2. पि सयं िा, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर: पि की संयिा, उसका वगीकरण और वेतन मैट्ररक्स म ें उसका स्ट्तर वह होगा, िो पूवोि अनसु ूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ियष्ट ह ैं।

3. भती की पद्धजत, आि-ु सीमा, अहतय ाएँ आदि: भती की पद्धजत, आि-ु सीमा, अहतय ाए ँ और उससे संबंजधत अन्ि बात ें व े होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ियष्ट ह।ैं

4. जनरहतय ा: वह व्यजि- (क) जिसन े ऐसे व्यजि से, जिसका पजत िा पत्नी िीजवत ह,ैं जववाह दकिा ह ैिा जववाह की संजविा की है; िा (ख) जिसने अपने पजत िा अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकिा ह ै िा जववाह की संजविा की ह ै उि पि पर जनिुजि का पात्र नहीं होगा :

परन्त ु िदि केन्द्रीि सरकार का िह समाधान हो िाता दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्ि पक्षकार को लागू स्ट्वीि जवजध से अधीन अनुज्ञेि ह ै और ऐसा करन े के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट ि ेसकेगी ।

5. जिजथल करन े की िजि: िहां केन्द्रीि सरकार की िह राि ह ै की ऐसा करना आवश्िक िा समीचीन है, वहाँ वह उसके जलए िो कारण ह ैं उन्ह े लेखबद्ध करके इन जनिमों के दकसी उपबंध को दकसी वग य िा प्रवग य के व्यजििों की बाबत, आििे द्वारा जिजथल कर सकेगी ।

6. व्यावजृ त: इन जनिमों की कोई बात, ऐसे आरक्षण, आि-ु सीमा में छूट और अन्ि ट्ररिाितों पर प्रभाव नहीं डालगे ी, जिनका केन्द्रीि सरकार द्वारा इस संबंध म ें समि-समि पर िारी दकए गए आिेिों के अनसु ार अनुसूजचत िाजतिों, अनुसूजचत िनिाजतिों, भूतपूव यसैजनकों और अन्ि जविेष प्रवगय के व्यजििों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पि का नाम पिों की सयं िा वगीकरण वते न-मट्रे रक्स म ें चिन पि ह ैिा स्ट्तर अचिन पि

(10) (11) पिोन्नजत द्वारा, जिसके न होने की जस्ट्थजत म ें प्रोन्नजत : वेतन मैट्ररक्स के स्ट्तर-2 (19900-63200 रु.) ऐसे अवर प्रजतजनिुजि द्वारा । श्रेणी जलजपक जिन्होने जनिजमत आधार पर जनिुजि के पश्चात उस श्रेणी[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 म े आठ वष य की सेवा ह ै (प्रोन्नजत राज्िवार िा संघ राज्ि क्षेत्रवार की िाएगी) प्रजतजनिजु ि: केंद्र सरकार के ऐसे अजधकारी - (क)(i) िो मलू काडर िा जवभाग म ें जनिजमत आधार पर सििृ पि धारण दकए ह ै: िा

(ii) िो मलू कैडर िा जवभाग म ें अवर श्रणे ी जलजपक िा समकक्ष पि पर आठ वष य की सेवा दकए हुए ह,ैं और (ख) जिनके पास दकसी मान्िता प्राप्त जविजवद्यालि िा उसके समकक्ष संस्ट्थान स ेस्नातक की जडग्री ह।ै ट्रटप्पण 1: पोषक प्रवग य स े ऐस े जवभागीि अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ै प्रजतजनिुजि पर जनिुजि के जलए जवचार दकए िान े के पात्र नहीं होंग े । इसी प्रकार, प्रजतजनिुि व्यजि प्रोन्नजत द्वारा जनिुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनिुजि की अवजध, जिसके अंतगयत केन्द्रीि सरकार के उसी िा दकसी अन्ि संगठन िा जवभाग म ें इस जनिुजि स े ठीक पहल े धाट्ररत दकसी अन्ि काडर बाह्य पि पर प्रजतजनिुजि की अवजध साधारणतिा तीन वषय स ेअजधक नहीं होगी । ट्रटप्पण 3: प्रजतजनिुजि द्वारा जनिुजि के जलए अजधकतम आि-ु सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वष य स े अजधक नहीं होगी । िदि जवभागीि प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना । भती करन े म ें दकन पट्ररजस्ट्थजतिों म ें सघं लोक सवे ा आिोग स े परामि य दकिा िाएगा।

NOTIFICATION New Delhi, the 15th September, 2026 G.S.R. 835(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Statistics and Programme Implementation, National Sample Survey Organisation (Data Processing Division and Survey Design & Research Division) Group ‘C’ (Ministerial Posts) Recruitment Rules, 1987, the Central Statistics Office (Industrial Statistics Wing), Kolkata, Lower Division Clerk and Upper Division Clerk, (Group ‘C’) posts, Recruitment Rules, 2016 and the National Sample Survey Office, Field Operations Division, Upper Division Clerk, Recruitment Rules, 2023, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk, in the Field Operations Division, Coordination Quality and Control Division, Enterprise Survey Division and Household Survey Division, National Statistics Office, the Ministry of Statistics and Programme Implementation, namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division, Upper Division Clerk, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the Pay Matrix.– The number of post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

4. Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation: Officers of the Central Government–

(a) (i) holding an analogous post on regular basis in the parent cadre or Department; or

(ii) with eight years’ service in the grade of Lower Division Clerk or equivalent in the parent cadre or Department; and

(b) Possessing Bachelor Degree of a recognized University or equivalent.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for appointment by promotion.

Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.

Note 3: The Maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
