## Policy Analysis Report: Land Acquisition for NH150C Highway Project (Raichur, Karnataka) **1. Executive Summary:** This report analyzes a government notification regarding the acquisition of land in the Raichur district of Karnataka for the construction of a section of National Highway 150C (NH150C). The policy aims to facilitate the building, maintenance, management, and operation of the six-laning of the newly proposed access-controlled greenfield highway as part of the Surat Chennai Economic Corridor under the Bharatmala Pariyojana. The key finding is that specific land parcels, detailed by survey number and area, are being acquired by the Central Government for this project. The notification declares the land vested absolutely in the Central Government, free from all encumbrances, upon publication in the Official Gazette. **2. Introduction:** This report provides an overview and analysis of the government notification related to land acquisition for the NH150C highway project in Raichur, Karnataka, based solely on the provided policy text. The aim is to inform affected industries and stakeholders about the project's scope and implications as detailed in the notification. **3. Policy Overview:** This is a new policy regarding specific land acquisition. The core objective, as inferred from the text, is to acquire land for the "building, maintenance, management and operation of Six laning of Newly Proposed Access Controlled Green Feild Highway of NH150C starting from MHKN Border Nimbal Village, Aland Taluka, Gulbarga District to KNTS Border Singanodi Village, Raichur Taluka and District as a part of Surat Chennai Economic Corridor under Bharatmala Pariyojana in the stretch of land from Km.162.500 to Km.203.100 in the District of Raichur in the State of KARNATAKA." **4. Background and Rationale:** The policy addresses the need to acquire land to facilitate the development of the NH150C highway project. The underlying problem is the lack of available land for constructing the highway to meet the planned specifications. The project is part of a larger infrastructure initiative (Surat Chennai Economic Corridor under Bharatmala Pariyojana), suggesting a broader goal of improving transportation and economic connectivity in the region. **5. Key Provisions / Changes:** This policy outlines the acquisition of specific land parcels. The core provisions are: * **Land Acquisition:** The Central Government declares its intention to acquire specific parcels of land detailed in the schedule. The land spans from Km.162.500 to Km.203.100 of the highway project. * **Land Vesting:** Upon publication of the notification in the Official Gazette, the specified land will vest absolutely in the Central Government, free from all encumbrances. * **Land Details:** The schedule lists land parcels by village (Bevin Benchi, Chandrabanda, Chikksugur, Ganmoor, Heggasanhalli, Kudlur, Mandalgera, Singnodi, Timmapur, Wadloor), survey number, type of land (private/government, dry/wet/Parmpoke), area in hectares, and the name of the owner/interested person. * **Project Purpose:** The acquired land is designated for "building, maintenance, management and operation of Six laning of Newly Proposed Access Controlled Green Feild Highway of NH150C starting from MHKN Border Nimbal Village, Aland Taluka, Gulbarga District to KNTS Border Singanodi Village, Raichur Taluka and District as a part of Surat Chennai Economic Corridor under Bharatmala Pariyojana." **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * **Landowners/Interested Persons:** Individuals and entities whose land is listed in the schedule for acquisition. * **Residents of Affected Villages:** Communities residing in Bevin Benchi, Chandrabanda, Chikksugur, Ganmoor, Heggasanhalli, Kudlur, Mandalgera, Singnodi, Timmapur, and Wadloor, as they may be directly or indirectly impacted by the highway project. * **Construction and Infrastructure Companies:** Firms involved in highway construction, management, and related activities, as the project creates opportunities for them. * **Ministry of Road Transport and Highways:** The government ministry responsible for implementing the project. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Central Government, specifically the Ministry of Road Transport and Highways, is responsible for implementing the land acquisition. The "Competent Authority" (as referenced in the text) is also involved in the process. * **Procedure:** The process involves: * Initial notification of intent to acquire (S.O. 1122E, dated 11th March 2022). * Publication of the substance of the notification in local newspapers (The New Indian Express and Vijaya Karnataka, dated 24th March, 2022). * Review of objections (none were received, according to the text). * Submission of a report by the Competent Authority to the Central Government. * Final declaration of land acquisition and vesting. * **Timeline:** The key dates mentioned in the text provide a timeline for the initial stages of the acquisition process (March 11th to May 20th, 2022). However, the text does not specify a complete project timeline. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes based on the policy are: * **Land Availability:** Secure the necessary land for the construction of the NH150C highway. * **Highway Construction:** Facilitate the timely construction of the six-lane highway project. * **Improved Connectivity:** Enhance transportation connectivity within the Raichur district and between the MHKN Border Nimbal Village, Aland Taluka, Gulbarga District to KNTS Border Singanodi Village, Raichur Taluka and District. * **Economic Development:** Contribute to the broader economic development goals of the Surat Chennai Economic Corridor and the Bharatmala Pariyojana. The new highway improves logistics, trade and investment within the region. **9. Conclusion:** The government notification detailed in this report signifies a crucial step in the development of the NH150C highway project. It enables the Central Government to acquire the necessary land for the project, paving the way for improved transportation infrastructure and potential economic benefits for the Raichur district and the broader region. The notification underscores the government's commitment to infrastructure development through projects like the Surat Chennai Economic Corridor under the Bharatmala Pariyojana. Landowners and other stakeholders should carefully review the schedule and understand the implications of this acquisition.
