Publication of Notification in the Extraordinary Gazette of India regarding Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Second Amendment Order, 2026.
**Executive Summary**
The Ministry of Petroleum and Natural Gas issued the Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Second Amendment Order, 2026, on June 10, 2026. This amendment modifies Clause 7 to clarify conditions under which City Gas Distribution (CGD) entities are exempt from certain communication requirements. The order became effective upon its publication in the Official Gazette on June 11, 2026.
**Key Points / Main Content**
**Order Identification and Effective Date**
* **Title:** The order is officially titled the "Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Second Amendment Order, 2026."
* **Commencement:** The provisions came into force on the date of their publication in the Official Gazette (June 11, 2026).
**Amendment to Communication Requirements**
* **Conditional Exemption:** CGD entities are no longer required to provide specific communications if they maintain records proving that notice regarding the cessation of LPG supply was delivered through alternative methods.
* **Approved Notice Methods:** The document recognizes the following as valid forms of notification:
* Notice provided under sub-clause (4) of clause 5.
* Written communication issued to Residents Welfare Associations (RWAs), apartment owners' associations, cooperative housing societies, or facility management agencies with a request to publicize the information to all households.
* Hand-delivered communication to the specific address.
* Distribution of physical materials such as posters, flyers, pamphlets, or handouts to the relevant address and throughout the housing area.
* Digital or telephonic communication via text messages, phone calls, or recorded voice messages informing the resident that LPG supply will be stopped.
**Impact Analysis**
**City Gas Distribution (CGD) Entities**
**Impact**
The amendment provides these entities with greater flexibility in how they notify consumers about the termination of LPG supply. It reduces the administrative burden of a single specific communication format if alternative recorded methods are used.
**Action Required**
Entities must ensure they maintain robust records of all notices sent via the approved alternative channels (digital, physical, or via associations) to qualify for the exemption.
**Residents and Households**
**Impact**
Residents may receive information regarding the cessation of their LPG supply through a wider variety of channels, including digital messages and community associations, rather than only direct formal letters.
**Action Required**
Residents should monitor communications from their housing associations and check for digital notifications (SMS/Voice) or physical flyers regarding changes to their LPG supply.
**Resident Welfare Associations (RWAs) and Housing Societies**
**Impact**
These organizations are formally recognized as intermediaries for the dissemination of critical utility information from CGD entities to households.
**Action Required**
Upon receiving written communication from a CGD entity, these organizations are expected to publicize the notice to all households within their jurisdiction.
