वक्फ प्रबंधन, सिक्तीकरण, िक्षता और जवकास अजधजनयम, 1995 की धारा 12 की उपधारा (1) एवं (2) द्वारा प्रित्त िजक्तयों
का प्रयोग करते हुए, केंद्रीय वक़्फ़ पररषि (समूह ‘क’, ‘ख’ और ‘ग’ अरािपजत्रत, अननुसजचवीय पि) भती जनयमावली, 2014
में और संिोधन करने हते ु जनम्नजलजखत जनयम बनाती ह,ै अथायत—्
1. संजक्षप्त नाम और प्रारंभ.-
(1) इन जनयमों का संजक्षप्त नाम केंद्रीय वक्फ पररषि (समूह ‘क’, ‘ख’ और ‘ग’ अरािपजत्रत, अननुसजचवीय पि) भती संिोधन
जनयमावली, 2026 ह।ै
(2) य ेरािपत्र म ेंउनके प्रकािन की तारीख से प्रवृत्त होंगे।

2. केंद्रीय वक्फ पररषि (समूह ‘क’, ‘ख’ और ‘ग’ अरािपजत्रत, अननुसजचवीय पि) भती जनयमावली, 2014 की अनुसूची म ें
क्रम संख्या 1 पर सजचव के पि से संबंजधत प्रजवजियों में, _-
(क) स्ट्तंभ (10) के अतं गतय प्रजवजियों के स्ट्थान पर जनम्नजलजखत प्रजवजियााँ प्रजतस्ट्थाजपत की िाएंगी:
“प्रजतजनयुजक्त (अल्पकाजलक संजविा सजहत) द्वारा.”;
(ख) स्ट्तंभ (11) के अतं गतय प्रजवजियों के स्ट्थान पर जनम्नजलजखत प्रजवजियााँ प्रजतस्ट्थाजपत की िाएंगी:
(क) केंद्रीय सरकार में उप सजचव या जनििे क या उससे उच्च पि के सेवाजनवृत्त अजधकारी;
या
केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या सावयिजनक क्षेत्र उपक्रम या स्ट्वायत्त या वैधाजनक
जनकाय के काययरत अजधकारी,—
(i) िो मलू संवगय या जवभाग में जनयजमत आधार पर समकक्ष पि धारण करते हों; या
(ii) जिन्होंन े वेतन मैररक्स के स्ट्तर-12 (78,800–2,09,200 रु.) या समकक्ष म ेंजनयजमत आधार पर जनयुजक्त के
पश्चात पााँच वषय की जनयजमत सवे ा पूणय की हो; और
(ख) जनम्नजलजखत िक्षै जणक योग्यता एवं अनुभव रखते हों:
अजनवाय:य -
i. मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक उपाजध या समकक्ष; और
ii. प्रिासजनक, जवत्तीय तथा जवजधक मामलों म ेंकम से कम 5 वष यका अनुभव।
वाछं नीय:
i. जवत्तीय एवं जवजधक मामलों में 5 वषय का अनुभव; या
ii. वक्फ प्रबंधन, प्रिासन, जवत्त एवं प्रबंधन के क्षेत्र म ेंअनुभव।
रिप्पण 1 : सेवाजनवृत्त व्यजक्त के मामले में िो दकसी भी स्रोत से पेंिन प्राप्त करता हो, उसे जनयत माजसक पाररश्रजमक
की राजि िेय होगी, िो सेवाजनवृजत्त के समय प्राप्त वेतन से मलू पेंिन घिाकर जनधायररत दकया िाएगा। इस प्रकार
जनयत पाररश्रजमक की राजि संजविा की अवजध के जलए अपररवर्तयत रहगे ी और संजविा की अवजध के िौरान इसम ें
कोई वार्षयक वृजि या प्रजतित वृजि नहीं होगी।
रिप्पण 2: प्रजतजनयुजक्त की अवजध, जिसके अंतगयत वतयमान या दकसी अन्य संगिन या जवभाग म ेंइस जनयुजक्त स ेिीक
पहल े धाररत दकसी अन्य संवगय-बाह्य पि पर प्रजतजनयुजक्त की अवजध ह,ै साधारणतया 4 वषय से अजधक नहीं होगी।
प्रजतजनयुजक्त द्वारा जनयुजक्त के जलए अजधकतम आय ुसीमा आविे न प्राजप्त की अंजतम जतजथ को 56 वष य से अजधक नहीं
होगी।
रिप्पण 3: प्रजतजनयुजक्त हते ु न्यनू तम अहकय सेवा की संगणना करने के प्रयोिन के जलए, दकसी अजधकारी द्वारा 01
िनवरी, 2006 से पहल ेया उस तारीख स ेजिससे छिे केंद्रीय वते न आयोग की जसफाररिों पर आधाररत पुनरीजक्षत
वेतन संरचना का जवस्ट्तार दकया गया ह,ै जनयजमत आधार पर की गई सेवा को उक्त वेतन आयोग की जसफाररिों पर
आधाररत जवस्ट्ताररत तत्समानी वेतन या वेतनमान पर की गई सेवा समझी िाएगी, जसवाय वहां के िहां एक से
अजधक पूवय-पुनरीजक्षत वेतनमान का एक श्रेणी में, समान ग्रडे वेतन या वेतनमान के साथ जवलय दकया गया ह ैऔर[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
िहां यह लाभ केवल ऐस े पिों को जवस्ट्ताररत होगा, जिनके जलए श्रणे ी, वेतन या वेतनमान जबना दकसी उन्नयन के
सामान्य प्रजतस्ट्थापना श्रेणी ह।ै

NOTIFICATION
New Delhi, the 18th August, 2026
G.S.R. 754(E).— In exercise of the powers conferred by sub-sections (1) and (2) of section 12 of the Unified
Waqf Management, Empowerment, Efficiency and Development Act, 1995 read with rule 13 of the Central Waqf
Council Rules, 1998, the Central Government hereby makes the following rules further to amend the Central Waqf
Council (Group 'A', 'B' and 'C' Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2014, namely:-
1. Short title and commencement.- (1) These rules may be called the Central Waqf Council (Group 'A', 'B' and 'C'
Non-Gazetted, Non-Ministerial Posts) Recruitment Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Waqf Council (Group 'A', 'B' and C' Non-Gazetted, Non-Ministerial Posts) Recruitment Rules,
2014, in the Schedule, against serial number 1 relating to the post of Secretary, -
(a) in column (10), for the entries, the following entries shall be substituted, namely,-
" By deputation (including short-term contract).”;
(b) in column (11), for the entries, the following entries shall be substituted, namely,-
"(a) retired officers of the rank of Deputy Secretary or Director or above in the Central Government;
Or
Serving officers of the Central Government or the State Government or Union territory Administration or
public sector undertaking or autonomous or statutory body, -
(i) holding analogous posts on regular basis in the parent cadre or Department; or
(ii) with five years' regular service in the grade rendered after appointment thereto on regular basis in post
level 12 in the pay matrix (Rs. 78800-209200) or equivalent; and
(b) possessing the following qualifications and experience,-
Essential:
(i) a Bachelors’ degree or equivalent from a recognised University or institute; and
(ii) having at least five years experience of administrative, financial and legal matters.
Desirable:
(i) five years of experience in financial and legal matters; or
(ii) experience in the field of waqf management, administration, finance and management.
Note1: In case of a retired person who draws a pension from whatever source, a fixed monthly amount of
remuneration shall be admissible, which shall be arrived at by deducting the basic pension from the pay drawn4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the
contract and there shall be no annual increment or percentage increase during the contract period.
Note 2: The period of deputation including the period of deputation in another ex cadre posts held immediately
preceding this appointment in the same or some other organisation or Department shall ordinarily not exceed
four years. The maximum age-limit for appointment to deputation shall be not exceeding fifty-six years as on
the closing date of receipt of application.
Note 3: For the purpose of computing minimum qualifying service for deputation, the service rendered on a
regular basis by an Officer prior to 1st January, 2006 or the date from which the revised pay structure based on
the Sixth Central Pay Commission, has been extended, shall be deemed to be the service rendered in the
corresponding pay or pay scale extended based on the recommendations of the Pay Commission except where
there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or
pay scale and where this benefit will extend only for the posts for which that grade pay or pay scale is the
normal replacement grade without any upgradation.”
