## Policy Analysis Report: Land Acquisition for National Highway NH75E (Jharkhand)
**1. Executive Summary:**
This report analyzes a new policy notification from the Ministry of Road Transport and Highways, published in the Gazette of India on March 24, 2022. The policy authorizes designated officers to act as competent authorities for land acquisition related to the construction of ROB (Road Over Bridge) RBK21 along National Highway NH75E in the West Singhbhum district of Jharkhand, specifically from Km. 154.800 to Km. 156.625. Key findings indicate that this policy enables the formal process of land acquisition necessary for infrastructure development, directly impacting landowners and residents within the specified stretch.
**2. Introduction:**
This report provides an overview and analysis of the Ministry of Road Transport and Highways notification published on March 24, 2022, concerning land acquisition for the construction of a Road Over Bridge (ROB) on National Highway NH75E in Jharkhand. The analysis is based solely on the information provided in the policy text.
**3. Policy Overview:**
This is a **New Policy** regarding authorization of officers for land acquisition.
* **Core Objective(s):** Based on the provided text, the primary objective is to authorize competent authorities to perform functions under the National Highways Act of 1956 for the purpose of acquiring land for the construction of Road Over Bridge (ROB) RBK21 on National Highway NH75E, Km. 154.800 to 156.625 in West Singhbhum district, Jharkhand.
**4. Background and Rationale:**
Since this is a new policy regarding officer authorization, the likely issue it addresses is the need to formally initiate and execute the land acquisition process required to build the Road Over Bridge (ROB) RBK21. Without authorized competent authorities, the land acquisition process cannot legally proceed, hindering the infrastructure development project. The construction of the ROB presumably addresses a transportation need or bottleneck within the specified area.
**5. Key Provisions / Changes:**
The main components and rules mandated by the policy are as follows:
* **Authorization of Competent Authorities:** The policy authorizes officers (as mentioned in column 2 of the schedule) to act as competent authorities under the National Highways Act, 1956.
* **Scope of Authority:** This authorization applies specifically to land acquisition for the construction of ROB RBK21 from Km. 154.800 to Km. 156.625 of West Singhbhum district, Jharkhand.
* **Geographic Scope:** The policy specifies the stretch of land, state (Jharkhand), district (West Singhbhum), Taluk/Mandal (Jhinkpani), and Villages (Bistampur and Matagutu) where the land acquisition will occur. The specific location is further defined by the coordinates Km. 154.800 to Km. 156.625 on NH75E.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this policy include:
* **Landowners:** Individuals or entities owning land within the specified stretch of NH75E, Km. 154.800 to Km. 156.625 of West Singhbhum district, Jharkhand.
* **Residents:** Individuals residing in Bistampur and Matagutu villages affected by the land acquisition.
* **Jharkhand State Government:** Responsible for facilitating the land acquisition process within the state.
* **Ministry of Road Transport and Highways:** The central government body responsible for overseeing the infrastructure project and land acquisition.
* **Construction Companies:** Businesses contracted to build the ROB RBK21.
**7. Implementation Aspects (Inferred):**
Based on the text, the following implementation aspects can be inferred:
* **Responsible Agency:** The "District Land Acquisition Officer" is identified as the CALA (Competent Authority for Land Acquisition).
* **Procedure:** The policy refers to the National Highways Act, 1956, which outlines the procedures for land acquisition, including notification, assessment of compensation, and dispute resolution. The notification activates these procedures for this specific project.
* **Timelines:** The policy takes effect "from the date of publication of this notification in the Official Gazette," which is March 24, 2022. This indicates an immediate commencement of the authorization.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* **Facilitation of Land Acquisition:** The policy will streamline the land acquisition process by formally authorizing the Competent Authority.
* **Infrastructure Development:** The successful acquisition of land will enable the construction of ROB RBK21, which will improve transportation infrastructure along NH75E.
* **Economic Development:** Improved infrastructure can lead to increased economic activity in the region.
**9. Conclusion:**
The Ministry of Road Transport and Highways notification authorizes officers to perform land acquisition functions for the construction of ROB RBK21 on National Highway NH75E in West Singhbhum district, Jharkhand. This policy is a necessary step to initiate the land acquisition process, which is crucial for the timely completion of the infrastructure project. The notification directly affects landowners and residents within the specified area and is essential for enabling economic development and improved transportation infrastructure in the region.
