to Joint Venture Contractors prior to New Exploration Licensing Policy. (3) The royalty shall be computed on ex-royalty basis for all Offshore areas (Shallow Water, Deep Water and Ultra Deep Water) under all regimes and policies and all Onland areas and contracts under regimes and policies except those specified under item (2) of paragraph 5.”. 2.
