## Policy Analysis Report: Land Acquisition for National Highway No. 52 (Aurangabad-Dhule Section) **1. Executive Summary:** This report analyzes a notification from the Ministry of Road Transport and Highways regarding the acquisition of land for the building, widening, maintenance, management, and operation of National Highway No. 52 (formerly NH-211) on the Aurangabad-Dhule section in the state of Maharashtra. The notification declares the Central Government's intention to acquire specific parcels of land, as listed in the schedule, after considering and disallowing objections. This acquisition aims to facilitate improvements to the National Highway infrastructure. **2. Introduction:** This report provides an overview and analysis of the notification S.O. 3936(E) issued by the Ministry of Road Transport and Highways on August 22, 2022, concerning land acquisition for National Highway No. 52. The analysis is based solely on the content of the provided policy text. **3. Policy Overview:** This is a *new policy* declaration concerning land acquisition for a specific infrastructure project. * **Core Objective(s):** Based on the text, the primary objective is to acquire land for the building, widening, maintenance, management, and operation of National Highway No. 52 between Km. 424.300 and Km. 452.800 of the Aurangabad-Dhule Section. **4. Background and Rationale:** The text suggests the policy addresses the need for improvements to the National Highway No. 52 (formerly NH-211) infrastructure. The declaration specifically mentions "building, widening, two/four-laning, etc." indicating a need to upgrade the existing road to handle increased traffic volume or improve safety. The acquisition of land is a necessary step to implement these improvements. **5. Key Provisions / Changes:** This is a new policy for the specified land acquisition. The main components and actions mandated by the text include: * **Declaration of Intent:** The Central Government declared its intention to acquire the land. This occurred previously, as the notification references S.O. 3942(E) dated 23rd September 2021, which initially announced the intention. * **Land Acquisition:** The Central Government declares that the land specified in the schedule will be acquired for the purpose of highway construction and related activities. * **Vesting of Land:** Upon publication of the notification, the land specified in the schedule shall vest absolutely in the Central Government, free from all encumbrances. * **Schedule of Land:** The notification includes a schedule that provides a brief description of the land being acquired, including the survey number, type of land, area in hectares, and the name of the landowner/interested person. This includes specific details for land in the Dhule district, including the villages of Mohadi Pra. Laling, Shirud and Tarwade. **6. Target Audience and Stakeholders:** Based on the provided text, the directly affected stakeholders are: * **Landowners:** Specifically, the individuals listed in the schedule whose land is being acquired (e.g., Anil Bhivsan Patil Shinde, Bhagwan Yadav Patil, Kishan Bhalchandra Vanjari, etc.). * **Residents of Dhule District:** More broadly, residents of Dhule District, particularly those living near the Aurangabad-Dhule section of National Highway No. 52. * **NHAI (National Highways Authority of India):** As the agency responsible for the development and maintenance of national highways, NHAI is a key stakeholder. * **Ministry of Road Transport and Highways:** The governing body issuing the notification and ultimately responsible for the project. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Ministry of Road Transport and Highways is the issuing authority. The Competent Authority submitted a report, suggesting a delegated authority is involved in the assessment and approval process. NHAI (inferred) would likely be the implementing agency for the actual construction and maintenance. * **Timelines or procedures:** The text refers to prior notification (S.O. 3942(E) dated 23rd September 2021) and publication in local newspapers in October 2021, indicating a process of notification and objection handling has already occurred. The current notification triggers the final acquisition and vesting of the land. * **Further steps:** The text implies that landowners will be contacted regarding compensation for the acquired land, although the process isn't detailed in this specific notification. **8. Expected Outcomes / Impact of Changes:** The intended outcome is to facilitate the building, widening, maintenance, and operation of National Highway No. 52. This is expected to improve transportation infrastructure, potentially leading to: * **Improved connectivity:** Enhanced transportation between Aurangabad and Dhule. * **Reduced travel time:** More efficient transportation for commuters and freight. * **Economic growth:** Stimulating economic activity in the region due to improved infrastructure. * **Increased Safety:** Upgrading the highway to modern standards may improve safety. **9. Conclusion:** The notification S.O. 3936(E) signifies the Central Government's commitment to improving National Highway No. 52 through land acquisition. It is a critical step in upgrading the Aurangabad-Dhule section, which should have positive impacts on connectivity, transportation efficiency, and regional economic development. Landowners named in the schedule will be directly affected by this notification. Further communication regarding compensation and relocation (if applicable) is anticipated.
