और यतः, केन्द्र सरकार इस बात से संतुष्ट ह ैदक उक्त अजधजनयम की धारा 3 की उप-धारा (8) के अतंगित अपेक्षाओं
तथा अन्द्य सबंजधत अपेक्षाओं को पूरा कर जलया गया ह ै और उनको उपयुिक्त जविेष आर्थिक िोन के जवकास, प्रचालन एवं
रखरखाव हते ू उक्त अजधजनयम की धारा 3 की उपधारा (10) के अतंगित दिनांक 23 जसतम्बर, 2022 को अनुमोिन पत्र

अतः अब, जविेष आर्थिक िोन अजधजनयम, 2005 की धारा 4 की उप-धारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग
करते हुए और जविेष आर्थिक िोन अजधजनयम, 2006 के जनयम 8 अनुसरण में केन्द्र सरकार, एतद्द्वारा उक्त स्ट्थान के 30.20

अतः, जविेष आर्थिक िोन अजधजनयम, 2005 (2005 का 28) की धारा 13 की उप-धारा (1) द्वारा प्रित्त िजक्तयों
का प्रयोग करते हुए, केन्द्र सरकार, एतद्द्वारा उक्त अजधजनयम की धारा 14 के प्रयोिनाथि उपयुिक्त जविेष आर्थिक िोन के
जलए एक सजमजत, जिसे अनुमोिन सजमजत कहा िाएगा, गठित करती ह,ै जिसके अध्यक्ष और सिस्ट्य जनम्नानुसार ह,ै अथाित्-
1. जविेष आर्थिक िोन का जवकास आयक्तु अध्यक्ष,पिेन
2. जनिेिक अथवा उप-सजचव,भारत सरकार,वाजणज्य एवं उद्योग मंत्रालय, वाजणज्य जवभाग या सिस्ट्य,पिेन
उसका नाजमती जिसका स्ट्तर अवर सजचव,भारत सरकार से कम नहीं होगा
3. जविेष आर्थिक िोन पर भू-भागीय क्षेत्राजधकार रखने वाले क्षेत्रीय संयुक्त जविेि व्यापार सिस्ट्य,पिेन
महाजनिेिक
4. जविेष आर्थिक िोन पर भ-ू भागीय क्षेत्राजधकार रखने वाले सीमा-िुल्क आयक्तु या केन्द्रीय उत्पाि सिस्ट्य,पिेन

और यतः, जविेष आर्थिक िोन अजधजनयम 2005 (2005 का 28) की धारा 53 की उप-धारा (2) द्वारा प्रित्त
िजक्तयों का प्रयोग करते हुए, केन्द्र सरकार एतद्द्वारा दिनांक 30 िुलाई, 2025 को उस तारीख के रूप में जनधािठरत करती ह ै
जिस तारीख से उपयुिक्त जविेष आर्थिक िोन को सीमा-िुल्क अजधजनयम 1962 (1962 का 52) की धारा 7 के अंतगित
अंतिेिीय कंटेनर जडपो माना िाएगा।

NOTIFICATION
New Delhi, the 30th July, 2025
S.O. 3584(E).— Whereas, Department of Trade & Commerce, Government of Arunachal Pradesh, has
proposed under section 3 of the Special Economic Zones Act, 2005 (28 of 2005), (hereinafter referred to as the said
Act) to set up a Multi-Sector SEZ at Balinong, Changlang District, in the State of Arunachal Pradesh;
AND, WHEREAS, the Central Government is satisfied that requirements under sub-section (8) of section 3 of
the said Act, and other related requirements are fulfilled and it has granted letter of approval under sub-section (10) of
section 3 of the said Act for development, operation and maintenance of the above Special Economic Zone on 23rd
September, 2022;
NOW, THEREFORE, the Central Government, in exercise of the powers conferred by sub-section (1) of section
4 of the Special Economic Zones Act, 2005 and in pursuance of rule 8 of the Special Economic Zones Rules, 2006,
hereby notifies the 30.20 hectares. The land parcel is not in a cadastral area, hence, the details of geographical
co-ordinates along with other details are given below in the table:

13 of the Special Economic Zones Act, 2005 (28 of 2005), hereby constitutes a Committee to be called the Approval
Committee for the above Special Economic Zone for the purposes of section 14 of the said Act consisting of the
following Chairperson and Members, namely: -
1. Development Commissioner of the Special Economic Zone Chairperson ex
officio;
2. Director or Deputy Secretary to the Government of India, Ministry of Commerce Member ex
and Industry, Department of Commerce or his nominee not below the rank of officio;

the above Special Economic Zone shall be deemed to be Inland Container Depot under section 7 of the Customs Act,
1962 (52 of 1962).
