## Report on Amendment to National Highways Act, 1956 Regarding Land Acquisition for National Highway No. 71 in Andhra Pradesh
**1. Executive Summary:**
This report analyzes an amendment to the National Highways Act, 1956, concerning land acquisition for National Highway No. 71 in the state of Andhra Pradesh. This amendment, enacted via notification S.O. 2216(E) dated May 13, 2022, modifies previously issued notifications regarding land acquisition schedules. The key change involves substituting the existing land acquisition schedule with a new schedule specifying locations from Km. 55.900 to Km. 95.717. This adjustment directly impacts landowners and communities within the specified stretch and facilitates the ongoing development of NH-71.
**2. Introduction:**
This report aims to provide an informative overview of an amendment to the National Highways Act, 1956, as published in the Gazette of India, Extraordinary, Part II, Section 3, Subsection ii, dated May 13, 2022. The analysis is based solely on the provided policy text and focuses on understanding the purpose and implications of the amendment.
**3. Policy Overview:**
* **Amendment:** This notification amends previous notifications S.O. 2519(E) dated August 8, 2017, S.O. 4058(E) dated October 1, 2021, and S.O. 767(E) dated February 17, 2022.
* **Core Objective:** The primary objective, as inferred from the text, is to facilitate the acquisition of land necessary for the development and maintenance of National Highway No. 71 in Andhra Pradesh, specifically within the stretch from Km. 55.900 to Km. 95.717.
**4. Background and Rationale:**
This is an amendment, so the report will focus on why the existing policy might be changing. The amendment likely addresses a need to update or correct the original land acquisition schedule for NH-71. This could be due to:
* Changes in the planned route of the highway.
* Inaccuracies or omissions in the original land acquisition notifications.
* The need to formalize agreements with landowners.
* Changes in land ownership.
The provided text focuses solely on substituting the schedule of land to be acquired, suggesting the original notification was either incomplete or required modification to reflect current land requirements.
**5. Key Provisions / Changes:**
The core change introduced by this amendment is the substitution of the existing land acquisition schedule for NH-71 in Andhra Pradesh.
* **What is being changed:** The schedules detailed in notifications S.O. 2519(E), S.O. 4058(E), and S.O. 767(E) are being entirely replaced.
* **New rule/provision:** The new schedule lists specific locations and villages along the NH-71 stretch from Km. 55.900 to Km. 95.717 in Andhra Pradesh. It includes details such as:
* Serial Number (Sl. No.)
* CALA Stretch
* State (Andhra Pradesh)
* District (Tirupati)
* Taluk/Mandal (Chinna Gotti Gallu, Chandragiri, Tirupati Rural)
* Name of the Village (Chinna Gotti Gallu, Ippireddigaripalle, Chattevaripalem, Diguvuru, Bhakarapeta, Rangampet, Nagapatla, Narasingapuram, Mittapalem, RamireddiPalli, Pudipatla, Cherlopalli, Kalur)
* Joint Collector , 55.9KM To ANDHRA 95.717KM PRADESH.
* **Difference/Effect:** This amendment provides a more accurate and up-to-date list of land parcels required for the NH-71 project. The specific listing of villages clarifies which areas are directly affected by land acquisition.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders affected by this amendment are:
* **Landowners** within the villages and stretches of land specifically listed in the new schedule.
* **Residents** of the listed villages who may be impacted by the highway project.
* **The National Highways Authority of India (NHAI)** (implied, as the notification is related to national highways).
* **The District Administration of Tirupati** specifically, as the Joint Collector is mentioned.
* Other industries involved in road construction in this area.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Road Transport and Highways is the issuing authority. The NHAI is likely the implementing agency responsible for acquiring the land and constructing the highway. The Joint Collector of Tirupati district is also a responsible agent.
* **Procedures:** The amendment triggers the process of land acquisition as per the National Highways Act, 1956. This involves notifying landowners, assessing compensation, and potentially resolving disputes related to acquisition.
* The file number associated with this project is F. No. NHAIPIUTPTPilerKalur20212022.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is to facilitate the smooth and efficient acquisition of land required for the NH-71 project. The detailed schedule should reduce ambiguity and potential disputes related to land ownership, leading to faster project implementation. The potential impact includes:
* Quicker progress on the NH-71 development project.
* Increased clarity and transparency in the land acquisition process for affected landowners.
* Potential displacement and resettlement of residents within the affected areas, necessitating fair compensation and rehabilitation measures.
**9. Conclusion:**
The amendment to the National Highways Act, 1956, detailed in notification S.O. 2216(E), represents a crucial step in the land acquisition process for National Highway No. 71 in Andhra Pradesh. By substituting the existing land acquisition schedule with a more detailed and updated version, this amendment clarifies the specific land parcels required, streamlining the process and facilitating the timely completion of the highway project. The primary stakeholders impacted are landowners and residents within the identified stretches, emphasizing the need for transparent and equitable land acquisition procedures.
