ट्रटप्पण : जहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जजन्होंने अपनी अहकव या पात्रता सेिा परू ी कर ली ह,ै प्रोन्नजत के जलए
जिचार दकया जा रहा हो, िहां उनके ज्य ेष्ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परन्तु यह तब जब दक उसके
द्वारा की गई ऐसी अपेजित अहकव या पात्रता सेिा, अहकव या पात्रता सेिा के आधे से अजधक से या दो िषव से, इनमें स े जो

अनुभि; या
ख. उपयुवि (क) को छोडकर केन्द्रीय सरकार, राज्य सरकार या संघ राज्य िेत्रों या स्ट्िायत्त िासी जनकायों या कानूनी
संगठनों या सािवजजनक िेत्र के उपक्मों या जिश्वजिद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्थानों के अजधकारी;
(क( (i) जो मूल संिगव या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हों; या

(i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से खनन इंजीजनयरी या खजनज इंजीजनयरी या रसायन
इंजीजनयरी या धातुकम वजिञेयान में इंजीजनयरी मे स्नातक या तकनीकी; या
(ii) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्थान से भूजिञेयान या अनुप्रयुि भूजिञेयान या अयस्ट्क प्रसाधन या रसायन
जिञेयान या भौजतकी में मास्ट्टर जडग्री;
(iii) जनम्नजलजखत 25 िषव का अनुभि;
I. मेटलीफेरस (गैर-कोयला )खान जजनमें स्नातक या प्रबंधन या कजनष्ठ प्रजििु इंजीजनयर के रूप में; या
II. खान और खजनज स ेसंबंजधत सरकारी जिभागों में खान और खजनज से संबंजधत समूह ‘क’ अजधकारी के रूप म;ें या
III. अयस्ट्क प्रसाधन या खजनज सज्जीकरण या खजनज संचय करने िाली प्रयोगिाला या संयंत्र में अनुसंधान
मागवदिवक।
ट्रटप्पण-1: प्रोषक प्रिगव म ें जिभागीय अजधकारी जो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि/आमले न पर जनयुजि के जलए

ट्रटप्पण-2: केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य
काडर बाह्य पद पर प्रजतजनयुजि की अिजध (अल्पकाजलक संजिदा सजहत) पााँच िषव स ेअजधक नहीं होगी।
ट्रटप्पण -3: प्रजतजनयुजि (अल्पकाजलक संजिदा सजहत) द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आिेदन प्राप्त करने की
अंजतम तारीख को 58 िषव से अजधक नहीं होगी।
यदद जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना क् या ह ै। भती करन े में दकन पट्ररजस्ट्थजतयों में संघ लोक
सेिा आयोग स ेपरामि वदकया जाएगा ।

New Delhi, the 13th December, 2022
G.S.R. 878(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Mines, Indian Bureau of Mines, Controller General, Group ‘A’ Post, Recruitment
Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the post of Controller General in Indian Bureau of
Mines, Ministry of Mines, namely: -—
1. Short title and commencement.—(1) These rules may be called the Ministry of Mines, Indian Bureau of Mines,
Controller General (Group ‘A’ Post) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

completed such qualifying or eligibility service.
Deputation (Including short-term contract):
A. Officers of the organised Group A Services or All India Services,–
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with one year of service in the grade rendered after appointment thereto on a regular basis in posts in level-15 in
the pay matrix (Rs.182200-224100) or equivalent in the parent cadre or department; and
(b) possessing minimum of three years’ experience in Ministries or Departments of the Central Government or States
Government dealing with mines and minerals; or
B. Officers of the Central Government other than (A) above, States Government or the Union territories or
autonomous or statutory organisation or public sector undertakings or University or recognised research institution,–
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with one year of service in the grade rendered after appointment thereto on a regular basis in posts in level-15 in
the pay matrix (Rs.182200-224100) or equivalent in the parent cadre or department; and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(b) possessing the following educational qualifications and experience,–
(i) Bachelor of Engineering or Technology in Mining Engineering or Mineral Engineering or Chemical Engineering or
Metallurgy from a recognised University or institute; or
(ii) Masters Degree in Geology or Applied Geology or Ore Dressing or Chemistry or Physics from a recognised
University or institute;
(iii) 25 years’ experience in –
I. Metalliferous (Non-coal) mines which includes the period as graduate or management or junior trainee engineer; or
II. Government Department dealing with mines and minerals as Group A officer dealing with mines and minerals; or
III. Guiding research in a Laboratory or in a Plant conducting Ore Dressing or Mineral Beneficiation or Mineral
Agglomeration work.
Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible
for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for
appointment by promotion.
Note 2: Period of deputation (including short term contract) in another Ex-cadre post held immediately preceding this
appointment in the same or some other organisation or department of the Central Government shall not exceed five
years.
Note 3: The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding
fifty-eight years, as on the closing date of the receipt of applications.
