(अयस्ट्क प्रसाधन), अयस्ट्क प्रसाधन अजधकारी, उप अयस्ट्क प्रसाधन अजधकारी, सहायक अयस्ट्क प्रसाधन अजधकारी और सहायक अनुसंधान अजधकारी (अयस्ट्क प्रसाधन) भती जनयम, 2003 को, जहां तक उसका संबंध अयस्ट्क प्रसाधन अजधकारी के पद स े ह,ै उन बातों के जसिाय अजधक्ांत करते हुए, जजन् ह ें ऐसे अजधक्मण स े पूिव दकया गया ह ै या करने का लोप दकया गया ह,ै खान मंत्रालय, भारतीय खान ब्यूरो म ें अयस्ट्क प्रसाधन अजधकारी के पद पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनात े ह,ैं अथावत्: - 1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम खान मंत्रालय, भारतीय खान ब्यूरो, अयस्ट्क प्रसाधन अजधकारी (समूह ‘क’ पद) भती जनयम, 2022 ह।ै (2) ये राजपत्र म ें प्रकािन की तारीख को प्रिृत्त होंगे। 2. पद की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर— उि पद की सख्ं या, उसका िगीकरण और इससे उपाबद्ध िेतन मैट्ररक्स म ें स्ट्तर िह होगा जो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तम्भ (2) स े स्ट्तम्भ (4) म ें जिजनर्ददष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहतव ाए,ं आदद-- उि पद पर भती की पद्धजत, आय-ु सीमा, िह व्यजि, - (क) जजसन े ऐसे व्यजि से, जजसका पजत या जजसकी पत् नी जीजित ह,ै जििाह दकया ह ैया जििाह की संजिदा की ह;ै या (ख) जजसन े अपने पजत या अपनी पत् नी के जीजित रहते हुए, दकसी व्यजि स े जििाह दकया ह ैया जििाह की संजिदा की ह,ै उि पद पर जनयुजि का पात्र नहीं होगा: परंतु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट् िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितवन स े छूट द ेसकेगी। 5. जिजथल करन े की िजि— जहााँ केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए जो कारण ह,ैं उन् ह ें लेखबद्ध करके, तथा संघ लोक सेिा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिगव के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी। 6. व्य ािजृ त्त— इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूि व सैजनकों, अन्य जपछडे िगों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पद का नाम पद की संख्या िगीकरण िेतन मैट्ररक् स में स्ट् तर चयन या अचयन पद। (1) (2) जा सकता ह।ै सीधे भती दकए सीधे भती दकए सीधे भती दकए जान े पट्ररिीक्षा की अिजध, भती की पद्धजत: भती सीधी होगी या जाने िाल े जाने िाले िाले व् यजियों के जलए यदद कोई हो। प्रोन्नजत द्वारा या प्रजतजनयजु ि/ आमेलन व् यजियों के जलए व् यजियों के जलए जिजहत आयु और िैजक्षक द्वारा तथा जिजभन्न पद्धजतयों द्वारा भरी आयु सीमा अपेजक्षत िैजक्षक अहतव ाएं प्रोन्नत व् यजियों जाने िाली ट्ररजियों की प्रजतितता। और अन्य की संजिदा भी ह ै। प्रोन्नजत या प्रजतजनयजु ि/ आमले न द्वारा भती की दिा म ेंि ेश्रजे णया ंजजनस ेप्रोन्नजत या प्रजतजनयजुि/ आमले न दक या जाएगा। (11) प्रोन्नजत: िेतन मैट्ररक्स म ेंस्ट्तर-11 (67700-208700 रु.) में ऐसे उप-अयस्ट्क प्रसाधन अजधकारी जजन् होंन ेजनयजमत आधार पर जनयजु ि के पश्चात ् उस श्रेणी म ें पांच िष व सेिा की हो और जो भारतीय खान ब्यूरो या दकसी अन्य मान्यताप्राप्त प्रजिक्षण संस्ट्थान द्वारा संचाजलत खजनज सज्जीकरण या खजनज अजभलक्षणन के क्षेत्र में दो सप्ताह का सेिाकालीन प्रजिक्षण सफलतापूिवक पूरा दकया हो।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 ट्रटप्पण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहकव या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया जा रहा हो, िहां उनसे ज्य ेष् ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परन्तु यह तब जब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आध े से अजधक से या दो िष व से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपन े ऐसे कजनष्ठ व्यजियों सजहत जजन्होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिवक पूरी कर ली ह।ै प्रजतजनयुजि (जजसके अंतगवत अल्पकाजलक संजिदा भी ह ै) : केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों या पजब् लक सैक् टर उपक्मों या मान्यताप्राप्त अनुसंधान संस्ट्थाओं या स्ट्िायत्त जनकायों या कानूनी संगठनों के अधीन ऐसे अजधकारी; (क) (i) जो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हैं; या (ii) जजन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट् तर-11 (67700-208700 रु.) में या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में पांच िष वसेिा की हैं; और (ख) जजनके पास जनम्नजलजखत िैक्षजणक अहतव ा और अनुभि हों: (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्था से अयस्ट्क प्रसाधन या खजनज प्रसंस्ट्करण या भूजिज्ञान या रसायन जिज्ञान या भौजतकी म ें मास्ट्टर जडग्री, या दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्था स े खजनज इंजीजनयरी या रसायन इंजीजनयरी या धातुकमव जिज्ञान म ें बैचलर ऑफ इंजीजनयररग या बैचलर ऑफ टेक्नोलॉजी की जडग्री, और (ii) जिजभन्न अयस्ट्कों और खजनजों के सज्जीकरण हते ु खजनज सज्जीकरण या खजनज अजभलक्षणन का संचालन करने िाली केन्द्रीय सरकार या राज्य सरकार या पजब्लक सेक्टर उपक्मों या मान्यताप्राप्त अनसु ंधान संस्ट्थाओं या स्ट्िायत्त जनकायों या कानूनी संगठनों की दकसी मान्यताप्राप्त प्रयोगिाला या संयंत्र में दस (10) िषव का अनुभि। ट्रटप्पण 1: पोषक प्रिग वके ऐसे जिभागीय अजधकारी जो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए जान े के पात्र नहीं होंग।े इसी प्रकार, प्रजतजनयिु व्यजि प्रोन्नजत द्वारा जनयजुि के जलए जिचार दकए जान ेके पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयुजि की अिजध जजसके अंतगवत केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाहय पद पर प्रजतजनयुजि की अिजध ह ैसाधारणतया चार िष वसे अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयजु ि द्वारा जनयजु ि के जलए अजधकतम आयु सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िष व से अजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना। भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग से परामिव दकया जाएगा । (12) (13) समूह 'क' जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जिचार करने के जलए) जो प्रजतजनयुजि जजसके अंतगवत जनम् नजलजखत से जमलकर बनेगी :- अल्पकाजलक संजिदा भी ह ै द्वारा जनयुजि करते समय संघ लोक सेिा 1. अध्यक्ष या सदस्ट्य, संघ लोक सेिा आयोग - अध्यक्ष; आयोग से परामिव करना आिश्यक ह।ै 2. संयुक्त सजचि, खान मंत्रालय - सदस्ट्य; 3. मुख्य अयस्ट्क प्रसाधन अजधकारी, भारतीय खान ब्यूरो - सदस्ट्य। exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Indian Bureau of Mines, Director (Ore Dressing), Chief Ore Dressing Officer, Superintending Officer (Ore Dressing), Ore Dressing Officer, Deputy Ore Dressing Officer, Assistant Ore Dressing Officer and Assistant Research Officer (Ore Dressing) Recruitment Rules, 2003, in so far as it relates to the post of Ore Dressing Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Ore Dressing Officer in Indian Bureau of Mines, Ministry of Mines, namely:-— 1. Short title and commencement.— (1) These rules may be called the Ministry of Mines, Indian Bureau of Mines, Ore Dressing Officer (Group ‘A’ Post) Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule. 4. Disqualification .— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission and relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Deputy Ore Dressing Officer in level-11 in the pay matrix (Rs.67700-208700) with five years service in the grade rendered after appointment thereto on a regular basis and have successfully completed two weeks of in-service training in the field of Mineral Beneficiation or Mineral Characterisation conducted by the Indian Bureau of Mines or any other recognised training institute . Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract) : Officers under the Central Government or State Government or Union territories or public sector undertakings or recognised research institutions or autonomous bodies or statutory organisations; (a)(i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in level-11 in the pay matrix (Rs. 67700-208700 ) or equivalent in the parent cadre or department; and (b) possessing the educational qualification and experience as below; (i) Masters Degree in Ore Dressing or Mineral Processing or Geology or Chemistry or Physics from recognised University or institution, or Bachelor of Engineering or Bachelor of Technology degree in Mineral Engineering or Chemical Engineering or Metallurgy from a recognised University or institution, and (ii) ten years experience in a recognised laboratory or plant of the Central Government or State Government or public sector undertakings or recognised research institutions or autonomous bodies or statutory organisations conducting Mineral Beneficiation or Mineral Characterisation for beneficiation of various ores and minerals. Note 1: The Departmental officers in the feeder grade who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years.
