रूप स े उन सभी व्यवियों को सूवित करन े के जलए प्रकावशत ककया िाता ह ै जिनके इससे प्रभावित होने की संभािना ह ैऔर
इसके द्वारा यह सूजचत दकया िाता ह ै कक उि मसौदा वनयमों पर इन वनयमों को अतं र्विष्ट करने वाल े भारत के रािपत्र की

1. सवं िि नाम और प्रारंभ। (1) इन वनयमों को कोयला खान (विशेष उपबंध) (प्रथम संशोिन) वनयम, 2026 कहा िा
सकता ह।ै
(2) िे आविकाररक रािपत्र म ेंउनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. कोयला खान (विशेष उपबंध) वनयम, 2014 के तहत वनयम 2 म,ें खंड (i) के बाद, वनम्नवलवखत को शावमल ककया
िाएगा-
'(आईए) "वनष्पादन बैंक गारंटी" से आश्य बैंक गारंटी या बीमा ज़मानत बांड या इसी प्रकार की प्रकृजत के दकसी
अन्य वित्तीय सािन स ेह ैऔर जिसे केंद्रीय सरकार द्वारा विवनर्दिष्ट ककया िा सकता ह।ै

NOTIFICATION
New Delhi, the 3rd February, 2026
G.S.R. 101(E).— The following draft of certain rules further to amend the Coal Mines (Special Provisions)
Rules, 2014, which the Central Government proposes to make, in exercise of the powers conferred by sub-sections (1)
and (2) of section 31 of the Coal Mines (Special Provisions) Act, 2015 (11 of 2015) is hereby published as required
under the said section for informing all persons likely to be affected thereby and notice is hereby given that the said
draft rules shall be taken into consideration on or after the expiry of a period of thirty days from the date on which the
copies of the Gazette of India containing these rules are made available to public;
Objections and suggestions which may be received from any person within the period specified above will be
considered by the Central Government;
Objections and suggestions, if any, may be addressed to the Section Officer (P&S-II section), Ministry of Coal,
Government of India, Room No. 514/2-D, Shastri Bhawan, New Delhi 110001 or emailed at soca3.moc@nic.in.
DRAFT RULES
1. Short title and commencement. (1) These rules may be called the Coal Mines (Special Provisions)
(First Amendment) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Coal Mines (Special Provisions) Rules, 2014, in rule 2, after clause (i), the following shall be inserted—
‘(ia) “performance bank guarantee” means and includes a bank guarantee or an insurance surety bond or any
other financial instrument of similar nature as may be specified by the Central Government’
