## Policy Analysis Report: Land Acquisition for Haridwar Ring Road Project **1. Executive Summary:** This report analyzes a government notification concerning the acquisition of land for the building, widening, maintenance, management, and operation of the Haridwar Ring Road in Uttarakhand, India. The core purpose is to declare the government's intention to acquire specific land parcels for this project, providing a brief description of the land and a process for landowners to object to the acquisition. The key finding is that the notification initiates the land acquisition process under the National Highways Act, 1956, outlining procedures for objections and indicating potential impacts on affected landowners. **2. Introduction:** This report aims to provide an overview of the Government of India's notification regarding land acquisition for the Haridwar Ring Road project. The analysis is based solely on the text provided in the notification. **3. Policy Overview:** * This is a *new* policy action related to a specific project. * **Core Objective(s):** To acquire land for the building, widening (including two-lane with paved shoulder and four-laning), maintenance, management, and operation of the Haridwar Ring Road, within the specified stretch from Km 0.000 to Km 48.880. **4. Background and Rationale:** This new policy action addresses the need for land acquisition to facilitate the Haridwar Ring Road project. Based on the text, the expansion and improved infrastructure along the Haridwar Ring Road are considered a public purpose. This suggests a need for better connectivity, reduced traffic congestion, or enhanced economic activity in the region, which necessitates improvements to the existing road infrastructure. The policy action initiates the process to secure the necessary land for this infrastructure development. **5. Key Provisions / Changes:** As a new policy action, the key provisions are as follows: * **Declaration of Intent:** The Central Government declares its intention to acquire land for the project. * **Geographic Scope:** The acquisition affects land within the district of HARIDWAR in the state of UTTARAKHAND, specifically along the stretch of the Haridwar Ring Road from Km 0.000 to Km 48.880. * **Land Details:** A schedule provides a brief description of the land, including survey numbers, plot numbers, type of land (Government/Private, Agriculture/Non-Agriculture), and area in hectares for several villages. * **Objection Mechanism:** Landowners have 21 days from the date of publication to object to the land acquisition. * **Competent Authority:** Objections must be submitted in writing to the Competent Authority, Land Acquisition/Special Land Acquisition Officer, Haridwar. * **Hearing Process:** The Competent Authority is required to provide the objector an opportunity to be heard, either in person or by a legal practitioner, and to consider the objections before making a final decision. * **Finality of Order:** The Competent Authority's order regarding the objections is final. * **Access to Information:** Land plans and other details are available for inspection at the office of the Competent Authority. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Landowners in the district of HARIDWAR, UTTARAKHAND, whose land falls within the specified stretch of the Haridwar Ring Road project. * The Competent Authority, responsible for handling objections and making decisions on land acquisition. * The Ministry of Road Transport and Highways, the government body overseeing the project. * Residents and businesses along the Haridwar Ring Road who will benefit from the road improvements. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is ultimately responsible. The Competent Authority, Land Acquisition/Special Land Acquisition Officer, Haridwar, is responsible for managing the objection process and making decisions. * **Timelines:** Landowners have 21 days from the publication date (September 15, 2021) to object to the acquisition. * **Procedures:** The procedure involves landowners submitting written objections to the Competent Authority, who then provides an opportunity for a hearing and makes a final decision. The Competent Authority must conduct an inquiry as deemed necessary. * The National Highways Act, 1956, provides the legal framework for this process. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes based on the policy's stated provisions are: * Acquisition of the necessary land for the Haridwar Ring Road project. * Improved road infrastructure, including widening and potential lane additions. * Enhanced connectivity and reduced traffic congestion in the HARIDWAR region. * Potential economic benefits from improved transportation. * Potential disruption and displacement for landowners affected by the acquisition, balanced by the opportunity to object and receive fair compensation (although compensation is not explicitly mentioned in the provided text). **9. Conclusion:** The notification represents a significant step in the Haridwar Ring Road project, initiating the process of land acquisition required for the project's success. It establishes a procedure for affected landowners to voice concerns and outlines the responsibilities of the Competent Authority in the acquisition process. While the notification focuses on land acquisition, it is an essential component of a larger infrastructure project aimed at improving transportation and connectivity in the Haridwar region. The successful implementation of this notification is crucial for the timely and efficient completion of the Haridwar Ring Road project.
