राष्ट्रीय रािमाग ग िुल्क जनयमों के जनयम 4(5) और जनयम 4(6) का अनुपालन सुजनजश्चत करेगा, िैसा दक ताजलका-1 में जवजनर्िगष्ट ह।ै 5. ऐसे व्यजक्त के जलए माजसक पास की िर िो गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन का स्ट्वामी ह ै तथा िुल्क प्लािा से बीस दकलोमीटर की िरू ी के भीतर रहता ह,ै वर् ग 2024-25 के जलए 340.00 रुपय े (तीन सौ चालीस रुपय ेमात्र) ह,ै िो प्रावधानों के अनुसार उक्त जनयम में प्रत्येक वर्ग के संिोधन के अधीन ह।ै 6. रािमागग खंड पर एक से अजधक यात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंग,े अथागत: सारणी – 5 अनज्ञु ात एकतरफा यात्राओं की सिं ेय धनराजि वधै ता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िुल्क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान पचास भुगतान की तारीख से एक मास िुल्क की राजि का िो – जतहाई 7. िुल्क प्लाजा जस्ट्थत होने वाल े जिले म ें पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हों।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 8. दकसी यांजत्रक वाहन पर जनयमों के अंतगतग उसकी श्रेणी के जलए जनर्िगष्ट अनुज्ञेय भार से अजधक भार लिा हुआ है, तो उसे प्लािा पार करन े के जलए राष्ट्रीय रािमागग का उपयोग करने की अनुमजत तब तक नहीं िी िाएगी िब तक दक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजक्त, उक्त जनयमों में लागू प्रावधान के अनुसार िल्ु क संग्रहण एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िल्ु क का भुगतान करने के जलए उत्तरिायी होगा, अथातग -् : अजधकतम अनज्ञु ये सकल वाहन भार स े आधार िर म ेंगणु न कारक िल्ु क अजधक भार का प्रजतित (1) (2) (3) 0% से 20% िो >20% उपयोगकतागओं की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 10. आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, िैसा दक ऊपर सारणी-1 म ें उल्लेख दकया गया ह,ै यांजत्रक वाहनों से ली िाने वाली िल्ु क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा की िाएगी। प्राजधकरण द्वारा इस े कांसेसनायर के माध्यम स े अग्रं िे ी और स्ट्थानीय भार्ा म ें कम स े कम एक समाचार पत्र म ें प्रकाजित करवाया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत करार के प्रावधानों के अनुसार वार्र्गक रूप से संिोजधत दकया िाएगा और प्रकाजित दकया िाएगा; बित े दक ऐसा संिोधन िुल्क के पूववग ती संिोधन NOTIFICATION New Delhi, the 27th March, 2025 S.O. 1501(E).— Whereas, by the notification of the Government of India in the Ministry of Road Transport and Highways, number S.O. 3492( E) dated 31.10.2017 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the Stretch from Gundugolanu-Devarapalli-Kovvuru Section (for the length of 69.88 kilometer) of National Highway 16 in the State of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”). And whereas pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an agreement (hereinafter referred to as said Agreement) with NHIT Southern Projects Private Limited ("NSPPL"), and having its registered office at 325, 3rd Floor, D21 Corporate Park, Sector 21. Dwarka, Dhulsiras, New Delhi, South West Delhi-110077. Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and any other its amendments notified thereof till signing of the Agreement and in supersession of the Notification Number S.O. No.3616(E) dated 03.09.2021, except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section of the said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the Four lane Gundugolanu-Devarapalli-Kovvuru from Design Km 15+320 to Design Km 85+204 of NH-16 in the state of Andhra Pradesh (hereinafter referred to as the ‘said section’), for net road length of 24.359 Km (Table 2) at 100 % of the rates specified in Column (2) of Table 1 below and for equivalent structure length (having length more than 60m) of 18.32 Km (having length 1.832 Km, Table 4) and at one and a half times of the base rate for use of bypasses, costing rupees ten crore or more, having length of 43.693 Km (Table 3) for the four or more lane section on the type of vehicles specified in Column (1) of Table 1 and authorises the said Concessionaire to collect and retain the fee on and from the date of commercial operation or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement. The Authority shall ensure compliance with Rule 4(5) and Rule 4(6) of the NH Fee Rules while determining the user fee rate to be levied on mechanical vehicles, as specified in Table-1. 5. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of said Rules. 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 8. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The driver or owner or a person in-charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency as per the applicable provision in the said rules, namely: - Percentage of excess load Multiplying Factor over Maximum Permissible Gross Fees to the base rate Vehicular Weight (1) (2) (3) 0% to 20% Two [(Fees applicable for such category of >20% to 40% Four mechanical vehicle under sub-rule (2)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 Percentage of excess load Multiplying Factor over Maximum Permissible Gross Fees to the base rate Vehicular Weight >40% to 60% Six of rule 4) x (Multiplying factor)] >60% to 80% Eight >80% and Above Ten 9. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
