दिया था;
और यत; म.ैं काकीनाडा एसईिेड जलजमटेड ने उपरोक्त स्ट्थान पर जस्ट्थत केएसईिेड-1 एवं केएसईिेड-2 के
2049.3088 हक्े टेयर क्षेत्र को क्लब करने का प्रस्ट्ताव दकया था और केन्द्र सरकार न े दिनांक 13.01.2016 को स्ट्वीकृत पत्र
प्रिान कर दिया था;
और यत:, केन्द्र सरकार ने जविेष आर्थवक िोन जनयम 2006 के जनयम 8 के साथ पठित उक्त आजधजनयम की धारा
4 की उप-धारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए वाजणज्य एवं उद्योग मंत्रालय की अजधसूचना संख्याओं

नवंबर, 2021 द्वारा उपयुवक्त जविेष आर्थवक िोन में क्रमिः 121.43 हक्े टेयर, 48.5715 हक्े टेयर एव ं 226.2143 हक्े टेयर
के क्षेत्र को अनजधसूजचत कर दिया था;
और यत;, म.ैं काकीनाडा एसईिेड जलजमटेड न े अब उक्त जविषे आर्थवक िोन के 516.3049 हक्े टेयर के क्षेत्र को
अनजधसूजचत करने का प्रस्ट्ताव दकया ह;ै
और यत;, आंध्र प्रििे सरकार ने उनके पत्र सं. आईएनसी01–आईएनडी0एम्आईएससी/1/2020-इंफ्रा दिनांक
27.02.2022 के तहत प्रस्ट्ताव को अनापजत्त प्रमाण पत्र िे दिया हैI इसके अलावा, वतवमान प्रस्ट्ताव 516.3049 हक्े टेयर की
अनजधसूचना का उद्दे य िीओएम संख्या 12 दिनांक 04.03.2021 के अनुसार संबंजधत दकसानों को भूजम वापस करना ह।ै
इसजलए, ऐस े मामल े म ें गरै -अजधसूजचत पासवल का उपयोग बुजनयािी ढांच े के जनमावण के जलए नहीं दकया िाएगा िो मूल
रूप स ेपठरकजल्पत एसईिडे के उद्देय को परू ा नहीं करेगा;
और यत;, जवकास आयुक्त, जविाखापत्तनम जविेष आर्थवक िोन ने जविेष आर्थवक िोन के 516.3049 हक्े टेयर
क्षेत्र को अनजधसूजचत करन े के प्रस्ट्ताव को संस्ट्तुजत की है;
और यत:, केन्द्र सरकार, इस बात स े संतुष्ट ह ै दक अजधजनयम की धारा 3 की उप-धारा (8) के अतं गतव अपेक्षाओं
तथा अन्द्य संम्बजधत अपक्षे ाओं को पूरा कर जलया गया ह;ै
अत:, अब जविेष आर्थवक िोन अजधजनयम, 2005 की धारा 4 की उप-धारा (1) के िसू रे परन्द्तुक द्वारा प्रित्त
िजक्तयों का प्रयोग करते हुए और जविेष आर्थवक िोन जनयमावली, 2006 के जनयम 8 के अनुसरण में केन्द्र सरकार
एतद््िारा 516.3049 हक्े टेयर के क्षेत्र को उक्त जविेष आर्थवक िोन के भाग म ें से अनजधसूजचत करती ह,ै जिसके

NOTIFICATION
New Delhi, the 27th September, 2022
S.O. 4576(E).—Whereas, M/s. Kakinada SEZ Limited (formerly M/s. Kakinada SEZ Private Limited), had
proposed under section 3 of the Special Economic Zones Act, 2005 (28 of 2005), (hereinafter referred to as the said
Act) to set up a Multi-Product Special Economic Zone at Ponnada, Mulapeta, Ramanakkapeta Villages in Kakinada,
East Godavari District, in the State of Andhra Pradesh;
AND, WHEREAS, the Central Government, in exercise of the powers conferred by sub-section (1) of section
4 of the said Act read with rule 8 of the Special Economic Zones Rules 2006, had notified an area of 1013.64 hectares
vide Ministry of Commerce and Industry Notification Number S.O. 342 (E) dated 06.02.2013;
AND, WHEREAS, M/s. Kakinada SEZ Limited proposed for clubbing of KSEZ-I and KSEZ-2 at above
location over an area of 2049.3088 hectares and Central Government granted letter of approval on 13.01.2016;
AND, WHEREAS, the Central Government, in exercise of the powers conferred by sub-section (1) of section
4 of the said Act read with rule 8 of the Special Economic Zones Rules 2006, de-notified 121.43 hectares, 48.5715
hectares and 226.2143 hectares vide Ministry of Commerce and Industry Notifications Number S.O. 2177(E) dated
05.07.2017, S.O. 1217(E) dated 14.03.2018 and S.O. 4772(E) dated 10.11.2021, respectively;
AND, WHEREAS, M/s. Kakinada SEZ Limited has now proposed for de-notification of an area of 516.3049
hectares at the above Special Economic Zone;
AND, WHEREAS, the State Government of Andhra Pradesh has given its approval to the proposal vide letter
No.INC01-IND0MISC/1/2020-INFRA dated 27.02.2022. Further, purpose of de-notification of the present proposal
of 516.3049 hectares to return of the land to the respective farmers, as per G.O.Ms. No. 12 dated 04.03.2021. Hence,
in such case de-notified parcel would not be utilized towards creation of infrastructure which would not sub-serve the
objective of the SEZ as originally envisaged;
AND, WHEREAS, the Development Commissioner, Visakhapatnam Special Economic Zone has
recommended the proposal for de-notification of an area of 516.3049 hectares of the Special Economic Zone;
NOW, WHEREAS, the Central Government is satisfied that the requirements under sub-section (8) of

NOW, THEREFORE, in exercise of the powers conferred by second proviso to sub-section (1) of section 4
of the Special Economic Zones Act, 2005 and in pursuance of rule 8 of the Special Economic Zones Rules, 2006, the
Central Government hereby de-notifies an area of 516.3049 hectares, thereby making resultant area as 1136.7881
hectares. The survey numbers and the areas for the de-notification are given below in the table, namely: -
