क्रमिः का.आ. 2006(अ), दिनाकं 20.08.2012 तथा का.आ. 4173(अ), दिनांक 27.12.2016 द्वारा, केंद्र सरकार ने जहमाचल प्रिेि राज्य में राष्ट्रीय रािमाग ग संख्या 21 (नया एनएच-205 एवं एनएच-154) के दकलोमीटर 73.200 से दकलोमीटर 190.000 (दकरतपुर से नरे चौक खंड) और दकलोमीटर 190.000 से दकलोमीटर 310.400 (नेरचौक से मनाली खंड) के भाग को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिसे आगे “प्राजधकरण” कहा िाएगा) को सौंपा ह;ै अब, राष्ट्रीय रािमागग िुल्क (िरों का अवधारण एवं संग्रहण) जनयम, 2008, के जनयम 3 (जिसे इसके पश्चात “जनयम’’ कहा िाए), के साथ परित राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करत े हुए और अजधसचू ना संख्या का.आ. 2764(अ) दिनाकं 22 िून, 2023 का अजधक्रमण करते हुए केंद्रीय सरकार एतद्द्वारा, जहमाचल प्रिेि राज्य में राष्ट्रीय रािमागग-21 (अब राष्ट्रीय रािमागग-205 एवं राष्ट्रीय रािमागग-154) के दकरतपरु -नेरचौक-मनाली खंड के दकलोमीटर 119.965 से दकलोमीटर 178.795 और दकलोमीटर 0.000 से दकलोमीटर 2.003 तक उपयोग के जलए िी गई नीच े िी गई सारणी 1 के स्ट्तभं (1) में जवजनर्िगष्ट वाहनों के प्रकार पर जनवल सड़क खंड लंबाई 25.544 दकमी [सारणी-2] तथा 36.080 दकलोमीटर [सारणी-4] की समतल्ु य संरचना लंबाई (3.608 दकमी जिनकी लंबाई 60 मीटर से अजधक) के जलए चार या अजधक लेन खंड के गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और िल्ु क प्लािा स े बीस दकलोमीटर की िरू ी के भीतर जनवास करने वाले व्यजि के जलए माजसक पास की िर वर्ग 2025-26 के जलए 340/- रुपए (रुपए तीन सौ चालीस मात्र) ह ैऔर उि जनयमों के प्रावधानों के अनुसार प्रजतवर्ग सिं ोधन के जलए अध्यधीन ह।ै 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत ः सारणी-5 सिं ये धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्यता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भगु तान िुल्क भुगतान की तारीख से एक मास की राजि का िो-जतहाई पचास 6. जिस जज़ले में िुल्क प्लाज़ा जस्ट्थत है, वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के तहत चलने वाल े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन के जलए जनधागररत िर का 50% होगा, बित ेऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 7. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1क के अनुसार अनुप्रयोज्य िल्ु क के समतुल्य िल्ु क का भगु तान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 9. उि जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. उपयुगक् त सारणी-1 म ें यथा-उजल्ल जखत आधार वर् ग 2007-08 के जलए प्रजत दक.मी. िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों स े िल्ु क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खडं की पूरी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 3091.18 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट् थानांतरण, पड़े ों को काटने, इत्य ादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 19th March, 2026 S.O. 1435(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. No. 2006 (E) dated 20.08.2012 and S. O. No. 4173 (E) dated 27.12.2016 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km. 73.200 to Km 190.000 (Kiratpur to Nerchowk Section) and from Km. 190.000 to Km. 310.400 (Nerchowk to Manali Section) of National Highway No. 21 (New NH- 205 & NH-154) in the State of Himachal Pradesh to the National Highways Authority of India (herein after referred to as the “Authority”) respectively. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilo-metres from the fee plaza is Rs 340/- (Rs. Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- TABLE-5 Amount Payable Maximum number of Period of validity one-way journeys allowed One and half times of the fee for one Way Two Twenty-four hours from the journey time of payment Two-third of amount of the fee payable For Fifty One month from date of fifty single journeys payment 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 3091.18 crore. [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed].
