L.-33004/99 xxxGIDHxxx सी.जी.-डी.एxलx.x-GअID.-E0xx6x1 12025-267426 CG-DL-E-06112025-267426 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 718] नई दिल्ली, िुक्िार, अक्त ूबर 31, 2025/ कार्तकव 9, 1947 1947 No. 718] NEW DELHI, FRIDAY, OCTOBER 31, 2025/ KARTIKA 9, 1947 1947 खान मत्रं ालय अजधसचू ना नई दिल्ली, 31 अक् तूबर, 2025 सा.का.जन. 803(अ).––राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए और खान मंत्रालय, भारतीय खान ब्यूरो, जनिेिक (प्रिासजनक), मुख्य प्रिासजनक अजधकारी, ज्यष्ठे प्रिासजनक अजधकारी, प्रिासजनक अजधकारी, सहायक प्रिासजनक अजधकारी एि ं सहायक (समूह- 'क' और 'ख' पि) भती जनयम, 2019 को, िहां तक इनका सबं ंध सहायक प्रिासजनक अजधकारी के पि से ह,ै उन बातों के जसिाय अजधक्ांत करत े हुए जिन्ह ें ऐसे अजधक्मण स े पूिव दकया गया ह ै या करन े का लोप दकया गया है, भारतीय खान ब्यरू ो, खान मंत्रालय म ें सहायक प्रिासजनक अजधकारी के पि पर भती की पद्धजत का जिजनयमन करने के जलए निम्िलिखित जनयम बनाते ह,ैं अर्ावत:-- 1. सजं िप्त नाम और प्रारंभ:—(1) इन जनयमों का संजिप् त नाम खान मंत्रालय, भारतीय खान ब्य ूरो, सहायक प्रिासजनक अजधकारी (समूह ‘ख’ पि) भती जनयम, 2025 ह।ै (2) य ेरािपत्र म ें इनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पि सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्त र— उक्त पि की संख्या, उसका िगीकरण और इससे उपाबद्ध िेतन मैट्ररक्स में स्ट् तर, िह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट्त ंभ (4) में जिजनर्िवष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा और अहतव ाएं, आदि— उक्त पि पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उसस े संबंजधत अन्य बातें िे होंगी िो उक्त अनुसूची के स्ट्त ंभ (5) स ेस्ट्त ंभ (13) म ेंजिजनर्िवष्ट ह।ैं 7250 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतव ा—िह व्य जि— (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत् नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की ह;ै या (ख) जिसन े अपने पजत या अपनी पत् नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा: परंतु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट् िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनव से छूट िे सकेगी। 5. जिजर्ल करन ेकी िजि— िहा ंकेन्द्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए लेखबद्ध कारणों से और संघ लोक सेिा आयोग के परामिव से, दकसी िगव या प्रिगव के व्यजियों के संबंध में इन जनयमों के दकसी उपबंध को आिेि द्वारा जिजर्ल कर सकेगी। 6. व्य ािृजत्त— इन जनयमों की कोई बात, ऐस े आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनसु ार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े िगों, भूतपूिव सैजनकों और अन्य जििेष प्रिग व के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पि की संख्या िगीकरण िेतन मैट्ररक् स में स्ट्त र चयन अर्िा अचयन पि (1) (2) (3) (4) (5) सहायक प्रिासजनक *22(2025) सामान्य िेतन मैट्ररक्स में स्ट्त र 7 चयन पि अजधकारी *कायवभार के आधार पर केन्द्रीय सेिा, (44900-142400 रू.) पट्ररितवन दकया िा सकता समूह 'ख', रािपजत्रत, ह।ै अनुसजचिीय सीधे भती दकए िाने सीधे भती दकए िाने िाले सीधे भती दकए पट्ररिीिा की भती की पद्धजत: भती सीधी िाले अभ्यर्र्वयों के अभ्यर्र्वयों के जलए अपेजित िाने िाले अिजध, यदि होगी या प्रोन्नजत द्वारा या जलए आयु सीमा िैजिक और अन्य अहतव ाएं। अभ्यर्र्वयों के कोई हो। प्रजतजनयुजि/आमेलन द्वारा जलए जिजहत तर्ा जिजभन्न पद्धजतयों द्वारा आयु और भरी िाने िाली ट्ररजियों िैजिक अहतव ाएं की प्रजतितता। प्रोन्नत अभ्यर्र्वयों की ििा में लागू होंगी या नहीं। (6) (7) (8) (9) (10) अजधकतम तीस िषव (i) दकसी मान्यता प्राप्त लागू नहीं िो िषव। (i) बीस प्रजतित, सीधी (केंद्रीय सरकार द्वारा जिश्वजिद्यालय या मान्यता होता। केिल सीधी भती द्वारा; और िारी दकए गए प्राप्त संस्ट्र्ान से स्नातक की भती के जलए। (ii) अस्ट्सी प्रजतित प्रोन्नजत[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनुिेिों या आिेिों के जडग्री। ट्रटप्पण:- सीधी द्वारा, जिसके न होने पर अनुसार सरकारी भती के जलए अल्पकाजलक संजििा सजहत (ii) लेखा या प्रिासन या सेिकों के जलए पांच स्ट्र्ापना या बिट या पट्ररिीिा को प्रजतजनयुजि द्वारा। िषव तक जिजर्ल की अनुिासनात्मक मामलों या सफलतापूिवक िा सकती ह।ै ) भंडार क्य में दकसी सरकारी पूरा करने के ट्रटप्प ण : आयु सीमा कायावलय या पजब्लक सेक्टर जलए संबंजधत अिधाट्ररत करने के उपक्म या स्ट्िायत्त जनकाय िेत्र में कम से जलए जनणावयक तारीख या कानूनी जनकाय में िो िषव कम िो सप्ताह संघ लोक सेिा आयोग का अनुभि। की अिजध का द्वारा जिज्ञाजपत की ट्रटप्पण 1: अहतव ाएं, अन् यर्ा अजनिायव प्रिेि िाएगी। सुअर्हतव अभ् यर्र्वयों की ििा प्रजििण सफलतापूिवक में संघ लोक सेिा आयोग के पूरा करना जििेकानुसार लेखबद्ध आज्ञापक होगा। कारणों के जलए जिजर्ल की िा सकती ह।ै ट्रटप्पण 2: अनुभि संबंधी अहतव ा (अहतव ाएं) लेखबद्ध कारणों के जलए संघ लोक सेिा आयोग के जििेकानुसार, अनुसूजचत िाजतयों या अनुसजू चत िनिाजतयों के अभ् यर्र्वयों की ििा में तब जिजर्ल की िा सकती है िब चयन के दकसी प्रक्म पर संघ लोक सेिा आयोग की यह राय ह ै दक आरजित ट्ररजियों के भरने के जलए अपेजित अनुभि रखने िाले उन अभ् यर्र्वयों की पयावप्त संख्य ा में उपलब् ध होने की संभािना नहीं ह।ै प्रोन् नजत अर्िा प्रजतजनयजु ि/ आमेलन द्वारा भती की ििा में िे श्रेजणयां जिनसे प्रोन् नजत अर्िा प्रजतजनयजु ि/ आमेलन दकया िाएगा। (11) प्रोन् नजत : िेतन मट्रै रक् स में स्ट् तर–6 (35400-112400 रू.) में ऐसे सहायक जिन् होंने ग्रेड में पांच िषव की जनयजमत सेिा की हो और सिम प्राजधकारी द्वारा यर्ा जिजहत कम से कम िो सप्ताह का प्रजििण सफलतापूिवक पूरा दकया हो। ट्रटप्पण: िहां ऐसे कजनष् ठ अभ्यर्र्यव ों के संबंध में, जिन् होंने अपनी अहकव या पात्रता सेिा पूरी कर ली है, प्रोन् नजत के जलए जिचार दकया िा रहा हो, िहां उनसे ज्य ेष् ठ अभ्यर्र्वयों के संबंध में भी जिचार दकया िाएगा परन् तु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजित अहकव या पात्रता सेिा के आधे से अजधेक से या िो िषव से, इनमें से िो भी कम हो, कम न हो और उन् होंने अपने ऐसे कजनष् ठ अभ्यर्र्वयों सजहत, जिन् होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिवक पूरी कर ली हो। प्रजतजनयुजि (अल्पकाजलक संजििा सजहत): केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य िेत्र प्रिासनों या पजब्लक सेक्टर के उपक्मों या मान्यता प्राप्त जिश्वजिद्यालयों या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] मान्यता प्राप्त अनुसंधान संस्ट्र्ानों या स्ट्िायत्त या कानूनी संगठनों के ऐसे अजधकारी;- (क) (i) मूल संिगव या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) मूल संिगव या जिभाग में िेतन मैट्ररक्स (35400-112400 रुपये) में स्ट्तर-6 या समतल्ु य में जनयजमत आधार पर पि पर जनयुजि के पश्चात पांच िषव की सेिा की हो; और (ख) स्ट्तंभ (7) के अंतगवत सीधी भती के जलए यर्ा जिजहत िैिजणक अहतव ा और अनुभि रखते हों। ट्रटप्पण 1.- पोषक प्रिगव के ऐसे जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर आए अभ्यर्ी प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2.- प्रजतजनयुजि की अिजध (अल्पकाजलक संजिधा सजहत) जिसके अंतगवत केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य संिगव बाह्य पि पर प्रजतजनयुजि की अिजध साधारणतया 3 िषव से अजधक नहीं होगी । ट्रटप्पण 3.- प्रजतजनयजु ि द्वारा जनयजु ि के जलए अजधकतम आयु-सीमा आिेिन के प्राप्त होने की अंजतम जतजर् को छप्पन िषव से अजधक नहीं होगी। यदि जिभागीय प्रोन् नजत सजमजत ह,ै तो उसकी संरचना क्या है भती करते समय दकन पट्ररजस्ट्र्जतयों में संघ लोक सेिा आयोग से परामिव दकया िाएगा। (12) (13) समूह ‘ख’ जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जिचार करने के जलए) में सीधी भती के मामले में संघ लोक सेिा जनम् नजलजखत होंगे :- आयोग से परामिव करना आिश्यक ह।ै (1) खान जनयंत्रक, भारतीय खान ब्यूरो - अध्यि; (2) िेत्रीय खनन भूजिज्ञानी, भारतीय खान ब्यूरो - सिस्ट्य; (3) िट्ररष्ठ प्रिासजनक अजधकारी, भारतीय खान ब्यूरो - सिस्ट्य। समूह 'ख' जिभागीय पुजष्टकरण सजमजत (पुजष्टकरण पर जिचार करने के जलए) में जनम्नजलजखत होंगे: - (1) िेत्रीय खान जनयंत्रक, भारतीय खान ब्यूरो - अध्यि; (2) िेत्रीय खनन भूजिज्ञानी, भारतीय खान ब्यूरो - सिस्ट्य; (3) िट्ररष्ठ प्रिासजनक अजधकारी, भारतीय खान ब्यूरो - सिस्ट्य। [फा. सं. 22/5/2018- खान III] संिय लोजहया, अपर सजचि MINISTRY OF MINES NOTIFICATION New Delhi, the 31st October, 2025 G.S.R. 803(E).––– In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Mines, Indian Bureau of Mines, Director (Administration), Chief Administrative Officer, Senior Administrative Officer, Administrative Officer, Assistant Administrative Officer, and Assistant (Group- ‘A’ and ‘B’ Posts) Recruitment Rules, 2019, in so far as they relate to the post of Assistant Administrative Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 the following rules regulating the method of recruitment to the post of Assistant Administrative Officer in Indian Bureau of Mines, Ministry of Mines, namely:-— 1. Short title and commencement. — (1) These rules may be called the Ministry of Mines, Indian Bureau of Mines, Assistant Administrative Officer (Group ‘B’ post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-— The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Assistant in level-6 (Rs. 35400-112400) in the pay matrix with five years regular service in the grade and having successfully completed at least two weeks training as prescribed by the competent authority. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers under the Central government or State Governments or Union territory Administrations or public sector undertakings or recognised Universities or recognised research institutions or autonomous or statutory organisations;- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in level-6 (Rs. 35400-112400) in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience as prescribed for direct recruits under column (7). Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The Maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications.
