**Report on Land Acquisition for National Highway NH9 in Haryana, India**
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Road Transport and Highways, Government of India, regarding land acquisition for the building, widening, four-laning, maintenance, management, and operation of National Highway (NH) 9 in the state of Haryana. The core purpose is to formally declare the acquisition of specific land parcels for the NH9 project, following due process of notification, objection handling, and report submission. The key finding is that the Central Government has declared the specified land in the Schedule annexed to the notification should be acquired and shall vest absolutely in the Central Government, free from all encumbrances.
**2. Introduction:**
This report provides an overview and analysis of a government notification pertaining to land acquisition for the National Highway (NH) 9 project in Haryana, India. The analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
This document represents the final stage of land acquisition process under the National Highway Act, 1956 for specific sections of NH9. The core objective, inferred from the text, is to legally acquire identified land parcels to facilitate the building, widening, four-laning, maintenance, management, and operation of NH9.
**4. Background and Rationale:**
This is not a *new* policy, but rather the execution of powers conferred under an existing act, the National Highway Act, 1956. The provided text suggests that the government initiated the process to acquire land for the improvement of NH9. This improvement likely aims to enhance connectivity, reduce travel time, and improve transportation efficiency along the NH9 corridor. The necessity for land acquisition arises from the need to widen or improve the existing highway. The text refers to prior notifications and handling of objections, indicating that the land acquisition process has been underway for some time.
**5. Key Provisions / Changes:**
This notification *itself* doesn't introduce any new broader policy changes but rather executes existing policy (the National Highway Act, 1956). The critical provision of *this* specific notification is the declaration that the land specified in the Schedule "shall vest absolutely in the Central Government, free from all encumbrances." This means the government now has full and clear ownership of the land.
The notification specifically lists the following:
* **Affected Land Parcels:** Details of survey numbers, land type, area (in Hectares), and owners of land to be acquired in the villages of Jogewala and Dabwali, District Sirsa, Haryana, between Km 37.200 and Km 38.500 of NH9.
* **Legal Transfer:** The notification formally transfers ownership of the specified land from the current owners to the Central Government, free of any existing claims or liabilities.
**6. Target Audience and Stakeholders:**
The directly affected target audience and stakeholders are:
* **Landowners:** Individuals and entities (including the Panchayat) whose land is listed in the schedule of acquired land. These landowners will be impacted by the acquisition and are likely entitled to compensation.
* **Residents of Jogewala and Dabwali:** The communities in these villages will experience changes due to the highway project.
* **National Highways Authority of India (NHAI):** As inferred by the File number *25222NHAIPIUBTIMLTDAB BYPASS3D*, which suggests that NHAI is the implementing agency.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Road Transport and Highways, along with the competent authority (as defined in the National Highway Act) is responsible for implementation. NHAI is likely the implementing agency.
* **Procedure:** The text details a phased approach: (1) initial notification for intention of land acquisition (S.O. 58 E Dated 05.01.2022), (2) addressing public objections and (3) finally, declaration of acquisition. The process involves surveying land, notifying affected parties, addressing objections, and issuing a final declaration.
* **Timelines:** While the notification itself is dated July 27, 2022, there's no explicit timeline for further action. However, the vesting of land implies that the next steps, such as compensation and physical possession, are likely to follow.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this notification is to legally secure the land required for the NH9 improvement project. The impact of this change will be:
* **Landowners:** Loss of land ownership, potential disruption of livelihoods, and entitlement to compensation as per the applicable laws.
* **Transportation:** Improved highway infrastructure, reduced travel times, and enhanced connectivity along NH9.
* **Economic Activity:** Potential for increased economic activity in the region due to better transportation infrastructure.
**9. Conclusion:**
The notification signifies a crucial step in the NH9 improvement project by formally declaring the acquisition of specified land parcels. This action transfers ownership to the Central Government, enabling the subsequent development of the highway. The notification directly affects landowners in the villages of Jogewala and Dabwali and will ultimately contribute to improved transportation infrastructure in the region. The affected industry will now be able to utilize the specified area for the development of the National Highway (NH) 9 in the state of Haryana.
