इन प्रपत्र जनयमों के प्रजत आपजत्त और सुझाव, यदि कोई हों, अपर सजचव (एमवीएल), ई-मेल: comments- morth@gov.in पर सड़क पररवहन और रािमागग मंत्रालय, पररवहन भवन, संसि मागग, नई दिल्ली-110001 को भेिे िा सकेंगे। 6239 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रारूप जनयम 1. संजिि िीर्गक एवं प्रारंभ – (1) इन जनयमों को मोटर यान (........संिोधन) जनयमावली, 2026 कहा िाएगा। (2) य ेजनयम आजधकाररक रािपत्र में अपन ेप्रकािन की तारीख से प्रवृत् त होंगे। 2. केंद्रीय मोटर य़ान जनयमावली (सीएमवीआर), 1989 (इसके पश्चात ्उि जनयमों के रूप म ेंउजल्लजखत) में, जनयम 33 में,- (i) जनयम 126 के तहत जवजनर्िगष्ट परीिण एिेंसी के पश्चात्, "या ऑटोमोरटव घटक जनमागता" िब्ि प्रजतस्ट्थाजपत िाएंग;े (ii) “व्यापार प्रमाण पत्र प्रापण” िब्िों स ेपूवग, “या ऑटोमोरटव घटक जनमागता” िब्ि प्रजतस्ट्थाजपत िाएंग;े (iii) “व्यवसाय के स्ट्थान ह”ैं िब्िों से पूवग, “या ऑटोमोरटव घटक जनमागता” िब्ि प्रजतस्ट्थाजपत िाएंगे; (iv) जनम्नजलजखत स्ट्पष्टीकरण प्रजतस्ट्थाजपत दकया िाएगा, अथागत्, — “स्ट्पष्टीकरण— इस जनयम के प्रयोिनों के जलए, “ऑटोमोरटव घटक जनमागता” से तात्पयग वैज्ञाजनक और औद्योजगक अनुसंधान जवभाग द्वारा अनुमोदित और ऑटोमोरटव उद्योग के जलए नए उत्पािों के जवकास हते ु अनसु ंधान एवं जवकास में िाजमल ऑटोमोरटव घटक जनमागता से ह।ै ” 3. उि जनयमों म,ें जनयम 53ख म,ें उप-जनयम (2) और उसके परंतुकों के स्ट्थान पर जनम्नजलजखत उप-जनयम प्रजतस्ट्थाजपत दकया िाएगा, अथागत,् — “(2) उप-जनयम (1) के अधीन प्रिान दकया गया कोई भी अस्ट्थायी पंिीकरण, धारा 43 के परंतुक के अधीन प्रिान दकए गए अस्ट्थायी पंिीकरण के अजतररि, जनम्नजलजखत अवजध के जलए वधै होगा: क. यदि चेजसस पर कोई बॉडी नहीं लगी ह,ै तो उसके िारी होने की जतजथ स ेछह माह के भीतर: बित े दक यदि चेजसस को उि छह माह की अवजध से अजधक समय तक कायिग ाला (वकगिॉप) में बॉडी लगाने के जलए या स्ट्वामी के जनयत्रं ण स े परे दकसी अप्रत्याजित पररजस्ट्थजत के कारण रोक कर रखा िाता है, तो पंिीकरण प्राजधकारी, स्ट्वामी द्वारा प्रपत्र 20ख में आविे न प्रस्ट्तुत करने और जनयम 81 में जवजनर्िगष्ट उजचत िल्ु क का भगु तान करन े पर, प्रारंजभक वैधता अवजध को एक या एक से अजधक बार 30 दिनों के जलए बढा सकता ह,ै िैसा दक पंिीकरण प्राजधकारी उजचत समझ;े ख. पणू गतः जनर्मतग मोटर वाहन के मामल ेम,ें इसके िारी होन ेकी जतजथ स ेपैंतालीस दिन, िो दक: i. दकसी अनुकूजलत वाहन म ेंपररवर्ततग करन े के जलए बिला िाना, या ii. डीलर जिस राज्य म ेंजस्ट्थत ह,ै उसके अजतररि दकसी अन्य राज्य म ेंपंिीकृत होना। 4.उि जनयमों म,ें जनयम 87 म,ें — (i) उप-जनयम (1) म,ें "प्रपत्र 46 स े जनर्मतग और इसके साथ बकैं ड्राफ्ट के रूप में एक हिार रुपये प्रजत वर्ग का िल्ु क होना चाजहए" िब्िों के स्ट्थान पर, "प्रपत्र 46 म ें इलेक्ट्रॉजनक रूप स े जनर्मगत और इसके साथ एक हिार रुपय े प्रजत वर् ग के िल्ु क के भुगतान के जलए इलेक्ट्रॉजनक रसीि या बकैं ड्राफ्ट के रूप म ेंहोना चाजहए" िब्ि प्रजतस्ट्थाजपत दकए िाएंग;े (ii) उप-जनयम (2) के स्ट्थान पर जनम्नजलजखत उप-जनयम प्रजतस्ट्थाजपत दकया िाएगा, अथातग ्, — “(2) प्रत्येक मान्यता प्रपत्र 47 में इलेक्ट्रॉजनक रूप स े प्रिान दकया िाएगा और मान्यता चाहने वाल े आवेिक के जवकल्प पर एक वर्ग या उससे अजधक की अवजध के जलए प्रभावी होगा, िो एक बार म ेंपांच वर् ग से अजधक नहीं होगा, बित े दक मान्यता प्रिान की गई अवजध के प्रत्येक वर्ग के जलए सोलह हिार पांच सौ रुपये का िुल्क भगु तान दकया िाए, जिसे भारत के पूरे िेत्र में संचालन के जलए दिए गए परजमट हते ु राष्ट्रीय परजमट खात ेमें िमा दकया िाएगा;” 5.उि जनयमों म,ें जनयम 88 के उप-जनयम (3) म,ें स्ट्पष्टीकरण के पश्चात,् जनम्नजलजखत उप-जनयम प्रजतस्ट्थाजपत िाएगा, अथागत,्—[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 “(3क) उप-जनयम (1), (2) और (3) में दकसी बात के होते हुए भी, बैटरी चाजलत वाहन, हाइड्रोिन ईंधन आधाररत वाहन या दकसी भी प्राकृजतक गैस से चलने वाल ेवाहन के मामल ेमें, उसमें जवजनर्िगष्ट आयु सीमा, िसै ा भी मामला हो, पााँच वर्ग की अवजध के जलए बढा िी िाएगी।” 6उि जनयमों म,ें प्रपत्र 16 म,ें— (i) पहले पैराग्राफ म,ें — (क) “म/ैंहम” िब्िों के पश्चात्, “डीलरजिप मान्यता प्रमाण पत्र संख्या ………… के साथ प्रपत्र 16क के धारक” िब्ि और जवराम जचह्न प्रजतस्ट्थाजपत दकए िाएंगे; (ख) “व्यापार प्रमाणपत्र िारी करने/नवीनीकरण के जलए आविे न करत ेह:ैं” िब्िों और जवराम जचह्न के पश्चात,् जनम्नजलजखत को प्रजतस्ट्थाजपत िाएगा, अथातग ्:— "रटप्पणीः डीलरजिप मान्यता प्रमाण पत्र संख्या प्रिान करन े पर, क्रमांक 1, 2, 2क और 4 म ें िी गई सूचना वाहन पोटगल से स्ट्वतः प्राि हो िाएगी। (ii) ताजलका में क्रम संख्या 2 और उससे संबंजधत प्रजवजष्टयों के स्ट्थान पर जनम्नजलजखत क्रमांक और प्रजवजष्टयााँ प्रजतस्ट्थाजपत की िाएंगी, अथागत:् — “2. वस्ट्तु एवं सेवा कर (िीएसटी) पंिीकरण संख्या: ……………………………………. 2क. स्ट्थाई खाता सख्ं या (पनै ): ……………………………………. 2ख. उद्यम आधार (यदि लागू हो): ……………………………. 2ग. कंपनी पहचान संख्या (सीआईएन) (यदि लाग ूहो) …………………………….” 7. उि जनयमों म,ें प्रपत्र 20 म,ें— (i) क्रम संख्या 5(क) म ेंवाहन “स्ट्वामी का मोबाइल नंबर” िब्िों से पूव,ग “आधार स ेिुड़ा हुआ” िब्ि प्रजतस्ट्थाजपत दकया िाएगा; (ii) नोट के खडं (ii) के स्ट्थान पर जनम्नजलजखत प्रजतस्ट्थाजपत दकया िाएगा, अथागत,् — “(ii) ....... के पि म ेंिजृष्टबधं क के अधीन, जिसका करार संख्या/ऋण खाता संख्या ………………… ह।ै ” (iii) अंजतम परै ाग्राफ म,ें "प्रपत्र 23 और 24" िब्िों और अंकों के स्ट्थान पर "प्रपत्र 24" िब्ि और अंक प्रजतस्ट्थाजपत दकए िाएगं े। 8. उि जनयमों म,ें प्रपत्र 21 के भाग IV म,ें "वाहन को.......के साथ दकराया-खरीि/पट्टा/िजृष्टबंधक करार के तहत रखा गया ह"ै िब्िों के स्ट्थान पर जनम्नजलजखत िब्ि प्रजतस्ट्थाजपत दकए िाएंगे, अथागत,् — यह वाहन ............... के साथ दकराया-खरीि/पट्टा/िजृ ष्टबधं क करार के तहत ह,ै जिसकी करार संख्या/ऋण खाता संख्या........... ह।ै 9. उि जनयमों म,ें प्रपत्र 34 म,ें अंजतम पैराग्राफ म,ें "प्रपत्र 23 और 24" िब्िों और अंकों के स्ट्थान पर "प्रपत्र 24" िब्ि और अंक प्रजतस्ट्थाजपत दकए िाएगं े। 10. उि जनयमों म,ें प्रपत्र 35 म,ें — (i) प्रथम पैराग्राफ म,ें “दकराया-खरीि/पट्टा/जगरवी” िब्िों के पश्चात,् जिसकी “करार सख्ं या/ऋण खाता संख्या…ह”ै िब्ि प्रजतस्ट्थाजपत िाएगं ;े (ii) अंजतम परै ाग्राफ म,ें “प्रपत्र 23 और 24” िब्िों और अंकों के स्ट्थान पर “प्रपत्र 24” िब्ि और अंक प्रजतस्ट्थाजपत दकए िाएगं े।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 11. उि जनयमों म,ें प्रपत्र 46 म,ें — (i) क्रम सख्ं या 1 स ेपूवग, "वाहन की पंिीकरण संख्या:" िब्ि और जवराम जचह्न प्रजतस्ट्थाजपत दकए िाएंगे; (ii) क्रम संख्या 10 के पश्चात ्जनम्नजलजखत को प्रजतस्ट्थाजपत िाएगा,— “रटप्पण: वाहन की पंिीकरण संख्या प्रिान करन े पर, उपयुगि प्रजवजष्टयों में िी गई सूचना, िहा ं उपलब्ध हो, वाहन पोटगल स े स्ट्वतः प्राि कर ली िाएगी; अन्य मामलों म,ें यह सूचना आवेिक द्वारा प्रिान की िाएगी।” (iii) क्रम संख्या 12 को जवलोजपत दकया िाएगा, और क्रमांक 13 को क्रमांक 12 के रूप में पुनः क्रमांदकत दकया िाएगा; (iv) क्रम संख्या 12 में इस प्रकार पनु ः क्रमांदकत दकया गया,— (क) प्रजवजष्ट (क) म,ें “म/ैंहम बकैं ड्राफ्ट संलग्न करते हैं” िब्िों के पश्चात् “भगु तान की इलेक्ट्रॉजनक रसीि” िब्ि प्रजतस्ट्थाजपत िाएंग;े (ख) प्रजवजष्ट (ख) में, “म/ैं हम राष्ट्रीय परजमट के जलए समेदकत िुल्क के रूप म ें 16,500/- रुपये के भुगतान की रसीि संलग्न करते/करत ेह”ैं िब्िों के स्ट्थान पर “म/ैं हम उस अवजध के प्रत्येक वर्ग के जलए 16,500/- रुपये की िर से गणना दकए गए िुल्क के भुगतान की रसीि संलग्न करते/करत ेह ैंजिसके जलए मान्यता मांगी गई ह”ै िब्ि प्रजतस्ट्थाजपत दकए िाएंगे; (vi) “हस्ट्तािर” िब्ि के पश्चात,् “या अंगठू े का जनिान” िब्ि जवलोजपत दकए िाएगाँ े। 12.उि जनयमों म,ें प्रपत्र 48 म,ें — (i) क्रम सख्ं या 1 स ेपूवग, "वाहन की पंिीकरण संख्या:" िब्ि और जवराम जचह्न प्रजतस्ट्थाजपत िाएंगे; (ii) क्रम संख्या 5 और 6 के स्ट्थान पर जनम्नजलजखत क्रम संख्या प्रजतस्ट्थाजपत की िाएंगी, अथातग ्,— “5. जववरण: क. वैध पंिीकरण प्रमाण पत्र: ………………… ख. वैध बीमा प्रमाणपत्र: …………………. ग. वैध प्रिर्ू ण जनयंत्रण प्रमाण पत्र (पीयूसी) प्रमाणपत्र: ………………… घ. वधै दफटनेस प्रमाणपत्र: ………………… ङ. लंजबत चालान का ब्यौरा: ………………… 6. मोटर वाहन के संबंध में यदि पूव ग में कोई राष्ट्रीय परजमट प्राि हुआ हो तो उसका जववरण ……………………….” (iii) क्रम संख्या 7 म,ें “अन्य परजमटों का जववरण” िब्िों के स्ट्थान पर, “राष्ट्रीय परजमटों के अजतररि अन्य परजमटों का जववरण” िब्ि प्रजतस्ट्थाजपत दकए िाएंग;े[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (iv) क्रम संख्या 8, 12 और 14 का जवलोपन दकया िाएगा, और क्रम संख्या 9, 10, 11 और 13 को क्रमिः क्रम सख्ं या 8, 9, 10 और 11 के रूप म ेंपुनः क्रमांदकत दकया िाएगा; अन्य मामलों म,ें यह सूचना आवेिक द्वारा प्रिान की िाएगी।” (vi) “हस्ट्तािर” िब्िों के पश्चात,् “या अगं ूठे का जनिान” िब्ि का जवलोपन दकया िाएगा। [फा. स ं.आरटी-11036/57/2024-एमवीएल] महमूद अहमद, अपर सचिव टिप्पण: मूल नियम भारत के राजपत्र, असाधारण, भाग II, खंड 3, उपखंड (i) में सा.का.नि. 590(अ), दििाकं 2 जूि, 1989 द्वारा प्रकाशित ककए गए थ े और अंनतम बार सा.का.नि. .........(अ) दििाकं __________ द्वारा संिोधधत ककए गए थे। MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 10th August, 2026 G.S.R.728(E).— The following draft rules to further amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by Section 39, clause(s) (a), (fa), (g), (h), (i), (k), (l), (n) and (p) of Section 64, clause (a) of sub-section (14) of section 88, and section 211 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of this notification, as published in the Gazette of India, are made available to the public. The objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the period aforesaid will be considered by the Central Government; Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL), email: comments-morth@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001. Draft Rules 1. Short title and commencement— (1) These rules may be called as the Central Motor Vehicles (……………Amendment) Rules, 2026. (2) They shall come into force from the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as said rules), in rule 33,— (i) after the words “testing agency specified under rule 126”, the words “or automotive component manufacturer” shall be inserted; (ii) before the words “obtains a trade certificate”, the words “or automotive component manufacturer” shall be inserted;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iii) before the words “have places of business”, the words “or automotive component manufacturer” shall be inserted; (iv) the following Explanation shall be inserted, namely,— “Explanation.— For the purposes of this rule, “automotive component manufacturer” means an automotive component manufacturer approved by the Department of Scientific and Industrial Research and involved in research and development for developing new products for the automotive industry.” 3. In the said rules, in rule 53B, for sub-rule (2) and the provisos thereof, the following sub-rule shall be substituted, namely,— “(2) Any temporary registration granted under sub-rule (1), other than a temporary registration granted under proviso to section 43, shall be valid for a period of: a. six months from the date of its issue, in case of a chassis to which a body has not been attached: Provided that where the chassis is detained in a workshop beyond the said period of six months for being fitted with a body or due to any unforeseen circumstances beyond the control of the owner, the registering authority may, on submission of application in Form 20B and payment of appropriate fee as specified in rule 81 by the owner, extend the initial period of validity one or more times by 30 days each, as the registering authority may deem fit; b. forty-five days from the date of its issue, in case of fully built motor vehicle which is: i. to be altered for conversion to an adapted vehicle, or ii. to be registered in a State other than the State in which the dealer is situated.”. 4. In the said rules, in rule 87, — (i) in sub-rule (1), for the words “made in Form 46 and shall be accompanied by a fee of rupees one thousand per annum in the form of a bank draft”, the words “made electronically in Form 46 and shall be accompanied by an electronic receipt towards payment of fee of Rupees one thousand per annum or in the form of a bank draft” shall be substituted; (ii) for sub-rule (2), the following sub-rule shall be substituted, namely, — “(2) Every authorisation shall be electronically granted in Form 47 and shall be effective for a period of one year or more, at the option of the applicant seeking authorisation, not exceeding five years at a time, subject to payment of a fee of Rupees Sixteen thousand five hundred for each year of the period for which the authorisation is granted, to be deposited in the national permit account for the permit granted to operate throughout the territory of India;” 5. In the said rules, in rule 88, in sub-rule (3), after the Explanation, the following sub-rule shall be inserted, namely,— “(3A) Notwithstanding anything contained in sub-rules (1), (2), and (3), in the case of a battery operated vehicle, hydrogen fuel based vehicle or any natural gas driven vehicles, the age limits specified therein, as the case may be, shall stand extended by a period of five years.” 6. In the said rules, in Form 16,— (i) In the first paragraph,— (a) after the words “I/We”, the words and punctuation “, holder of Form 16A with dealership authorisation certificate number………….” shall be inserted; (b) after the words and punctuation mark “hereby apply for issue of/renewal of a trade certificate(s):”, the following shall be inserted namely:— “Note: Upon providing the dealership authorisation certificate number, details in serial numbers 1, 2, 2A and 4 shall be auto fetched from VAHAN portal.” (ii) In the table, for serial number 2 and the entries relating thereto, the following serial numbers and entries shall be substituted, namely:—[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 “2. In said rules, in Form 20,— (i) in Serial Number 5(A), before the words “Mobile number of the owner of the vehicle”, the words “Aadhar linked”, shall be inserted; (ii) for clause (ii) of the Note, following shall be substituted, namely,— “(ii) Subject to hypothecation in favour of ......., having agreement number/loan account number ………………….” (iii) in the last paragraph, for the words and figures “Forms 23 and 24”, the words and figures “Form 24”, shall be substituted. 8. In said rules, in Form 21, in Part IV, for the words "The vehicle is held under the agreement of hire- purchase/ lease/ hypothecation with........", the following shall be substituted, namely,— "The vehicle is held under the agreement of hire-purchase/ lease/ hypothecation with............... having agreement number/loan account number...........". 9. In the said rules, in Form 34, in the last paragraph, for the words and figures “Forms 23 and 24”, the word and figures “Form 24”, shall be substituted. 10. In the said rules, in Form 35,— (i) in the first paragraph, after the words “hire-purchase/ lease/ hypothecation”, the words “having agreement number/ loan account number…..”, shall be inserted; (ii) in the last paragraph, for the words and figures “Forms 23 and 24”, the word and figures “Form 24”, shall be substituted. 11. In the said rules, in Form 46,— (i) before serial number 1, the words and punctuation “Registration number of the vehicle:” shall be inserted; (ii) after serial number 10, the following shall be inserted,— “Note: Upon providing Registration Number of the vehicle, details in the aforesaid entries shall, where available, be auto-fetched from the VAHAN portal; in other cases, the same shall be furnished by the applicant.” (iii) serial number 12 shall be omitted, and serial number 13 shall be re-numbered as serial number 12; (iv) in serial number 12 so re-numbered,— (a) in entry (a), after the words “I/We enclose bank draft(s)” the words “/ electronic receipt of payments” shall be inserted; (b) in entry (b), for the words “I/We enclose the receipt towards payment of Rs. 16,500/- as consolidated fee for National Permit”, the words “I/We enclose the receipt towards payment of the fee calculated at the rate of Rs. 16,500/- for each year of the period for which the authorisation is sought” shall be substituted;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (vi) after the word “Signature”, the words “or thumb impression” shall be omitted. 12. In the said rules, in Form 48,— (i) before serial number 1, the words and punctuation “Registration number of the vehicle:” shall be inserted; (ii) for serial numbers 5 and 6, the following serial numbers shall be substituted, namely,— “5. Details of: a. Valid Registration certificate: ………………… b. Valid Insurance certificate: …………………. c. Valid PUC certificate: ………………… d. Valid fitness certificate: ………………… d. Pending challan history: ………………… 6. Details of national permits if previously held in respect of the motor vehicle ……………………….” (iii) in serial number 7, for the words “Details of other permits”, the words “Details of other than national permits” shall be substituted; (iv) serial numbers 8, 12 and 14 shall be omitted, and serial numbers 9, 10, 11 and 13 shall be re-numbered as serial numbers 8, 9, 10 and 11, respectively; (v) before the word “Date”, the following shall be inserted, namely, — “Note: Upon providing Registration Number of the vehicle, details in the aforesaid entries shall, where available, be auto-fetched from the VAHAN portal; in other cases, the same shall be furnished by the applicant.” (vi) after the words “Signature”, the words “or thumb impression” shall be omitted.
