L.-33004/99 सी.जी.-डी.एल.-अ.-27012025-260504 CG-DxLx-xEG-I2D7H0x1x2x0 25-260504 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 444] नई दिल्ली, िुक्रवार िनवरी 24, 2025/माघ 4, 1946 No. 444] NEW DELHI, FRIDAY, JANUARY 24, 2025/MAGHA 4, 1946 सड़क परिवहन औि िाजमार् गमत्रं ालय अजधसचू ना नई दिल्ली, 24 िनवरी, 2025 का.आ. 448(अ).— िबदक, केन्द्र सरकार न े राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना स. का. आ. 3033(अ), तारीख 22 िून 2018 के द्वारा उत्तर प्रिेि राज्य में राष्ट्रीय रािमाग गसं. 92(नया रा.रा.मागग स-ं 234 को उत्तर प्रिेि राज्य सरकार को सुपुि ग कर दिया ह।ै अतः अब, राष्ट्रीय रािमाग ग फीस (िरों का जनधागरण और सग्रं ह) जनयम, 2008 (िो इसके आग े ‘उक्त जनयम‘ के रूप में उजल्लजखत ह)ै के जनयम 3 के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, केंरीय सरकार, एतद्द्वारा उत्तर प्रिेि राज्य में राष्ट्रीय रािमाग ग संख्या-92 (नया एनएच-234) के जडिाइन दकलोमीटर 0.000 से दकलोमीटर 57.346 (मौिूिा दकमी 0.433 से दकमी 57.588) जववर गााँव से इटावा खंड तक पेव्ड िोल्डर सजहत 2 लेन के उपयोग हते ु 57.183 दकमी की जनवल सड़क खण्ड लंबाई के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्ट आधार िर के 60 प्रजतित पर और समतुल्य संरचना लंबाई (लंबाई 60 मीटर से अजधक) 1.63 दकमी (ताजलका-3) के उपयोग हते 0.163 दकमी की जनवल सड़क खण्ड लंबाई के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्ट आधार िर के 60 प्रजतित पर नीचे िी गई ताजलका 1 के कॉलम (1) में यांजत्रक वाहनों के प्रकार पर फीस उिगृहीत करती ह ै तथा भारतीय राष्ट्रीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध्यम स े उक्त फीस के सग्रं हण के जलए प्राजधकृत करती है, अथागत:- 634 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन के प्रकार आधार वर् ग 2007-08 के जलए फीस की प्रजत दक.मी. आधार िर (रु. म)ें (1) (2) कार, िीप, वैन या हल्के मोटर वाहन 0.65 हल्के वाजणजज्यक वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाल ेवाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एचसीएम) या अथग मूववंग उपस्ट्कर (ईएमई) 3.45 या बहुधुरीय (एमएवी) (4 से 6 धुरी वाले) जविाल आकार के वाहन (7 या अजधक धरु ी वाल)े 4.20 1. इसके अंतगगत उिगृहीत और संग्रहीत की िान े वाली फ़ीस ऐसे पथकर प्लािा के जलए जवजनर्िगष्ट सड़क लंबाई हते ु पथकर प्लािा पर िेय और संिये होगी, अथागत:- ताजलका -2 पथकर प्लािा का अवस्ट्थान (चनै िे ) लबं ाई (दक.मी. म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क सिं ेय ह।ै सिं ेय ह ै उत्तर प्रिेि राज्य के इटावा जिले के 57.183 पेव्ड िोल्डर सजहत 2-लेन के जलए बख््यारपुर और बहािरु पूर लोजहया उक्त ताजलका - 1 म ेंउजल्लजखत गााँव में एन.एच.-92 (नया एन.एच- आधार िर का 60 प्रजतित 234) पर जडिाइन दक.मी. 44.775 पर कुल योग 57.183 - 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल्क प्लािा (प्लािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लम्बाई को गुणा करके रािमागग की समतुल्य लंबाई म ेंअवसंरचनाओं की लम्बाई को पररवर्ततग करके जनम्नजलजखत िुल्क भी िेय ओर संिेय होगीः - ताजलका -3 पथकर प्लािा का अवस्ट्थान सरं चनाओं की लबं ाई (दकमी सड़क की लबं ाई (दकमी िये (चनै िे ) म)ें को समतल्ु य सड़क लबं ाई म)ें म ेंपररवर्ततग दकया िाएगा[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 उत्तर प्रिेि राज्य के इटावा पेव्ड िोल्डर सजहत 2-लेन जिले के बख््यारपरु और के जलए उक्त ताजलका - 1 म ें बहािरु पूर लोजहया गााँव म ें 0.163 उजल्लजखत आधार िर का एन.एच.-92 (नया एन.एच- 0.163 60 प्रजतित 234) पर जडिाइन दक.मी. 44.775 पर जववरण जनम्नानुसार ह:ै- क्र. स. ं चनै िे सरं चना का प्रकार लबं ाई (दकमी म)ें दकमी स े दकमी स े 1 2+136 2+220 बड़ा पुल 0.084 2 15+423 15+502 बड़ा पुल 0.079 कुल योग 0.163 3. गरै -वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रयों वाहन के स्ट्वामी और पथकर प्लािा स े बीस दक.मी. की िरू ी के भीतर जनवास करने वाले व्यजक्त के जलए माजसक पास की िर वर्ग 2024-25 के जलए 340.00 रू. (तीन सौ चालीस रुपए मात्र) ह ैउक्त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध्यधीन ह।ै 4. रािमागग खंड पर बहु यात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत ् ताजलका-4 सिं ेय राजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान योग्य पचास भुगतान की तारीख से एक मास िुल्क की राजि का िो जतहाई 5. िुल्क प्लािा जस्ट्थत होने वाले जिले में पंिीकृत वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह ेवाहनों को छोड़कर) के जलए िल्ु क उस श्रणे ी के वाहन के हते ु जनधागररत िर की 50 प्रजतित होगी, बिते दक ऐसे वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजक्त, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल्य फीस का भगु तान करन े के कलए उत्तरिायी होगा और वह रािमागग खडं का प्रयोग करने की तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनो की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप्त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्पक सड़क इ्यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 8. उक्त जनयमों के जनयम –12 के अनुसार उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िायेगा। 9. यांजत्रक वाहनों से फीस की वास्ट्तजवक राजि उपयक्तुग ताजलका-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा खंड की पूरी हो गई लम्बाई के आधार पर की िाएगी और उसे उक्त जनयमों के जनयम-5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्राक्कजलत पिूं ीगत लागत रु 211.09 करोड़ रू0 ह।ै भूजम अिनग , सावगिजनक िन सुजवधाओं के स्ट्थानांतरण, पेड़ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह।ै इसजलए, पूंिीगत लागत पररवतगन के अध्यधीन ह।ै प्राप्त प्रयोक्ता फीस के माध्यम से वसलू की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. सं. पीआईयू/एमओआरटीएच/एफआरके/एएन.एच.-92-2/टोल प्लािा/2024-25/ई-242467] कमलेि चतुवेिी, संयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th January, 2025 S.O. 448(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways S.O. 3033 (E) dated 22.06.2018 issued under Section 5 of the National Highway Act, 1956 (48 of 1956), the Central Government has entrusted the National Highway No. 92 (New NH-234) in the State of Uttar Pradesh to the State Government of Uttar Pradesh. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column (2) of the Table 1 for net road section length of 57.183 km [Table-2] at 60% of the base rate for 2 lane with paved shoulder section and for equivalent structure length (having length more than 60m) 1.63 km (having length of 0.163 km [Table-3]) at 60 % of the base rates for the use of two lane with paved shoulder of Bewar Village to Etawah section from design kilometer 0.000 to kilometer 57.346 (existing km 0.433 to km 57.588) of National Highway number 92 (New NH-234) in the State of Uttar Pradesh and authorizes the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely Table 1 Base rate of fee per km for the base Type of vehicle year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 340.00 (Rupees Three Hundred Forty Only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table 4 Maximum number of one-way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Twenty-four hours from the Two journey time of payment Two-third of amount of the fee payable for One month from date of Fifty fifty single journeys. payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 211.09 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
