**1. Executive Summary:**
This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, concerning land acquisition for the building, widening, maintenance, management, and operation of National Highway 51 (NH51) between Km. 222.4 and Km. 263.18 in the Kodinar Veraval Section, within the Gir Somnath district of Gujarat. The notification declares the intention to acquire land for this public purpose and outlines procedures for affected parties to raise objections. This report details the policy's objectives, key provisions regarding land acquisition, affected stakeholders, and inferred implementation aspects.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Ministry of Road Transport and Highways notification regarding land acquisition for the NH51 project in Gujarat, based solely on the information provided in the given text. This analysis is intended for affected industry.
**3. Policy Overview:**
* This is a *new* policy specific to this project.
* **Core Objective(s):** The core objective, inferred from the text, is to acquire land for the building, widening (two-lane with paved shoulder, four-laning), maintenance, management, and operation of National Highway 51 (NH51) in the Kodinar Veraval Section of NH51.
**4. Background and Rationale:**
* **Likely Problem/Issue Addressed:** The policy addresses the need for land to improve and maintain the NH51 highway infrastructure. This suggests existing infrastructure limitations or the need to enhance the highway for increased traffic volume and improved connectivity. The specific mention of "building, widening" indicates an intent to upgrade the highway capacity.
**5. Key Provisions / Changes:**
* The Central Government declares its intention to acquire specific land parcels for the NH51 project (Km. 222.4 to Km. 263.18).
* Affected parties have 21 days from the publication date (January 28, 2022) to object to the land acquisition.
* Objections must be submitted in writing to the Deputy Collector, Veraval, outlining the grounds for objection.
* The Competent Authority (Deputy Collector, Veraval) will provide objectors with an opportunity to be heard (in person or through a legal practitioner).
* The Competent Authority will then either allow or disallow the objections after further inquiry.
* The decision of the Competent Authority is final.
* Land plans and other acquisition details are available for inspection at the office of the Competent Authority.
* Specific land parcels in the villages of Kajli (Patan Veraval Taluk) and Moradiya (Sutrapada Taluk) are identified, with their survey/plot numbers, land type (Private Non-Agriculture), and area specified in both local units and hectares.
**6. Target Audience and Stakeholders:**
* Landowners in the district of Gir Somnath, specifically those owning land within the identified sections of NH51 between Km 222.4 and Km 263.18, especially in the villages of Kajli and Moradiya.
* Businesses and industries reliant on NH51 for transportation and logistics in the region.
* Residents of Gir Somnath district who would benefit from improved highway infrastructure.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the primary responsible body. The Deputy Collector, Veraval, acts as the Competent Authority. The National Highways Authority of India (NHAI) is also involved, as indicated by the file number.
* **Timelines/Procedures:** A 21-day objection period is specified from the date of publication. The Competent Authority is responsible for hearing objections and making a decision.
* **Process:** Land acquisition follows the guidelines laid out in the National Highways Act, 1956.
**8. Expected Outcomes / Impact of Changes:**
* The intended outcome is the successful acquisition of land to facilitate the building, widening, maintenance, management, and operation of the NH51 highway.
* This is expected to improve transportation efficiency, reduce travel times, and enhance connectivity in the region.
* The improved highway infrastructure may stimulate economic growth in the surrounding areas.
* Landowners will be impacted by the acquisition of their land.
**9. Conclusion:**
The Ministry of Road Transport and Highways notification outlines the intention to acquire land for the NH51 project in Gujarat. This policy defines the process for land acquisition and provides a window for affected parties to raise objections. Successful implementation of this policy is crucial for upgrading highway infrastructure and potentially improving regional connectivity and economic development. Affected parties should carefully review the notification and available land plans to understand the policy's potential impact on their interests.
