## Report on Land Acquisition for National Highway 71 Expansion in Andhra Pradesh
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, regarding land acquisition for the building, widening, maintenance, management, and operation of National Highway 71 (NH71) in Andhra Pradesh. The notification pertains to a specific stretch of land from Km 57.046 to Km 91.910. Key findings include the identification of the affected land parcels, the process for lodging objections, and the authority responsible for adjudicating those objections. The core purpose is to facilitate the NH71 expansion project by acquiring necessary land parcels.
**2. Introduction:**
The purpose of this report is to provide an informative overview and analysis of a notification published in the Gazette of India concerning land acquisition for the NH71 project in Andhra Pradesh. This analysis is based solely on the text provided in the notification.
**3. Policy Overview:**
* This is a **new policy** announcement (not an amendment), implementing existing law.
* **Core Objective(s):** The primary objective, as stated in the notification, is to acquire land for the building, widening (two-lane with paved shoulder, four-laning), maintenance, management, and operation of NH71.
**4. Background and Rationale:**
The notification addresses the need for land to improve and expand NH71. The text implies the existing infrastructure is insufficient, necessitating widening and upgrades for public use and safety. The policy addresses the problem of inadequate road infrastructure by invoking the National Highways Act of 1956 to facilitate land acquisition for highway development.
**5. Key Provisions / Changes:**
Since this is a new policy announcement, the following are the key components, rules, and actions mandated:
* **Land Acquisition:** The Central Government declares its intention to acquire land parcels along NH71 from Km 57.046 to Km 91.910 in the Tirupati district of Andhra Pradesh.
* **Affected Areas:** Specifically identified land parcels by survey number within Ozili village, Manamala are listed including parcels 1162J, 1162L and 1162M.
* **Objection Process:** Individuals with interest in the land have 21 days from the notification's publication date (November 7, 2022) to object to the land acquisition.
* **Submission of Objections:** Objections must be submitted in writing to the Competent Authority (RDO Sullurupeta), including the grounds for the objection.
* **Hearing of Objections:** The Competent Authority must provide objectors an opportunity to be heard, either in person or through a legal practitioner.
* **Authority Decision:** The Competent Authority will review objections and, after further inquiry, either allow or disallow them via order. The Competent Authority’s order is final.
* **Inspection of Documents:** Land plans and other details related to the acquisition are available for inspection at the Competent Authority's office.
**6. Target Audience and Stakeholders:**
Based on the provided text, the primary target audience and stakeholders are:
* Landowners in the specified stretch of NH71 (Km 57.046 to Km 91.910) in the District of Tirupati, Andhra Pradesh.
* Residents and businesses located near the specified stretch of NH71.
* The Revenue Divisional Officer (RDO) of Sullurupeta, acting as the Competent Authority.
* Ministry of Road Transport and Highways.
* PIU Nellore.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is ultimately responsible. The RDO Sullurupeta acts as the Competent Authority for handling objections and land acquisition processes. PIU Nellore is also mentioned.
* **Timelines:** A 21-day period is provided for submitting objections following the notification's publication. No other explicit timelines are mentioned.
* **Procedures:** The process involves notification, objection submission, hearing by the Competent Authority, and a final order from the Competent Authority. Land plans are to be made available for inspection.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome is to acquire the necessary land to facilitate the building, widening, maintenance, management, and operation of NH71. This is likely to lead to improved transportation infrastructure, reduced travel times, and enhanced connectivity in the region. It may also have economic impacts due to increased accessibility and potential for development along the highway. The area impacted will be the Naidupeta to Turpu Kanupur region in Andhra Pradesh.
**9. Conclusion:**
The notification represents a key step in the expansion and improvement of NH71 in Andhra Pradesh. It initiates the land acquisition process necessary for upgrading the highway infrastructure, potentially leading to improved transportation and economic development in the region. Stakeholders, particularly landowners along the specified stretch, should be aware of their rights and the procedures for lodging objections within the stipulated timeframe.
