प्रयोिा िल्ु क एकत्र दकया िाएगा। फेि-1 (पैकेि-1, 2 और 3) पर दकसी भी इंटरचेंि िल्ु क प्लािा का उपयोग दकए
जबना, दकमी 14+226/756 िुल्क प्लािा म ें प्रवेि करन े या बाहर जनकलन े वाल े वाहनों के जलए, प्रयोिा िुल्क पैकेि
(चरण-2/चरण-3 के पैकेि) में बाि के िुल्क प्लािा पर एकत्र दकया िाएगा।
7. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः्

8. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनज्ञु ेय भार स े अजधक भार लि े यांजत्रक वाहन का चालक या
स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल सग्रं हण एिेंसी को ऐसी श्रणे ी के
वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10 के उप जनयम 1ए के अनुसार अनुप्रयोज्य िुल्क के समतल्ु य िल्ु क का
भुगतान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक
ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता।
9. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञये भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड,
वैकजल्पक सड़क इत्यादि जनयमों म ें जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी।[भाग II—खण्ड 3(ii)] भारत का रािपत्र : असाधारण 7
10. उि जनयमों के जनयम 12 के अनुसार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया
िाएगा।
11. उपयिुग सारणी – 1 म ें यथा उजल्लजखत आधार वर्ग 2007-2008 के जलए प्रजत दक.मी. िुल्क की आधार िर
के आधार पर यांजत्रक वाहनों स े िल्ु क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई
के आधार पर की िाएगी और उसे उि जनयमों के जनयम5 के अनुसार प्रजतवर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े
अँग्रेिी और क्षेत्रीय भार्ा के कम स े कम एक–एक समाचार पत्र म ें प्रकाजित दकया िाएगा।
12. इस पररयोिना की अनुमाजनत पूंिीगत लागत 8431.15 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता
स्ट्थानांतरण, पड़े ों को काटने, इत्यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतनग के
अध्यधीन ह।ै प्राप्त प्रयोक्ता िल्ु क के माध्यम स े वसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकॉडग रखा िाएगा।

NOTIFICATION
New Delhi, the 16th June, 2025
S.O. 2712(E).—Whereas by notification of the Government of India in the Ministry of Road
Transport and Highways number S.O. 1030(E) dated 08.03.2022 issued under section 11 of the National Highways
Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the entire stretch of NE-7 (The
expressway (under construction Green Field) starting from its junction with NH-75 & NH-207 near Hoskote
connecting Malur, Bangarpet, Bethamangala in the state of Karnataka, Baireddypalle, Bangarupalem in the state of
Andhra Pradesh, Gudipala, Walajahpet, Arakkonam, Kancheepuram and terminating at its junction with NH No. 48
near Sriperumbudur in the State of Tamil Nadu) falling in the States of Karnataka, Andhra Pradesh & Tamil Nadu to
the National Highways Authority of India (herein after referred to as the “Authority”)
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of
1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and
amended from time to time (herein after referred to as the “Rules”), the Central Government, hereby levies the fee at
125% of the rate specified in Column (2) of the Table 1 (here in after referred to as “ base rate”) net road section
length as per distance matrix (Table-3) and for equivalent structure length (having length more than 60m, as per
distance matrix, Table-5) on the type of vehicles specified in Column (1) of the Table 1 below for the use of four or
more lane section from Km (-)00.700 to Km 71.000 (length 71.700 Km) on Phase-1 (Pkg-1, Pkg-2 & Pkg-3) (along
with 0.700 km approach towards NH 207 with interchange on NH-4 at Start Point of Bangalore to Bethamangala
Section) of NE-7 in the State of Karnataka, which is part of Expressway notified as NE-7 vide S.O.No.1030(E) dated
08.03.2022 and authorises the Authority to collect the said fee under the “Closed User Fee Collection System”, either
through its officials or through a contractor, namely:-

6. The vehicle entering from any Interchange Fee Plaza will be recorded at the Entry Fee Plaza and User Fee will
be collected at Exit Fee Plaza for the road section used by the vehicle between Entry and Exit Fee Plazas. For vehicles
entering or exiting at km 14+226/756 Fee Plaza, without using any Interchange Fee Plaza on Phase-1 (Pkg-1, 2 & 3),
the user fees will be collected at the subsequent Fee Plazas in Packages (Pkgs of Phase-2/Phase-3).
7. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

8. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load
specified for its category, shall be liable to pay fee for entering the over loaded vehicle on the National Highway to the
fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to
make use of the highway section unless the excess load has been removed from such mechanical vehicle.
9. All definitions including category of mechanical vehicles, its permissible load, and category of exempted
vehicles, service road, alternative road etc. shall be as per definitions specified in the rules
10. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
11. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual
amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the
basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the
same shall be published in at least one newspaper, each in English and vernacular language accordingly.
12. The estimated capital cost of the project is Rs. 8431.15 Cr. The capital cost is subject to variation as the
activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. Authority shall maintain a record
of the recovery of capital cost through user fee realised.
