1. सजं क्षप्त नाम और प्रारंभ :- (1) इन जनिमों का संजक्षप्त नाम सांजयिकी और काियक्रम कािान्य विन मंत्रालि, राष्ट्रीि सांजयिकी कािायलि, क्षेत्र संकािय प्रभाग, समन्वि एवं गणु वत्ता जनिंत्रण प्रभाग, उद्यम सवेक्षण प्रभाग और घरेल ू सवेक्षण प्रभाग, अवर श्रेणी जलजपक, भती जनिम, 2026 ह ै। 7286 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

2. पि सयं िा, वगीकरण और वते न मट्रै रक्स म ेंस्ट्तर: पि की संयिा, उसका वगीकरण और वेतन मैट्ररक्स में उसका स्ट्तर वह होगा, िो पूवोि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट ह।ैं

3. भती की पद्धजत, आि-ु सीमा, अहतय ाएँ आदि: भती की पद्धजत, आि-ु सीमा, अहतय ाए ँ और उससे संबंजधत अन्ि बात ें व े होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ियष्ट ह।ैं

4. जनरहतय ा: वह व्यजि- (क) जिसन े ऐसे व्यजि से, जिसका पजत िा पत्नी िीजवत ह,ैं जववाह दकिा ह ैिा जववाह की संजविा की है; िा (ख) जिसने अपने पजत िा अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकिा ह ै िा जववाह की संजविा की ह ै उि पि पर जनिुजि का पात्र नहीं होगा परन्त ु िदि केन्द्रीि सरकार का िह समाधान हो िाता दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्ि पक्षकार को लाग ू स्ट्वीि जवजध से अधीन अनुज्ञेि ह ै और ऐसा करने के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट ि ेसकेगी ।

5. जिजथल करन े की िजि: िहां केन्द्रीि सरकार की िह राि ह ै की ऐसा करना आवश्िक िा समीचीन है, वहा ँ वह उसके जलए िो कारण ह ैं उन्ह े लेखबद्ध करके इन जनिमों के दकसी उपबंध को दकसी वगय िा प्रवगय के व्यजििों की वावत, आििे द्वारा जिजथल कर सकेगी।

6. व्यावजृ त: इन जनिमों की कोई बात, ऐसे आरक्षण, आि-ु सीमा में छूट और अन्ि ट्ररिाितों पर प्रभाव नहीं डालगे ी, जिनका केन्द्रीि सरकार द्वारा इस संबंध म ें समि-समि पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतिों, अनुसूजचत िनिाजतिों, भूतपूव यसैजनकों और अन्ि जविेष प्रवगय के व्यजििों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी चिन पि है िा पि का नाम पिों की संयिा वगीकरण वेतन मेट्ररक्स में स्ट्तर अचिन पि

(6) (7) (8) (9) 18 से 27 वषय के बीच आवश्िक:- िैजक्षक अहतय ा - हाँ सीधे भती दकए िाने आिु - नहीं । वाले व्यजििों के जलए (केन्द्रीि सरकार द्वारा समि-समि (i) दकसी मान्िताप्राप्त बोडय िा िो वषय । पर िारी दकए गए अनुिेिों िा जवश्वजवद्यालि से 12 कक्षा उत्तीणय आिेिों के अनुसार सरकारी सेवकों के जलए साधारण अभ्िर्थयिों की ििा म ें (ii) कम््िूटर पर अंग्रेिी में 35 िब्ि जिजथल करके 40 वषय तक और प्रजत जमनट िा जहन्िी में 30 िब्ि प्रजत अनुसूजचत िाजतिों और अनुसूजचत जमनट की टंकण गजत (प्रत्िेक िब्ि के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 िनिाजतिों के अभ्िर्थयिों की ििा म ें जलए 5 की जडप्रेिन के औसत पर जिजथल करके 45 वषय तक की िा 10500 की जडप्रेिन प्रजत सकती ह।ै ) घंटा/9000 की जडप्रेिन प्रजत घंटा समरूप 35 िब्ि प्रजत जमनट और 30 ट्रट्पण : आिु-सीमा अवधाट्ररत करन े िब्ि प्रजत जमनट) के जलए जनणायिक तारीख कमयचारी चिन आिोग द्वारा जवज्ञाजपत दकिा िािगा । भती की पद्धजत: भती सीधी होगी िा प्रोन्नजत द्वारा िा प्रजतजनिुजि/आमेलन द्वारा और प्रोन्नजत िा प्रजतजनिुजि/आमेलन द्वारा जवजभन्न पद्धजतिों द्वारा भरी िाने वाली ट्ररजििों की प्रजतितता । भती की ििा में, वे श्रेजणिां जिनस े प्रोन्नजत िा प्रजतजनिुजि/आमेलन दकिा िाएगा ।

(i) जपचासी प्रजतित कमयचारी चिन आिोग के माध्िम से सीधी भती द्वारा । स्ट्तंभ (10) में उजल्लजखत अनुसार ।

(ii) िस प्रजतित ट्ररजििाँ राष्ट्रीि सांजयिकी कािायलि के क्षेत्र संकािय प्रभाग, समन्वि एवं गुणवत्ता जनिंत्रण प्रभाग, उद्यम सवेक्षण प्रभाग तथा घरेलू सवेक्षण प्रभाग वेतन मैट्ररक्स के स्ट्तर-1 (18000-56900 रु0) में ऐसे समूह 'ग' कमयचारीवृंि में से भरी िाएंगी जिसके पास 12वीं कक्षा उत्तीणय िा समतुल्ि अहतय ा है और जिन्होने जवभागीि अहकय परीक्षा के आधार पर उस श्रेणी में तीन वषय जनिजमत सेवा की ह।ै जवभागीि परीक्षा की अहतय ा के जलए अजधकतम आिु सीमा 45 वषय ह ै (अनुसूजचत िाजतिों/अनुसजू चत िनिाजतिों के जलए आिु 50 वषय) । ट्रट्पण 1: िदि खंड (ii) के अधीन उपलब्ध ट्ररजििों की संयिा से अजधक कमयचारी परीक्षा में अहतय ा प्राप्त कर लेते हैं, तो ऐसी अजधक संयिा वाले कमयचाट्ररिों पर पश्चात्वती वषों मे होने वाली ट्ररजििों को भरने के जलए जवचार दकिा िाएगा जिसमें की पूवायवती परीक्षा में अहतय ा प्राप्त करने वाले कमयचाट्ररिों पर पश्चात्वती परीक्षा में अहयता प्राप्त करने वाले कमयचाट्ररिों से पहले जवचार दकिा िा सके।

(iii) पाँच प्रजतित ट्ररजििाँ राष्ट्रीि सांजयिकी कािायलि के क्षेत्र संकािय प्रभाग, समन्वि एवं गुणवत्ता जनिंत्रण प्रभाग, उद्यम सवेक्षण प्रभाग तथा घरेलू सवेक्षण प्रभाग ऐसे समहू 'ग' कमयचाट्ररिों से ििेष्ठता-सह-उपिुिता के आधार पर भरी िा सकेंगी जिन्होंने वेतन मैट्ररक्स के स्ट्तर-1 (18000-56900 रु.) में तीन वषय जनिजमत सेवा की ह।ै ट्रट्पण 2: प्रोन्नजत राज्िवार प्रभावी होगी । अवर श्रेणी जलजपक के काडर में ट्ररजििों के पचासी प्रजतित कोटे को सीधी भती द्वारा भरा िाएगा तथा मुयिालि के अलावा राज्िों और संघ राज्िक्षेत्रों में िस प्रजतित और पाँच प्रजतित कोटे को उस कािायलि में वेतन मैट्ररक्स के स्ट्तर-1 (18000-56900 रु.) में काियरत समूह 'ग' कमयचाट्ररिों क्रमिः जवभागीि परीक्षा तथा प्रोन्नजत द्वारा भरा िािगा । िदि जवभागीि प्रोन्नजत सजमजत है, तो उसकी संरचना। भती करने में दकन पट्ररजस्ट्थजतिों में संघ लोक सेवा आिोग से परामिय दकिा िाएगा।

1. समूह ‘ग’ जवभागीि पिोन्नजत सजमजत लागू नहीं होता । (पिोन्नजत एवं स्ट्थािीकरण पर जवचार करने के जलए) दिल्ली में (क्षेत्र संकािय प्रभाग मुयिालि, कृजष सांजयिकी खंड, फरीिाबाि, उद्यम सवेक्षण इकाई,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] दिल्ली, क्षेत्रीि कािायलि, दिल्ली तथा समन्वि एवं गुणवत्ता जनिंत्रण प्रभाग), जिसमें जनम्नजलजखत िाजमल होंगे:-

(i) जनिेिक (प्रिासन) अथवा मुयि प्रिासजनक अजधकारी, राष्ट्रीि सांजयिकी कािायलि, क्षेत्र संकािय प्रभाग (मुयिालि) - अध्िक्ष;

(ii) उप जनिेिक, राष्ट्रीि सांजयिकी कािायलि, उद्यम सवेक्षण इकाई - सिस्ट्ि; तथा

(iii) दकसी अन्ि केंद्रीि मंत्रालि िा केंद्र सरकार के जवभाग से समूह ‘क’ का एक अजधकारी - सिस्ट्ि।

2. समूह ‘ग’ जवभागीि पिोन्नजत सजमजत (पिोन्नजत पर जवचार करने के जलए) दिल्ली के अलावा अन्ि राज्िों िा केंद्र िाजसत प्रिेिों में, जिसमें जनम्नजलजखत सिस्ट्ि िाजमल ह:ैं-

(i) उप महाजनिेिक (प्रिेजिक) अथवा जनिेिक (प्रिेजिक), राज्ि की रािधानी में - अध्िक्ष;

(ii) उप जनिेिक, उद्यम सवेक्षण प्रभाग अथवा घरेलू सवेक्षण प्रभाग अथवा क्षेत्र संकाि य प्रभाग (उस राज्ि के अन्ि क्षेत्रीि कािायलि), राष्ट्रीि सांजयिकी कािायलि - सिस्ट्ि; तथा

NOTIFICATION New Delhi, the 15th September, 2026 G.S.R. 834(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the National Sample Survey Organisation (Data Processing Division and Survey Design & Research Division) Group ‘C’ (Ministerial Posts) Recruitment Rules, 1987 and the Central Statistics Office (Industrial Statistics Wing), Kolkata, Lower Division Clerk and Upper Division Clerk, (Group ‘C’ Posts), Recruitment Rules, 2016 and the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Lower Division Clerk, Recruitment Rules, 2023 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk, in the Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division, National Statistics Office, the Ministry of Statistics and Programme Implementation, namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division, Lower Division Clerk, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in Pay Matrix.– The number of post, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

3. Method of recruitment, age limit, qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

4. Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i) Eighty five percent by direct recruitment through Staff Selection Commission;

(ii) Ten percent of the vacancies shall be filled from amongst the Group ‘C’ staff, National Statistics Office in the Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division in level - 1 (Rs.18000 – 56900) in the pay matrix, possessing 12th class pass or equivalent qualification and have rendered three years regular service in the grade, on the basis of departmental qualifying examination. The maximum age limit for eligibility for departmental examination is Forty Five years (Fifty years of age for the Scheduled Caste or the Scheduled Tribe).

Note 1: If more of such employees than the number of vacancies available under clause (ii) qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the As stated in column (10) subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination.

(iii) Five percent of the vacancies shall be filled on seniority cum-fitness basis from Group ‘C’ employees who having three years regular service in the National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division in level-1 (Rs. 18000-56900) in the pay matrix.

Note 2: Promotion being effected State wise.
