## Policy Analysis Report: Land Acquisition for Construction of ROB on NH75E in Jharkhand
**1. Executive Summary:**
This report analyzes a notification (S.O. 1318(E)) from the Ministry of Road Transport and Highways, Government of India, published on March 24, 2022. The notification authorizes designated officers to act as competent authorities for land acquisition related to the construction of a Road Over Bridge (ROB) on National Highway 75E (NH75E) in the West Singhbhum district of Jharkhand. The construction project spans from Km 164.125 to 166.425. This report identifies the key provisions of this authorization, the affected stakeholders, and the likely intended outcome of facilitating the timely construction of the ROB.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of the Ministry of Road Transport and Highways notification S.O. 1318(E), dated March 24, 2022, concerning land acquisition for the construction of a Road Over Bridge (ROB) on NH75E in Jharkhand. This analysis is solely based on the information provided within the given text.
**3. Policy Overview:**
This is a *new* policy authorization. The core objective, inferred from the text, is to **delegate authority for land acquisition** to facilitate the construction of a Road Over Bridge (ROB) on a specific stretch of National Highway 75E.
**4. Background and Rationale:**
As a new policy authorization, the provided text suggests that the construction of the ROB on NH75E is a priority. The notification likely addresses the need for a streamlined process for land acquisition. Without designated authorities, acquiring the necessary land for the project would be significantly delayed, hindering infrastructure development. The text implies the need to expedite the land acquisition process by formally empowering specific officers.
**5. Key Provisions / Changes:**
As a new policy, the key provision is the **designation and authorization of "competent authorities"** to perform functions related to land acquisition under the National Highways Act, 1956. Specifically, the officers mentioned in column 2 of the schedule are authorized to act under the National Highways Act, 1956, with respect to land described in column 3.
The schedule lists specific details:
* **Location:** The construction project is located on National Highway No. NH75E in West Singhbhum district of JHARKHAND State from Km. 164.125 to Km. 166.425.
* **Area affected:** It affects Tonto Taluk/Mandal and the villages of Bara Lisia, Talaburu with san 2, Lisia Jhinkpani 1, and Noagaon.
The effect of this policy is to formally empower the officers identified in the schedule to undertake the actions necessary for acquiring land for the ROB construction, such as issuing notices, holding hearings, and determining compensation.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this policy include:
* **Landowners:** Individuals and entities owning land within the specified stretch (Km 164.125 to 166.425) of NH75E in the West Singhbhum district, particularly in the villages of Bara Lisia, Talaburu with san 2, Lisia Jhinkpani 1, and Noagaon.
* **Residents:** Individuals residing in the affected villages.
* **The designated "competent authorities":** The officers mentioned in column 2 of the Schedule are directly affected as they now have the responsibility for land acquisition.
* **Construction companies/contractors:** Companies involved in the construction of the ROB, as the land acquisition process directly impacts their ability to proceed with the project.
* **Commuters:** Individuals who use or will use NH75E.
**7. Implementation Aspects (Inferred):**
* **Responsible agency:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification. The specific officers authorized are presumably part of the District Land Acquisition Office, as "District Land Acquisition Officer" appears in the schedule.
* **Timelines and procedures:** The notification states that the authorization is effective "from the date of publication of this notification in the Official Gazette" (March 24, 2022). The procedures for land acquisition will follow the guidelines established under the National Highways Act, 1956. Further details of these procedures are not in the provided text.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this policy is to facilitate the smooth and timely acquisition of land required for the construction of the ROB on NH75E. This, in turn, is expected to lead to:
* Faster completion of the ROB construction project.
* Improved transportation infrastructure in the West Singhbhum district.
* Enhanced connectivity and reduced travel time for commuters using NH75E.
* Economic benefits associated with improved infrastructure.
**9. Conclusion:**
The Ministry of Road Transport and Highways notification S.O. 1318(E) authorizes specific officers to act as competent authorities for land acquisition related to the construction of an ROB on NH75E in Jharkhand. This authorization is a crucial step in facilitating the project's timely completion. By delegating authority for land acquisition, the policy aims to streamline the process and overcome potential delays, ultimately leading to improved transportation infrastructure and economic benefits for the region.
