The notification authorizes specific officers to act as competent authorities for land acquisition related to the "Newly Proposed Greenfield Connectivity from Govindsar to Pathankot Kathua Bypass to Talwara" section, which is part of the Delhi-Amritsar-Katra Expressway project. The key finding is the government's formal authorization of land acquisition to facilitate the expansion and improvement of highway infrastructure in the region, a critical step for the Expressway project.
**2. Introduction:**
This report aims to provide an informative overview and analysis of a government notification regarding land acquisition for the development of a new highway section in Punjab. The analysis is based solely on the provided text of the notification and aims to clarify its purpose, key provisions, and likely implications.
**3. Policy Overview:**
This is a *New Policy* announcement, specifically concerning land acquisition authorization.
* **Core Objective(s):** Based on the provided text, the core objective is to formally authorize specific officers to perform the functions of competent authorities for land acquisition. This land acquisition is specifically for the development of a "Newly Proposed Greenfield Connectivity from Govindsar to Pathankot Kathua Bypass to Talwara on NH44 Section" as part of the Delhi-Amritsar-Katra Expressway. The ultimate goal, inferred from the purpose of land acquisition, is to facilitate the building, widening (four-laning), maintenance, management, and operation of this highway section.
**4. Background and Rationale:**
This is a *New Policy* related to a specific infrastructure project. The policy addresses the need for land acquisition to facilitate the construction of a new highway section. The text indicates that the project is part of a larger initiative - the Delhi-Amritsar-Katra Expressway, suggesting the government's intention to improve connectivity between these key regions. Land acquisition is a necessary step to ensure the project can proceed.
**5. Key Provisions / Changes:**
As a *New Policy*, the key provision detailed within the provided text is the authorization of competent authorities.
* The notification formally designates officers (mentioned in column 2 of the Schedule) as competent authorities to perform functions under the National Highways Act of 1956.
* This authorization is specific to the stretch of land from Km 0.000 to Km 13.000 of the "Newly Proposed Greenfield Connectivity from Govindsar to Pathankot Kathua Bypass to Talwara on NH44 Section" in Punjab.
* The purpose of this authorization is to facilitate the building, widening (four-laning), maintenance, management, and operation of this highway section.
* A detailed schedule is included listing the villages within the Pathankot district that will be affected by this land acquisition. The schedule specifies the Sl. No., CALA Stretch, State, District, Taluk/Mandal, Name of the Village and No. for each identified segment.
**6. Target Audience and Stakeholders:**
Based on the provided text, the directly affected target audience and stakeholders include:
* **Residents and landowners** within the listed villages (Rajparura, Mirjapur, Noshera Nalbanda, etc.) in the Pathankot district of Punjab, whose land will be acquired for the project.
* **The designated officers** who are authorized as competent authorities for land acquisition.

* **The National Highways Authority of India (NHAI)**, implied as the implementing agency for the expressway project.
* **Commuters and transport companies** that will eventually use the improved highway infrastructure.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Ministry of Road Transport and Highways is the issuing body of the notification, and the National Highways Authority of India (NHAI) is likely the primary implementing agency. The designated officers mentioned in the schedule are responsible for conducting the land acquisition process.
* **Timelines or procedures:** The notification is effective from the date of its publication (June 1, 2021). The specific procedures for land acquisition are governed by the National Highways Act of 1956. The text does not provide detailed timelines for the land acquisition process.
**8. Expected Outcomes / Impact of Changes:**
Since this is a *New Policy*, the likely intended outcomes based on the text are:
* **Expedited Land Acquisition:** The formal authorization of competent authorities is expected to streamline and accelerate the land acquisition process for the specified highway section.
* **Highway Development:** Successful land acquisition will pave the way for the construction and improvement of the "Newly Proposed Greenfield Connectivity from Govindsar to Pathankot Kathua Bypass to Talwara on NH44 Section."
* **Improved Connectivity:** The completion of this highway section will contribute to the overall improvement of connectivity between Delhi, Amritsar, and Katra, boosting economic activity and facilitating transportation.
* **Economic Growth:** Improvement of infrastructure will result in economic growth in the Pathankot district, Punjab and other areas connected by the Delhi-Amritsar-Katra Expressway.
**9. Conclusion:**
The notification signifies a crucial step in the development of the "Newly Proposed Greenfield Connectivity from Govindsar to Pathankot Kathua Bypass to Talwara on NH44 Section" as part of the Delhi-Amritsar-Katra Expressway.
