(दक.मी. म)ें म)ें राजस्ट्थान के ईदयपरु जडजाआन दकमी जडजाआन 21.686 688.50 चार ऄथवा ऄजधक जजले में डाकन दक.मी. एनएच-48 का लेन के जलए, उपर कोथरा गााँव के पास 0.000 23.883 ईदयपुर सारणी-1 में एनएच-48 के (एनएच 76 का (एनएच-8 का बाइपास ईजल्लजखत अधार जडजाआन दकमी मौजूदा दकमी मौजूदा दकमी दरों का 150% 14.768 पर 118.500) 287.400 2. ईपयुगि के ऄजतररि, जनम्नजलजखत संरचनाओं, जजनकी लंबाइ 60 मीटर से ऄजधक ह,ै के ईपयोग के जलए ऐसी संरचनाओं की लंबाइ को समकरण गुणक 10 स े गणु ा करके राजमाग ग की समकक्ष लबं ाइ में पररवर्ततत करत े हुए, जनम्नजलजखत िुल्क प्लाज़ाओं पर, जनम्नजलजखत िल्ु क भी िोध्य और संदेय होगा: सारणी-3 िल्ु क प्ल ाजा की ऄवजस्ट्थजत (चने जे ) सरं चनाओं की लबं ाइ^ सड़क की दर जजस पर िल्ु क सदं ेय ह ै (दकमी म)ें को सड़क की समकक्ष लबं ाइ समकक्ष लबं ाइ म ें (दकमी म)ें पररवर्ततत दकया जाना ह ै राजस्ट्थान के ईदयपरु जजले में डाकन चार ऄथवा ऄजधक लने के जलए, उपर कोथरा गााँव के पास एनएच-48 के 2.197^ 21.970 सारणी-1 में ईजल्लजखत अधार दरों का जडजाआन दकमी 14.768 पर 100%[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 ^जववरण जनम्नानुसार ह:ै चने जे सरं चना का प्रकार लबं ाइ (दक.मी. म)ें दक.मी. स े दक.मी. तक 1 0.731 1.136 वायाडक्ट सह अरओबी 0.405 2 4.106 4.213 बड़े पलु 0.107 3 8.190 9.210 वायाडक्ट सह अरओबी 1.020 4 16.493 16.593 बड़े पलु 0.110 5 17.117 17.267 बड़े पलु 0.150 6 22.971 23.376 ग्रेड सेपरेटर आंटरचेंज 0.405 कुल 2.197 3. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा स े बीस दकलोमीटर तक की दरू ी में ही रहता/रहती हो, ईसके जलए वर्ग 2023-24 के जलए माजसक पास की दर 330.00 रूपए (तीन सौ तीस रूपये मात्र) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वर्ग संिोधन दकया जायेगा। 4. राजमाग ग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः् सारणी-4 देय राजि ऄनमु त एकतरफा यात्राओं की वधै ता ऄवजध ऄजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान िुल्क की पचास भुगतान की तारीख स े एक माह राजि का दो-जतहाइ 5. जजस जजले में िल्ु क प्लाजा पड़ता ह ै ईस जजल े में पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के वाहन के जलए जवजनर्ददष्ट िल्ु क का 50% होगा, बित े दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 6. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लद े हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िुल्क सग्रं हण एजेंसी को जनयम 10 के ईप जनयम 1ए म ें जवजनर्ददष्ट के ऄनुसार िल्ु क का भुगतान करना होगा और ईस े राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा नहीं ददया जाए। 7. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं ईि जनयमों में जवजनर्ददष्ट पररभार्ाओं के ऄनुसार होंगी। 8. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकताओंग की जानकारी के जलए िल्ु क की दरों को प्रदर्तित दकया जाएगा । 9. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जान े वाल े वास्ट्तजवक िल्ु क और छूट की गणना खडं के परू े कर जलए भाग की लम्बाइ के अधार पर प्राजधकरण द्वारा की जाएगी और ईक्त जनयमों के जनयम 5 के ऄनुसार ईसमें वार्तर्क तौर पर संिोधन दकया जाएगा तथा आसे ऄंग्रेजी और स्ट्थानीय भार्ा के कम-से-कम एक एक समाचार पत्र म ें प्रकाजित करवाया जाएगा। 10. पररयोजना की ऄनुमाजनत पजूं ीगत लागत 1342.01 करोड़ रुपए ह।ै [पूंजी लागत म ें पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, ईपयोजगता सेवाओं की जिवटटग, पेड़ों की कटाइ अदद जैसी गजतजवजधयां ऄभी पूरी की जानी ह ैं और ऄंजतम पूंजीगत लागत ऄलग स े ऄजधसूजचत की जाएगी]। प्राजधकरण द्वारा वसूल दकए गए प्रयोिा िल्ु क के जररए पूंजीगत लागत की वसूली का ररकॉडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश्चात लगाए जाने वाल ेिुल्क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आसमें वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. सं. एनएचएअइ/13013/सीओ/23-24/िुल्क ऄजधसचू ना/ईदयपरु बाइपास (दक.मी. 0.000 से दक.मी. 23.833/इ-227322)] सुमन प्रसाद वसह, संयुि सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 3rd October, 2023 S.O. 4353(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 78 (E) dated the 04th February 1999 issued under Section 11 of the National Highway Authority of India Act 1988 ( 68 to 1988), the Central Government has entrusted Km. 0.0 to Km. 388.0 of Ajmer to Rajasthan/Gujarat Border section of National Highway No.8 in the state of Rajasthan to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column (2) of the Table 1 for equivalent structure length (having length more than 60m) of 21.970 Km. (having length of 2.197 Km.) and at one and one half times the base rate for bypasses having length of 21.686 Km. costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for the use of four or more lane of Udaipur Bypass from Design km. 0.000 to km. 23.883 (Connection between NH-76 at Existing Km. 118+500 at Debari to NH-8 at Km. 287+400 at Kaya Village) of National Highway number 48 (Old NH 8 ) in the State of Rajasthan and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:— Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 330.000 (Three Hundred and Thirty Only) for the year 2023-24 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of Period of validity one way journeys allowed One and one-half times of the fee for one Two Twenty four hours from the time of payment way journey Two-third of amount of the fee payable Fifty One month from date of payment for fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 1342.01 crore. [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately]. The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
