प्रसाधन) भती जनयम, 2003 को, जहां तक इसका संबंध अधीक्षण अजधकारी (अयस्ट्क प्रसाधन) और उप अयस्ट्क प्रसाधन अजधकारी के पदों से ह,ै उन बातों के जसिाय अजधक्ांत करते हुए, जजन् ह ें से अजधक्मण से पहल े दकया गया ह ैया करन े का लोप दकया गया ह,ै खान मत्रं ालय के भारतीय खान ब्यरू ो में अधीक्षण अजधकारी (अयस्ट्क प्रसाधन) और उप अयस्ट्क प्रसाधन अजधकारी के पदों पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथाात्: - 1. सजं क्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम खान मंत्रालय, भारतीय खान ब्यरू ो, अधीक्षण अजधकारी (अयस्ट्क प्रसाधन) और उप अयस्ट्क प्रसाधन अजधकारी भती जनयम, 2022 ह।ै (2) य ेराजपत्र म ेंउनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पदों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर— उि पदों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स म ें स्ट्तर िे होंगे जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जिजनर्ददष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहता ाए ं आदद-- उि पदों पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बात ें िे जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया ह ैया जििाह की संजिदा की ह;ै या (ख) जजसने अपन े पजत या अपनी पत्नी के जीजित रहत े हुए, दकसी व्यजि स े जििाह दकया ह ैया जििाह की संजिदा की ह,ै उि पदों पर जनयुजि का पात्र नहीं होगा: परंत ु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ै दक सा जििाह उस व्यजि और जििाह के अन्य पक्षकार को लागू स्ट् िीय जिजध के अधीन अनुञेयेय ह ै और सा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान से छूट दे सकेगी। 5. जिजथल करन े की िजि— जहााँ केंद्रीय सरकार की यह राय ह ै दक सा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो कारण ह,ैं उन् ह ें लेखबद्ध करके, तथा संघ लोक सेिा आयोग से परामिा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी। 6. व्य ािजृ त्त— इन जनयमों की कोई बात, से आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जजनका केंद्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पद का नाम पद की संख्या िगीकरण िेतन मैट्ररक् स में स्ट्त र चयन पद है या अचयन पद। (1) (2) (3) (4) (5) 1. अधीक्षण 06* (2022) साधारण (78800-209200 रु.) के से अयस्ट्क प्रसाधन अजधकारी जो जनयजमत आधार पर जनयुजि के पश्चात् पांच िषा की सेिा के साथ, और भारतीय खान ब्यूरो या दकसी अन्य मान्यता प्राप्त प्रजिक्षण संस्ट्थान द्वारा संचाजलत खजनज सज्जीकरण या खजनज अजभलक्षणन के क्षेत्र में दो सप्ताह का सेिा-कालीन प्रजिक्षण सफलतापूिाक पूरा कर जलया हो। ट्रटप्पण: जहां से कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया जा रहा हो, िहां उनके ज्य ेष् ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परन्तु यह तब जब दक उसके द्वारा की गई सी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे से अजधक से या दो िषा से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपन े से कजनष्ठ व्यजियों सजहत, जजन्होंने सी अहका या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी कर ली हो। प्रजतजनयुजि (अल्पकाजलक संजिदा सजहत) : केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रों या सािाजजनक क्षेत्र के उपक्मों या मान्यता प्राप्त अनुसंधान संस्ट्थानों या स्ट्िायत्त जनकायों या िैधाजनक संगठनों के अधीन से अजधकारी; (क) (i) जो मूल संिगा या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हो; या (ii) जो मूल संिगा या जिभाग में िेतन मैट्ररक्स में स्ट् तर 12 (78800-209200 रु.) या इसके समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात ्उस श्रेणी में पांच िषा की सेिा कर चुके हों; और (ख) जनम्नजलजखत िैक्षजणक अहता ा और अनुभि रखते हों: (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से अयस्ट्क प्रसाधन या खजनज प्रसंस्ट्करण या भूजिञेयान या रसायन जिञेयान या भौजतकी में मास्ट्टर जडग्री, या दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान स ेखजनज इंजीजनयरी या रसायन इंजीजनयरी या धातुकमा जिञेयान म ें बैचलर ऑफ इंजीजनयरी या बैचलर ऑफ टेक्नोलॉजी की जडग्री, और (ii) जिजभन्न अयस्ट्कों और खजनजों के सज्जीकरण हते ु खजनज सज्जीकरण और/अथिा खजनज अजभलक्षणन का संचालन करने िाली केन्द्रीय सरकार या राज्य सरकार या सािाजजनक क्षेत्र के उपक्मों या मान्यता प्राप्त अनुसंधान संस्ट्थानों या स्ट्िायत्त जनकायों या अधा-सरकारी या िैधाजनक संगठनों की दकसी मान्यता प्राप्त प्रयोगिाला या संयंत्र में बारह (12) िषा का अनुभि। ट्रटप्पण-1: प्रोषक प्रिगा में जिभागीय अजधकारी जो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जिचार के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे। ट्रटप्पण-2: केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध सजहत प्रजतजनयुजि की अिजध सामान्य रूप से पांच िषा से अजधक नहीं होगी। ट्रटप्पण-3: प्रजतजनयुजि द्वारा जनयजु ि के जलए अजधकतम आयु सीमा आिेदन प्राप्त करने की अंजतम जतजथ को 56 िषा राजपजत्रत, अननुसजचिीय। (6) (7) (8) (9) (10) 40 िषा । आिश्य क: आयु- नहीं। सीधी भती के जलए (i) 50% प्रोन् नजत (केंद्रीय सरकार द्वारा दकसी मान्यता प्राप्त िैजक्षक अहता ा- हां। एक िषा। द्वारा। जारी दकए गए अनुदिे ों जिश् िजिद्यालय या संस्ट् थान से (ii) 50% सीधी भती या आदिे ों के अनुसार अयस्ट् क प्रसाधन या खजनज द्वारा। प्रसंस्ट् करण या भौजतकी या सरकारी सेिकों के जलए रसायन जिञेयान में स्ट् नाको‍ तर जिजथल (i) दकसी मान्यता प्राप्त जिश् िजिद्यालय से अयस्ट् क प्रसाधन या भूजिञेयान या खजनज प्रसंस्ट् करण या भौजतकी या रसायन जिञेयान में डॉक् रेट की जडग्री या दकसी मान्यता प्राप्त जिश् िजिद्यालय या संस्ट् थान से यर्हथयों की पयााप्त संख्य ा में उपलब् ध होने की संभािना नहीं ह।ै (11) प्रो न् नजत : िेतन मैट्ररक् स में स्ट् तर –10 (56100-177500 रू.) में से सहायक अयस्ट्क प्रसाधन अजधकारी जो जनयजमत आधार पर जनयुजक् त के पश् चात उस श्रेणी में पांच िषों की जनयजमत सेिा की हो और भारतीय खान ब् यूरो या दकसी अन् य मान् यता प्राप्त प्रजिक्षण संस्ट् थान द्वारा संचाजलत खजनज सज् जीकरण या खजनज अजभलक्षणन के क्षेत्र में दो सप् April, 2022. G.S.R. 314 (E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Indian Bureau of Mines, Director (Ore Dressing), Chief Ore Dressing Officer, Superintending Officer (Ore Dressing), Ore Dressing Officer, Deputy Ore Dressing Officer, Assistant Ore Dressing Officer and Assistant Research Officer (Ore Dressing) Recruitment Rules, 2003, in so far as it relates to the posts of Superintending Officer (Ore Dressing) and Deputy Ore Dressing Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Superintending Officer (Ore Dressing) and Deputy Ore Dressing Officer in Indian Bureau of Mines, Ministry of Mines, namely:-— 1. Short title and commencement.— (1) These rules may be called the Ministry of Mines, Indian Bureau of Mines, Superintending Officer (Ore Dressing) and Deputy Ore Dressing Officer Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule. 3. Method of recruitment, age-limit, qualifications, etc.-—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification .— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex- servicemen and the other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note-1: The departmental Officers in the feeder grade who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note-2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of Central Government shall ordinarily not exceed five years.
