(चार स ेछह धरु ी वाल)े बड़े आकार वाल े वाहन (सात या अजधक धरु ी वाल े ) 4.20 1. इसके अंतगगत उिगृहीत और संगृहीत फीस ऐसे पथकर प् लािाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत पथकर प् लािाओं म ें िये और सिं ेय होगी, अथागत:- सारणी - 2 िल्ु क प्ल ािा का अवस्ट्थ ान (चने िे ) लबं ाई (दकमी म)ें जिसके जलए िल्ु क सिं ेय ह ै िर जिस पर िल्ु क सिं ेय ह ै तजमलनाडु राज्य के तंिावुर जिले के 15.760 चार या अजधक लेन के वेम्बुकुडी गांव में एनएच-45सी (नई संख्या जलए ऊपर सारणी 1- म ें 3 6) के जडिाइन दकमी 152.000 पर। उजल्लजखत आधार िरों का 100% 2. उपयुगि के अजतररि, 10 करोड़ रुपये या उससे अजधक लागत के बाइपास के वामी और पथकर प्ल ािा से बीस दकमी की िरू ी के भीतर जनवास करने वाले व् यजक्त के जलए माजसक पास की िर वषग 2024-25 के जलए 340/- रुपए (तीन सौ चालीस रुपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवषग संिोधन के अध् यधीन ह ै । 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी-5 सिं ेय धनराजि अनज्ञु ात एकतरफा यात्राओं की जवजधमान्द्यता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय स े चौबीस घंटे4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख स े एक मास िुल्क की राजि का िो-जतहाई पचास 6. िुल्क प् लािा जस्ट् थत होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िल्ु क उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित े दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों । 7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स े अजधक भार लि े यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल्य फीस का भगु तान करन े के जलए उत्तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता । 8. सभी पररभाषाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभाषाओं के अनुरूप होंगी । 9. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा । 10. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुगक्त ताजलका-1 में यथा-उजल्ल जखत आधार वषग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा खडं की पूरी हो गई लंबाई के आधार पर की िाएगी और उस े उक्त जनयमों के जनयम 5 के अनुसार प्रजत वष ग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्रं ेिी और क्षेत्रीय भाषा के कम स ेकम एक-एक समाचार पत्र म ेंप्रकाजित दकया िाएगा । 11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 3213.37 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट् थानांतरण, पेड़ों को काटन,े इत् यादि कायगकलापों को अभी परू ा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयोक्त ा फीस के माध् यम स े वसूल की गई पूंिीगत लागत December, 2024 S.O. 5640(E).—Whereas, by notification of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.0.1726 (E), dated the 06th December, 2005, issued under section 11 of the National Highways Authority of India Act,1988 (68 of 1988), the Central Government has entrusted National Highway No.45C (The Highway starting from its junction with NH-67 near Thanjavur connecting Kumbakonam, Sethiyathope, Neyveli Township, Vadalur, Panruti and terminating at its junction with NH45 near Vikravandi) in the State of Tamil Nadu respectively to the National Highways Authority of India (hereinafter referred to as the Authority); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of rates and Collection) Rules, 2008 and subsequent amendments (hereinafter referred to as the "rules"), the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column(2) of the Table 1 for net road section length of 15.760 Km [Table 2] [for the use of four and more lane section] and for equivalent structure length (having length more than 60m) of[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 6.40 Km (having length of 0.640 Km [Table-4]) and at one and one half times the base rate for bypasses having length of 31.435 Km [Table-3] costing rupees ten crore or more on the type of vehicles specified in column (1) Table-1 below of the four laning of Cholpauram – Thanjavur section from design Kilometer 116.440 to Kilometer 164.275 (existing Km 111.000 to Km 164.615) of National Highways Number-45C (New No.36) in the State of Tamil Nadu and The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.340/- (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table-5 Maximum number of one-way Amount Payable Period of validity journeys allowed One and one-half times of the fee for Twenty-four hours from the Two one way journey time of payment Two-third of amount of the One month from date of Fifty Fee payable for fifty single journeys payment 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rs.3213.37 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately.
