L.-33004/99 सी.जी.-डी.एल.-अ.-03052024-254018 CG-DxLx-xEG-I0D3H0x5x2x0 24-254018 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY सं. 1789] नई दिल्ली, र्ृहस्ट्प जतिार, मई 2, 2024/ििै ाख 12, 1946 No. 1789] NEW DELHI, THURSDAY, MAY 2, 2024/VAISAKHA 12, 1946 सामाजिक न्याय और अजधकाररता मंत्रालय (सामाजिक न्याय और अजधकाररता जिभाग) अजधसचू ना नई दिल् ली, 2 मई, 2024 का.आ. 1881(अ).—सेिाओं या प्रसुजिधाओं या सहाजयदकयों के पररिान के जलए एक पहचान िस्ट्तािेि के रूप म ें आधार का उपयोग सरकारी पररिान प्रदियाओं का सरलीकरण करता है, पारिर्ििता और िक्षता लाता ह ै और फायिाग्राजहयों को सुजिधापूििक और जनर्ािध रीजत म ें उनकी हकिाररयों को सीधे प्राप्त करने म ें समर्ि र्नाता ह ैऔर आधार, दकसी व्यजि की पहचान को साजर्त करन े के जलए जिजभन्न िस्ट्तािेि प्रस्ट्तुत करने की आिश्यकता को समाप्त करता है; और, सामाजिक न्याय और अजधकाररता जिभाग (जिसे इसमें इसके पश्चात जिभाग कहा गया ह)ै , सामाजिक न्याय और अजधकाररता मंत्रालय, भारत सरकार, “पीएम केयसि र्ालकों के जलए छात्रिृजि”(2022-2023 से 2025-26)के जलए केंद्रीय सेक्टर स्ट्कीम (जिसे इसमें इसके पश्चात स्ट्कीम कहा गया ह)ै का ऐसे र्ालकों को जिन्होंने अपने िोनों माता- जपता या जिजधक संरक्षक या ििक माता-जपता या उतरिीिी माता-जपता को कोजिड 19 महामारी में खो दिया है,कक्षा 1 से आगे कक्षा 12 तक अध्ययन पूरा करने के जलए,संचालन कर रहा ह,ै जिसका सामाजिक न्याय और अजधकाररता जिभाग (जिसे इसमें इसके पश्चात कायािन्ियन अजभकरण कहा गया ह)ै के माध्यम से दियान्यजित दकया िा रहा है; और, स्ट्कीम के अधीन, स्ट्कीम और उसके अधीन िारी मागििििक जसद्ांतों के जिस्ट्तार तक, कायािन्ियन अजभकरण द्वारा ऐसे र्ालकों जिन्होंने अपने िोनों माता-जपता या जिजधक संरक्षकया ििक माता-जपता या उतरिीिी माता-जपता को कोजिड 19 महामारी में खो दिया है,(जिसे इसमें इसके पश्चात फायिाग्राही कहा गया ह)ै को ऐसे र्ालकों जिन्होंने अपने 2851 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] िोनों माता-जपता या जिजधक संरक्षकया ििक माता-जपता या उतरिीिी माता-जपता को कोजिड 19 महामारी में खो दिया ह,ै के सहयोग के जलए छात्रिृजि सहायता (जिसे इसमें इसके पश्चात फायिा कहा गया ह)ै िी िाती ह;ै और, स्ट्कीम के कायािन्ियन में भारत की संजचत जनजध से उपगत दकया गया आिती व्यय सजममजलत ह;ै अत:, अर्, केंद्रीय सरकार, आधार (जििीय और अन्य सहाजयदकयों, प्रसुजिधाओं और सेिाओं का लजक्षत पररिान) अजधजनयम, 2016 (2016 का 18) (जिसे इसमें इसके उक्त अजधजनयम कहा गया ह)ै की धारा 7 के अनुसरण में, जनम्नजलजखत अजधसूजचत करती है, अर्ाित्:- 1. (1) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक व्यजक्त को आधार संख्या होने का प्रमाण प्रस्ट्तुत करने या आधार अजधप्रमाणन से गुिरने की अपेक्षाहोगी। (2) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक दकसी भी व्यजक्त से, जिसके पास आधार संख्या नहीं ह ै या अभी तक आधार के जलए नामांदकत नहीं है, माता-जपता या अजभभािकों (र्ालक फायिाग्राही की ििा में) की सहमजत के अधीन रहते हुए आधार नामांकन के जलए आिेिन करने की अपेक्षा की िाएगी, परंतु िह स्ट्कीम के जलए उक्त अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करने का हकिार हो और ऐसे र्ालक, आधार के जलए नामांदकत कराने के जलए दकसी भी आधार नामांकन केंद्र (भारतीय जिजिि पहचान प्राजधकरण की िेर्साइट www.uidai.gov.in पर उपलब्ध सूची) पर िाएं। (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, जिभाग को अपने कायािन्ियन अजभकरण के माध्यम से उन फायिाग्राजहयों के जलए आधार नामांकन सुजिधाएं प्रिान करना अपेजक्षतह ै िो अभी तक आधार के जलए नामांदकत नहीं ह ैं और यदि संर्ंजधत ब्लॉक या तालुका या तहसील में कोई आधार नामांकन केंद्र जस्ट्र्त नहीं ह,ै जिभाग अपने कायािन्ियन अजभकरण के माध्यम से यूआईडीएआई के जिद्यमान रजिस्ट्रार के समन्िय से या स्ट्ियं यूआईडीएआई रजिस्ट्रार र्नकर सुजिधािनक स्ट्र्ानों पर आधार नामांकन सुजिधाएं प्रिान करेगा: परंतु दक िर् तक व्यजि को आधार नहीं दिया िाता है, तर् तक स्ट्कीम के अधीन फायिा ऐसे व्यजक्तयों को दिया िाएगा, िो जनम्नजलजखत िस्ट्तािेिों के प्रस्ट्तुतीकरण के अधीन हैं, अर्ाित्:- I. अठारह िर्ि से छोटे र्ालकों के जलए- (क) (i) यदि फायिाग्राही को पांच िर्ि की आयु के पश्चात् (र्ायोमेररक संग्रह के सार्) नामांदकत दकया गया र्ा, तो उसकी आधार नामांकन पहचान पची, या र्ायो-मैररक अपडेट पहचान पची, या; (ii) फायिाग्राही द्वारा आधार नामांकन के जलए दकए गए अनुरोध की एक प्रजत; और (ख) फायिाग्राही के जनम्नजलजखत पहचान िस्ट्तािेिों में से कोई एक, अर्ाित्: (i) समुजचत प्राजधकारी द्वारा िारी िन्म प्रमाण –पत्र या िन्म का अजभलेख; या (ii) माता-जपता के नाम िाले स्ट्कूल के प्रधानाचायि द्वारा समयक् रूप से हस्ट्ताक्षररत स्ट्कूल पहचान पत्र; और (ग) स्ट्कीम के मागििििक जसद्ांतों के जिस्ट्तार के अनुसार माता-जपता या जिजधक संरक्षक के सार् फायिाग्राही के संर्ंध के प्रमाण के रूप में जनम्नजलजखत िस्ट्तािेिों में से कोई एक: (i) समुजचत प्राजधकारी द्वारा िारी िन्म प्रमाण –पत्र या िन्म का अजभलेख; या (ii) रािन काडि, या (iii) भूतपूिि सैजनक अजभिाय स्ट्िास्ट््य स्ट्कीम काड ि ; या कमिचारी राज्य र्ीमा जनगम काड ि ; या केन्द्रीय काड ि स्ट्िास्ट््य स्ट्कीम काड ि ; या (iv) पेंिन काड ि ; या (v) सेना कैंटीन काडि ; या (vi) कोई भी सरकारी कुटुंर् हकिारी काडि ; या (vii) कोई अन्य िस्ट्तािेि िो मंत्रालय या जिभाग द्वारा जिजनर्ििि दकया गया है ;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 II. 18 िर् िऔर उससे अजधक आयु के फायिाग्राजहयों के जलए : (क) यदि उसने नामांकन दकया ह ैतो, आधार नामांकन पहचान पची ; और (ख) जनम्नजलजखत म ेंसे कोई एक िस्ट्तािेि,अर्ाित् :- (i) फोटो सजहत र्ैंक या डाकघर पासर्ुक ; या (ii) स्ट्र्ायी लेखा संख्याक काडि ; या (iii) पासपोटि ; या (iv) रािनकाडि ; या (v) मतिाता पहचान काडि ; या (vi) महात्मा गांधी राष्ट्रीय ग्रामीण रोिगार गारंटी अजधजनयम काडि ; या (vii) दकसान फोटो पासर्ुक ; या (viii) मोटरयान अजधजनयम, 1988 (1988 का 59) के अधीन अनुज्ञजप्त प्राजधकारी द्वारा िारी चालन अनुज्ञजप्त ; या (ix) िासकीय लेटर हडै पर रािपजत्रत अजधकारी या तहसीलिार द्वारा िारी ऐसे व्यजक्त का फोटो सजहत पहचान प्रमाणपत्र ; या (x) कोई अन्य िस्ट्तािेि, िो मंत्रालय द्वारा जिजनर्ििि दकया िाए : परंतु यह और दक पूिोक्त िस्ट्तािेिों की इस प्रयोिन के जलए मंत्रालय या जिभाग द्वारा जििेर् रूप स े पिाजभजहत अजधकारी द्वारा िाचं की िाएगी । 2. मंत्रालय या जिभाग स्ट्कीम के अधीन फायिाग्राजहयों को सुजिधािनक रूप स े फायिे प्रिान करन े के जलए अपन े कायािन्ियन अजभकरण के माध्यम से यह सुजनजश्चत करन े के जलए सभी अपेजक्षत प्रर्ंध करेगा दक स्ट्कीम के अधीन आधार की अपेक्षा से उन्ह ेंिागरूक करन ेके जलए फायिाग्राजहयों को मीजडया के माध्यम से व्यापक प्रचार दकया िाए । 3. िहां आधार अजधप्रमाणन फायिाग्राजहयों के खरार् र्ायोमैररक्स या दकसी अन्य कारण से असफल हो िाता ह ै तो जनम्नजलजखत उपचारात्मक तंत्रों को अगं ीकृत दकया िाएगा, अर्ाित् :- (क) खरार् अगं ुलछाप क्वाजलटी की ििा में अजधप्रमाणन के जलए पुतली स्ट्कैन या चेहरे की अजधप्रमाणन सुजिधा को अंगीकृत दकया िाएगा और मत्रं ालय या जिभाग अपन े कायािन्ियन अजभकरण के माध्यम स े स्ट्कैनरों या चेहरे के अजधप्रमाणन के सार् अगं लु छाप अजधप्रमाणन का जनर्ािध रीजत में फायिों के पररिान के जलए उपर्ंध करेंगे ; (ख) अंगलु छाप या पुतली स्ट्कैन या चेहरे के अजधप्रमाणन के माध्यम से र्ायोमैररक अजधप्रमाणन के असफल होन े की ििा में िहां कहीं साध्य हो और अनुज्ञेय हो, यर्ाजस्ट्र्जत, आधार एक र्ार पासिडि या समय आधाररत एक र्ार पासिडि जिसकी सीजमत जिजधमान्यता हो, का प्रस्ट्ताि दकया िाएगा ; (ग) सभी अन्य मामलों म ें िर् र्ायोमैररक या आधार एक र्ार पासिडि या समय आधाररत एक र्ार पासिडि के माध्यम स े अजधप्रमाणन संभि नहीं होता ह ै तो स्ट्कीम के अधीन फायिों को भौजतक आधार पत्र के आधार पर जिसकी अजधप्रमाणता का आधार पत्र पर मुदद्रत दक्वक रेसपोंस कोड के माध्यम से सत्यापन दकया िा सकता ह,ै दिया िा सकता ह ै और दक्वक रेसपोंस कोड रीडर के जलए आिश्यक इंतिाम मंत्रालय या जिभाग द्वारा उसके कायािन्ियन अजभकरण के माध्यम से सुजिधािनक अिस्ट्र्ानों पर दकए िाएंग े । 4. यहां उपरोक्त अंतर्ििि दकसी र्ात के होते हुए भी दकसी र्ालक को स्ट्कीम के अधीन फायिों का उसकी अजधप्रमाणन के माध्यम से या आधार संख्या रखने का सर्ूत प्रस्ट्तुत करने में असफलता या ऐसे र्ालक की ििा में, जिसे कोई आधार सख्ं या नहीं िी गई ह,ै द्वारा नामांकन के जलए आिेिन प्रस्ट्तुत करन े में असफलता की ििा म ें उसे अन्य िस्ट्तािेिों, िो परै ा 1 के उपपैरा (3) के परंतुक के खंड (1) के उपंखड (ख) और उपखडं (ग) म ेंिर्णित दकए गए ह,ै के आधार पर पहचान का सत्यापन करने पर फायिे प्रिान दकए िा सकेंग,े इस े अजभजलजखत करने के जलए एक पृर्क रजिस्ट्टर रखा िाएगा जिसका मंत्रालय या जिभाग द्वारा कायािन्ियन अजभकरण के माध्यम स ेपुनर्ििलोकन और संपरीक्षा की िाएगी ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5. यह सुजनजश्चत करन े के जलए दक स्ट्कीम के अधीन दकसी सिभािी फायिाग्राही (र्ालकों से जभन्न) को उसके समयक् फायिों से िंजचत नहीं दकया िाता ह,ै जिभाग अपने कायािन्ियन अजभकरण के माध्यम स े प्रत्यक्ष फायिा अतं रण जमिन कायािलय ज्ञापन, मंजत्रमंडल सजचिालय, भारत सरकार सं. डी -26011/04/2-17-डीिीटी, तारीख 19 दिसर्ंर, 2017 (https://bbpbharat.gov.in/) में यर्ाजिजनर्ििि के माध्यम से अपिाि हडैं डगं तंत्र का अतं रण करेगा । 6. यह अजधसूचना रािपत्र म ें प्रकािन की तारीख स ेसभी राज्यों और संघ राज्यक्षेत्रों में प्रिृि होगी । [फा.सं.14017/4/2023-डीर्ीटी] जर्स्ट्िारंिन सासमल, संयुक्त सजचि MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT (Department of Social Justice and Empowerment) NOTIFICATION New Delhi, the 2nd May, 2024 S.O.1881(E).— Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Department of Social Justice and Empowerment (hereinafter referred to as the Department) in the Ministry of Social Justice and Empowerment, Government of India, is administering the Central Sector Scheme of “ Scholarship for PM CARES Children” (2022-23 to 2025-26) (hereinafter referred to as the Scheme) with an objective to provide Scholarship assistance to support Children who have lost both the Parents or legal Guardian or Adoptive Parents or surviving Parent to Covid 19 pandemic to complete their education from Class I onwards till they complete education till Class 12, which is being implemented through the Department of Social Justice & Empowerment (hereinafter referred to as the Implementing Agency); And whereas, under the Scheme, Scholarship assistance to support Children who have lost both the Parents or legal Guardian or Adoptive Parents or surviving Parent to Covid 19 pandemic (hereinafter referred to as the benefit) is given to the Children who have lost both the Parents or legal Guardian or Adoptive Parents or surviving Parent to Covid 19 pandemic (hereinafter referred to as the beneficiaries), by the Implementing Agency as per the Scheme and extant guidelines issued thereunder; And whereas, the implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India. Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) an individual desirous of availing the benefit under the Scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication; (2) any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of child beneficiaries), provided he is entitled to obtain Aadhaar as per Section 3 of the said Act, and such children shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in to get enrolled for Aadhaar;. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry or Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry or Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves: Provided that till the time Aadhaar is assigned to the individual, benefit under the Scheme shall be given to such individuals, subject to the production of the following documents, namely :– I. For children below 18 years old: (a) (i) if the beneficiary was enrolled after the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio-metric update identification slip, or;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (ii) a copy of the request made for Aadhaar enrolment by the beneficiary: and (b) any one of the following identity documents of the beneficiary, namely:- (i) Birth Certificate or record of birth, issued by the appropriate authority; or (ii) School identity card, duly signed by the Principal of the school, containing parents name; and (c) any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:- (i) Birth Certificate; or record of birth, issued by the appropriate authority or (ii) Ration Card; or (iii) Ex-Servicemen Contributory Health Scheme Card; or Employees’ State Insurance Corporation Card; or Central Government Health Scheme Card; or (iv) Pension Card; or (v) Army Canteen Card; or (vi) any Government Family Entitlement Card; or (vii) any other document as specified by the Ministry or Department; II. For beneficiaries of 18 years old and above: (a) if he has enrolled, his Aadhaar Enrolment Identification slip; and (b) any one of the following documents, namely :- (i) Bank or Post office Passbook with Photo; or (ii) Permanent Account Number Card; or (iii) Passport; or (iv) Ration Card; or (v) Voter Identity Card; or (vi) Mahatma Gandhi National Rural Employment Guarantee Act card; or (vii) Kisan Photo passbook; or (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) any other document as specified by the Ministry Provided further that the above documents shall be checked by an officer specifically designated by the Ministry or Department for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Ministry or Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. Where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Ministry or Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner; (b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One-Time Password or Time- based One-Time Password with limited time validity, as the case may be, shall be offered; (c) in all other cases where biometric or Aadhaar One-Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Ministry or Department through its Implementing Agency. 4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number or in the case of a child to whom no Aadhaar number has been assigned producing an application for enrolment, the benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in sub clauses (b) and (c) of Clause (I) of the proviso to sub paragraph (3) of paragraph 1 and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same which shall be reviewed and audited periodically by the Ministry or Department through the implementing Agency. 5. In order to ensure that no bona fide beneficiary (other than children) under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017-DBT, dated the 19th December 2017 (available on https://dbtbharat.gov.in/). 6.
