## Policy Analysis Report: Amendment Regarding National Highway No. 167AD Land Acquisition
**1. Executive Summary:**
This report analyzes an amendment to a notification regarding land acquisition for National Highway No. 167AD in Andhra Pradesh. The amendment, published on June 3, 2022, revises the schedule for land acquisition in the stretch from Km. 0.000 to Km. 43.659. This change likely aims to correct or update details of the specific land parcels to be acquired, potentially affecting landowners and project timelines.
**2. Introduction:**
This report provides an overview and analysis of an amendment to a Government of India notification concerning land acquisition for National Highway No. 167AD, based solely on the text of the provided document. The report aims to inform affected industry stakeholders about the changes introduced by this amendment.
**3. Policy Overview:**
* **Original Policy:** The amendment refers to the Government of India notification S.O. 4844(E), dated November 24, 2021, published in the Gazette of India. This notification established the original land acquisition plan.
* **Core Objective:** The core objective, inferred from the text, is to acquire land for the construction or improvement of National Highway No. 167AD.
**4. Background and Rationale:**
This document presents an *amendment* to a previous land acquisition notification. Based on this text alone, the likely reason for this amendment is to update or correct the specific details of the land acquisition schedule for National Highway No. 167AD, from Km 0.000 to Km 43.659. This could be due to changes in land ownership, boundary adjustments, or other reasons necessitating a revised acquisition plan.
**5. Key Provisions / Changes:**
This amendment *replaces* the original "Schedules" within the November 24, 2021 notification. The key change is a *complete substitution* of the land acquisition schedule. Specifically:
* **What is being changed:** The "Schedules" detailing land acquisition information in the original notification are being replaced.
* **What the new rule/provision is:** The document provides a new schedule listing the specific lands to be acquired, identified by:
* Serial Number
* CALA (Competent Authority for Land Acquisition)
* Stretch (0 KM to 43.659 KM)
* State (Andhra Pradesh)
* District (Palnadu)
* Taluk/Mandal (Gurazala, Dachepalli, Macherla, Rentachintala)
* Name of the Village
* **Effect of the change:** The new schedule defines *exactly* which plots of land are now subject to acquisition for the highway project. This may differ from the original notification, potentially including or excluding certain properties.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders directly affected by this amendment are:
* **Landowners:** Individuals and entities owning land within the specified stretch (Km. 0.000 to Km. 43.659) of National Highway No. 167AD in the Palnadu district of Andhra Pradesh. Specifically, residents of the villages named.
* **Local Communities:** Communities residing near the acquired land may experience disruption or benefits from the highway project.
* **Construction Companies:** Companies involved in the construction and development of National Highway No. 167AD.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the responsible government body. The Competent Authority for Land Acquisition (CALA), identified as "Joint Collector, Palnadu," will be responsible for the actual land acquisition process.
* **Timelines/Procedures:** The notification itself doesn't provide specific timelines. However, it indicates that the land acquisition process is underway, following the procedures outlined in the National Highways Act, 1956.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to ensure accurate and up-to-date land acquisition information for National Highway No. 167AD. The potential impacts include:
* **Revised Land Acquisition Process:** Landowners may need to re-evaluate their property rights and compensation expectations based on the updated schedule.
* **Project Timeline Adjustments:** The amendment could potentially impact the project timeline, depending on the nature and extent of the changes in the land acquisition schedule.
**9. Conclusion:**
This amendment to the land acquisition notification for National Highway No. 167AD represents a potentially significant update to the original plan. Stakeholders, particularly landowners within the specified stretch, should carefully review the revised schedule to understand how it affects them. The amendment underscores the ongoing nature of infrastructure development projects and the importance of staying informed about regulatory changes.
