## Report on Amendment to National Highways Act, 1956 Notification
**1. Executive Summary:**
This report analyzes an amendment to a notification under the National Highways Act, 1956, specifically concerning land acquisition for the four-laning of a section of National Highway 71 in Andhra Pradesh. The amendment, detailed in Notification S.O. 4058(E), dated October 1, 2021, adds "Ramireddi palle" as an entry to the list of villages affected by the land acquisition in the Chandragiri taluk. This adjustment likely aims to finalize the necessary land acquisition for the highway project and ensure its smooth continuation.
**2. Introduction:**
This report aims to provide information regarding an amendment to a notification under the National Highways Act, 1956. The information is based solely on the provided government policy text. The amendment concerns land acquisition for the four-laning of a specific section of National Highway 71 in Andhra Pradesh.
**3. Policy Overview:**
* **Amendment:** This is an amendment to the Government of India's Notification number S.O 2519 E, dt.8th August 2017, published in the Gazette of India, Extraordinary, PartII, Section 3, Subsection ii.
* **Core Objective(s):** The core objective of the underlying policy, based on the provided text, is to facilitate land acquisition for the four-laning of the Piler to Tirupati section of NH-71 in Andhra Pradesh, spanning from Km 55.900 to Km 95.717. The *amendment's* objective is to modify the list of villages affected by this land acquisition.
**4. Background and Rationale:**
The amendment likely addresses an omission or oversight in the original notification. The inclusion of "Ramireddi palle" suggests that this village was initially not identified or properly accounted for in the land acquisition plans for the four-laning project. This addition could be due to updated surveys, revised project plans, or the identification of previously unconsidered land parcels within the village necessary for the highway construction. The rationale for the amendment is to ensure comprehensive and accurate land acquisition, preventing potential delays and legal challenges to the project.
**5. Key Provisions / Changes:**
* **Specific Part Changed:** The amendment modifies the "Schedule" to the original notification, specifically "column 3 relating to taluk Chandragiri, under the Column 5."
* **New Rule/Provision:** The amendment adds the entry "3 Ramireddi palle" after the entry "2 Nagapatla" under Column 5 (Name of the Village) in the Schedule.
* **Difference/Effect of Change:** The inclusion of Ramireddi palle in the schedule means that land within this village is now officially designated for acquisition under the National Highways Act, 1956, for the four-laning project. This subjects landowners in Ramireddi palle to the provisions of the Act regarding land acquisition, potentially including compensation and relocation procedures.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders directly affected by this specific amendment are:
* Landowners and residents of Ramireddi palle village in Chandragiri taluk, Chittoor district, Andhra Pradesh.
* The National Highways Authority of India (NHAI), responsible for the highway project's implementation.
* The Joint Collector II of Chittoor district, identified as the relevant administrative authority.
* Contractors and construction companies involved in the four-laning project.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The NHAI is implicitly responsible for implementing the land acquisition, with oversight from the Joint Collector II of Chittoor.
* **Timelines/Procedures:** The text itself does not specify timelines or procedures. However, it can be inferred that the standard procedures under the National Highways Act, 1956, regarding land acquisition, compensation, and grievance redressal, will be applicable to the newly added village. The fact that the notification is dated October 1, 2021, suggests the amendment should be implemented from that date onwards.
* **Amendment-Specific Implementation:** The immediate implementation aspect is for the NHAI and relevant district authorities to incorporate Ramireddi palle into their land acquisition plans, inform the affected landowners, and initiate the necessary procedures for acquiring the required land.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is to enable the NHAI to acquire the necessary land within Ramireddi palle to facilitate the smooth continuation and completion of the four-laning project. The potential impact of the amendment on landowners in Ramireddi palle includes:
* Potential displacement from their land and homes.
* Entitlement to compensation as per the National Highways Act, 1956.
* Potential opportunities for employment related to the construction project.
**9. Conclusion:**
The amendment to the National Highways Act, 1956 notification, specifically the inclusion of Ramireddi palle for land acquisition related to the four-laning of NH-71, is a crucial step toward ensuring the comprehensive execution of the highway project. The amendment signifies the dynamic nature of infrastructure projects and the need for adjustments to address unforeseen circumstances or omissions. While it may have implications for the residents of Ramireddi palle, it ultimately contributes to the larger goal of improving connectivity and infrastructure development in Andhra Pradesh.
