3. उपरोि छूट इसरो के प्रेजषत माल के पररवहन के जलए एक जविेष मामले के रूप म ेंजनम्नजलजखत ितों के अध्यधीन प्रिान की गई ह:ै i. कांजबनेिन का संचालन काय गराज्य/संघ राज्य क्षेत्र/भारतीय राष्ट्रीय रािमाग गप्राजधकरण (एनएचएआई) के संबंजधत सड़क अजधकाररयों द्वारा सुरक्षा के िजृ िकोण से जनगरानी और पूवग स्ट्वीकृजत के बाि ही दकया िाएगा। ii. लोक जनमागण जवभाग (पीडब्लल्यूडी)/स्ट्थानीय अजधकाररयों/भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा जवजभन्न सड़कों/पुलों पर जनधागररत आयाम और भार सीमा का अनुपालन कराया िाएगा और वाहनों को सड़क पर ल ेिान े से पहल े हर बार इन अजधकाररयों से पूवग अनुमजत प्राप्त की िाएगी। iii. कांजबनेिन पर सभी चेतावनी सूचक झंड ेऔर बजत्तयां प्रिर्िगत होनी चाजहए। अजधमानतः, वाहन के आग ेऔर पीछे एक ऐसा वाहन चलना चाजहए िो प्रमुखता से प्रिर्िगत करे दक एक भारी लिान वाला वाहन गिु र रहा ह।ै iv. सड़क की चौड़ाई के समानांतर रेलरों को साथ-साथ िोड़न े की अनुमजत नहीं होगी। v. कांजबनेिन की आवािाही की समय योिना की सूचना संबंजधत कायगकारी अजभयंताओं को कम से कम िस दिन पहले िी िानी चाजहए और उनकी मंिूरी प्राप्त की िानी चाजहए। vi. वाहन का पंिीकरण एक कांजबनेिन के रूप म ेंदकया िाएगा। vii. यदि दकसी राज्य/संघ राज्य क्षेत्र के लोक जनमागण जवभाग/भारतीय राष्ट्रीय रािमाग गप्राजधकरण/भारत सरकार द्वारा जनिेजित दकया िाता ह,ै तो अत्यजधक आयाम वाल े वाहनों को उस राज्य/संघ राज्य क्षेत्र के पुलों से गुिरने की अनुमजत नहीं िी िाएगी। ऐसे मामलों में आवेिकों को नदियों/नालों को पार करने के जलए अपनी व्यवस्ट्था स्ट्वय ं करनी होगी। इसके अलावा, वाहन को सड़क पररवहन और रािमागग मंत्रालय के िारी दकए गए आिेि संख्या आरडब्लल्य/ू एनएच-35072/01/2010-एस एण्ड आर(बी), दिनांक 24.08.2020 के पैरा 1 के दििाजनिेिों का अनुपालन करना होगा। viii. माल भार (कागो) के अत्यजधक बड़े आकार को िेखते हुए, उन्ह ें दकसी जविेष मागग पर चलन े से पहले प्रत्येक बार संबंजधत राज्य या संघ राज्य क्षत्रे के अजधकाररयों/भारतीय राष्ट्रीय रािमाग गप्राजधकरण स ेअनुमजत प्राप्त करनी होगी। ऐसी प्रत्येक आवािाही के जलए संबंजधत प्राजधकारी द्वारा समय जनधागररत दकया िाना चाजहए। ix. सामान्य यातायात प्रवाह में दकसी प्रकार की बाधा डाले बगैर उि कांजबनेिन को ल ेिाया िाना चाजहए। x. माल के आयाम, माल और अन्य सड़क प्रयोिाओं की सरु क्षा को ध्यान म ेंरखत े हुए, ऐस ेप्रेजषत माल के पररवहन के जलए अनुमेय गजत सीमा 35 दकमी/घंटा से अजधक नहीं होगी। xi. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी) को वाहनों को सड़क पर उतारन े से पहल े होर्डिंग्स, खंभे, साइनबोड ग हटाने, रांसजमिन लाइन बंि करने आदि के जलए राज्य/संघ राज्य क्षेत्र सरकार के संबंजधत जवभागों से आवश्यक पूव ग अनुमजत प्राप्त करेगा। राज्य/संघ राज्य क्षेत्र सरकार द्वारा अनुमत दकसी भी वस्ट्तु को हटान ेऔर पुनर्वगकास करने की लागत जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम द्वारा वहन की िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] xii. कांजबनेिन को परू ी चौड़ाई म ें आग े और पीछे के जहस्ट्सों पर पीले और काल े रंग की जेबरा परियों से रंगा िाना चाजहए। रात के समय ड्राइववंग/पार्किंग के जलए आग े और पीछे लाल बजत्तयों तथा दिन के समय िोनों तरफ लाल झंडों द्वारा कांजबनेिन की जस्ट्थजत को स्ट्पि रूप से जचजननत दकया िाना चाजहए। xiii. यदि कांजबनेिन की आवािाही के कारण प्रत्यक्ष या अप्रत्यक्ष रूप से सड़कों/पलु ों या सड़क संरचनाओं/अन्य सड़क प्रयोिाओं/व्यजि को कोई नुकसान पहुचं ता ह,ै तो जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम, राज्य सरकार/संघ राज्य क्षेत्र/भारतीय राष्ट्रीय रािमाग ग प्राजधकरण या दकसी अन्य प्रभाजवत व्यजि को क्षजतपूर्त ग राजि का भुगतान करने के जलए उत्तरिायी होगा। xiv. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम, राज्य/सघं राज्य क्षेत्र सरकार/भारतीय राष्ट्रीय रािमागग प्राजधकरण के इस संबधं में आिेि द्वारा जनर्िगि प्रजतबधं ों का अनपु ालन करेगा। xv. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम ऐसे कांजबनेिन न की प्रत्येक आवािाही के संबंध में राज्य सरकार/संघ राज्य क्षेत्र सरकार/भारतीय राष्ट्रीय रािमाग गप्राजधकरण द्वारा इस संबंध में जनर्िगि प्राजधकारी या अजधकारी को अजग्रम सूचना िेगा। xvi. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम यह सुजनजित करेगा दक उि आवािाही के िौरान उपयोग दकए िान े वाले सभी वाहनों के संबंध में सड़क कर का भुगतान दकया गया है, दफटनेस प्रमाणपत्र, बीमा कवर, राष्ट्रीय परजमट और पीयूसी प्राप्त कर जलया गया ह।ै xvii. पंिीकरण प्रमाणपत्र (आरसी) में जवजिि प्रजवजि की िानी चाजहए दक कांजबनेिन के माजलक को प्रत्येक आवािाही के मामल ेम ेंसंबंजधत प्राजधकारी अथागत ्राज्य सरकार/संघ राज्य क्षेत्र प्रिासन/भारतीय राष्ट्रीय रािमागग प्राजधकरण की अनुमजत लने ा आवश्यक होगा। xviii. केवल जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम द्वारा इन वाहनों के उपयोग के जलए ही यह अनुमजत मान्य होगी। xix. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम को केंद्रीय मोटर यान जनयमावली, 1989 के संबंध में सभी अजधसूजचत प्रावधानों का अनुपालन सुजनजित करना चाजहए। xx. जवक्रम साराभाई अंतररक्ष केंद्र (वीएसएससी), जत्रवेंद्रम, केरलम को केंद्रीय मोटर यान जनयमावली (सीएमवीआर), 1989 के संिभग में तकनीकी आवश्यकता के अनुसार रैक्टर रेलर कांजबनेिन का पूरी तरह से सफल परीक्षण करना होगा। आईपीआरसी को यह प्रस्ट्तुत करना चाजहए दक उपग्रहों की रणनीजतक रूप से अजत महत्व पूणग आवािाही को ध्यान म ेंरखत ेहुए, सुरक्षा सुजनजित करन ेके जलए रैक्टर रेलर का संचालन (भार लि/ेबगरै भार लिे) के जलए मानक संचालन प्रदक्रया के अनुसार प्रजिजक्षत कार्मगकों की कड़ी िेखरेख में और उजचत सुरक्षा पहरे (एस्ट्कॉटग) के साथ दकया िाएगा।

4. रेलर केवल केरलम राज्य म ें ही पंिीकृत दकया िाएगा, िो केंद्रीय मोटर यान जनयमावली, 1989 के जनयम 47 (जनयम 47(ग), 47(छ), जनयम 47 के उप-जनयम 2 और अन्य प्रासंजगक प्रावधानों को छोड़कर) के तहत जनधागररत ितों को पूरा करन े और जबक्री िस्ट्तावेि/क्रय आिेि (जबल (इनवॉइस), सभी करों के भुगतान का प्रमाण) प्रस्ट्ततु करने के अध् यधीन होगा। [फा. स.ं आरटी-11042/07/2020-एमवीएल] महमूि अहमि, अपर सजचव[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 3rd September, 2026 S.O. 4999(E).— In exercise of the powers conferred by sub-section (3) of Section 58 and sub-Section 3(a) of

Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for registration of ‘Special purpose Rocket Assemblies Transportation Trailer’ for transportation of various sub-assemblies, Launch Vehicle Hardware and allied equipments with dimensions as mentioned in the Schedule appended hereto.

3. The above relaxation is allowed as special case for transportation of the consignments of ISRO subject to the

conditions that:- i. The operations of the combinations shall be done only after prior approval of such movement of the combination is approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from Safety point of view.

ii. Dimensions and weight restrictions on various roads/bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and prior permission of such authorities will be obtained every time the vehicles are put on the roads.

iii. The combination should display all danger flags and lights, preferably the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. iv. Coupling of the trailers along side by side the width of the road shall not be permitted.

v. The program of the movement of the combination should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained. vi. The vehicle shall be registered as a combination.

vii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India/Government of India, the over dimensional vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. Further, it is directed the vehicle should comply with Ministry of Road Transport & Highways guidelines as per Para 1 issued vide order No. RW/NH-35072/01/2010-S&R(B) dated 24.08.2020.

viii. They would need to obtain permission each and every time before moving on a particular route from concerned State or union Territory Authorities/National Highway Authority of India enroot, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority.

ix. The said combinations should be moved without any hindrance to the normal flow of traffic. x. Keeping in view the dimension and safety of consignments and other road users, the permissible speed limit for transportation of such consignments shall not exceed 35km/hr.

xi. Vikram Sarabhai Space Centre (VSSC) will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala.

xii. The combinations shall be painted for the entire width by yellow and black zebra strips on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the combination clearly.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 xiii. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads/bridges or road structures/other road users/person directly or indirectly due to the movement of the combinations.

xiv. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf.

xv. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala will give advance intimation to such authority or officer specified in this behalf by the State Government/Union Territory Government/National Highway Authority of India regarding each movement of such combination.

xvi. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala will ensure that road tax have been paid, fitness certificate, insurance cover, National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movements.

xvii. A specific entry in Registration Certificate is to be made that the combination owner in case of each and every movement will be required to take the permission of concerned Authority i.e, State Govt./Union Territory Govt./National Highway Authority of India.

xviii. The permission will be valid for use of these vehicles by Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala only. xix. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala should ensure compliance with all notified provisions in respect of Central Motor Vehicles Rules, 1989.

xx. Vikram Sarabhai Space Centre (VSSC), Trivanduram, Kerala should test and qualify the tractor trailer combination completely as per technical requirement with reference to the CMVR, 1989. IPRC should submit that tractor trailer operation laden/un-laden will be carried under strict supervision of the trained manpower according to standard operating procedure as well as duly escorted to ensure the safety, considering strategic movement of satellites.

4. The trailer shall be registered in the State of Kerala only subject to fulfilment of conditions laid down under Rules 47 (except 47(c), 47(g), sub-rule 2 of 47 and other relevant provisions) of the central Motor Vehicles Rules, 1989 and production of sale documents/purchase order (invoice, proof of payment of all taxes).
