## Policy Analysis Report: Land Acquisition for National Highway No. 166 Expansion in Maharashtra **1. Executive Summary:** This report analyzes a government notification regarding the acquisition of land in the Sangli district of Maharashtra for the expansion of National Highway No. 166. The notification, published on July 28, 2022, declares the Central Government's intention to acquire land for widening the highway between Km. 224.000 and Km. 276.000. Key findings indicate a formal process for land acquisition, involving public notification, opportunity for objections, and a defined decision-making authority. This policy impacts landowners within the specified stretch of the highway. **2. Introduction:** This report aims to provide an informative overview of a notification published in the Gazette of India regarding land acquisition for the expansion of National Highway No. 166 (Sangli-Solapur Section) in Maharashtra. The analysis is based solely on the provided text of the notification. **3. Policy Overview:** * This appears to be a *new policy notification* for land acquisition, not an amendment. * **Core Objective:** To acquire land for the "building, widening of Two Laning to Four Laning with shoulders, maintenance, management and operation of National Highway No 166" within the specified stretch. This is driven by a perceived "public purpose." **4. Background and Rationale:** Since this appears to be a new policy notification, the rationale can be inferred. The notification implies the existing two-lane highway is inadequate, necessitating expansion to a four-lane highway. This is presumably driven by increased traffic volume, safety concerns, or the need for improved connectivity in the Sangli-Solapur region. The stated "public purpose" suggests the government views this infrastructure development as beneficial to the wider community. **5. Key Provisions:** The notification outlines the following key provisions for land acquisition: * **Declaration of Intent:** The Central Government formally declares its intention to acquire land within the specified stretch of NH-166 (Km. 224.000 to Km. 276.000) in the Sangli district of Maharashtra. * **Justification:** The acquisition is justified as serving a "public purpose" – specifically, the expansion of the highway. * **Objection Mechanism:** Individuals with an interest in the affected land are granted a 21-day window (from the date of publication) to object to the acquisition. * **Competent Authority:** Objections must be submitted in writing to the Sub-Divisional Officer, Miraj, identified as the "Competent Authority." * **Hearing and Enquiry:** The Competent Authority is obligated to provide objectors with an opportunity to be heard (in person or through legal representation), conduct further inquiries if deemed necessary, and either allow or disallow the objections. * **Finality of Order:** The decision made by the Competent Authority regarding the objections is final. * **Land Plan Availability:** Land plans and other details are available for inspection at the office of the Competent Authority (Sub-Divisional Officer, Miraj). * **Schedule of Land:** A schedule detailing the survey numbers, plot numbers, type of land (private wet, private dry, non-agriculture), and area to be acquired is provided. For example, in Landgewadi, survey number 240 is private wet land with 0.2300000 Hectare to be acquired, and in Shirdhon, survey number 1 is private dry land with 0.0400000 Hectare to be acquired. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * **Landowners:** Individuals and entities owning land within the specified stretch of NH-166 between Km. 224.000 and Km. 276.000 in the Sangli district of Maharashtra. These landowners are directly impacted by the land acquisition. * **Residents of Landgewadi and Shirdhon:** Specifically, landowners of the mentioned survey numbers are directly impacted. * **The Sub-Divisional Officer, Miraj:** As the "Competent Authority," this individual is responsible for handling objections and making decisions regarding the land acquisition. * **Ministry of Road Transport and Highways:** The Central Government body responsible for the project and policy. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Central Government, acting through the Ministry of Road Transport and Highways, is ultimately responsible. The Sub-Divisional Officer, Miraj acts as the Competent Authority. The National Highways Authority of India (NHAI) is likely involved, given the reference to "NHAIPIUSLPLA230111133A" in the document, which is likely an internal project identification code. * **Timelines:** A 21-day timeline is specified for landowners to submit objections following the notification's publication. The overall project timeline is not specified. * **Procedure:** The process involves public notification, submission of objections, a hearing/enquiry process conducted by the Competent Authority, and a final decision on the objections. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this policy notification are: * **Land Acquisition:** Successful acquisition of the land required for the highway expansion. * **Highway Expansion:** Completion of the two-laning to four-laning project, improving traffic flow and connectivity. * **Economic Development:** Potential for increased economic activity in the region due to improved infrastructure. * **Disputes and Compensation:** Potential for disputes arising from the land acquisition process, requiring fair compensation and resolution mechanisms. **9. Conclusion:** The government notification outlines the formal process for acquiring land for the expansion of National Highway No. 166 in the Sangli district of Maharashtra. The notification is significant because it initiates the legal process of land acquisition, impacting landowners and potentially stimulating economic development in the region through infrastructure improvements. Understanding the provisions of this notification, particularly the objection mechanism, is crucial for affected landowners. Further information and details can be obtained from the Competent Authority, the Sub-Divisional Officer, Miraj.
