4. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा स े
बीस दकलोमीटर तक की दरू ी में ही रहता/रहती हो, ईसके जलए वर्ग 2022-23 के जलए माजसक पास की दर 315.00/-

5. राजमागग खण्ड पर बहुयात्रां हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः्

6. जजस जजल े म ें िुल्क प्लाजा जस्ट्थत ह ै ईसम ें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को
छोड़कर) के जलए िल्ु क ईस श्रणे ी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते के ऐसे वाजणजज्यक वाहनों के
ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो।
7. जो यांजत्रक वाहन ऄपनी श्रणे ी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक
ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार स े लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए
िुल्क सग्रं हण एजेंसी को राष्टर ीय राजमागग िल्ु क जनयमावली के जनयम 10 के ईप जनयम 1ए म ें ईजल्ल जखत िुल् क के बराबर
िुल्क का भगु तान करना होगा और ईसे राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक दक ऐस े

8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस सडक, वैकजल्पक सड़क अदद
सजहत सभी पररभार्ाए ं जनयमों म ें ईजल्लजखत पररभार्ां के ऄनुसार होंगी।
9. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागं की जानकारी के जलए िल्ु क की दर प्रदर्तित दकया जाएगा।
10. उपर सारणी-1 म ें यथा-ईजल्लजखत, अधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार
पर, यांजत्रक वाहनों स े जलए जाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना भारतीय राष्टर ीय राजमागग प्राजधकरण
द्वारा खंडों की पूरी कर ली गइ लम्बाइ के अधार पर की जायेगी और ईसम ें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क
तौर पर संिोधन दकया जाएगा तथा ईसे, तदनुसार, ऄंग्रेजी और स्ट्थानीय भार्ा के कम-से-कम एक-एक समाचार पत्र म ें
प्रकाजित दकया जाएगा।
11. आस पररयोजना की ऄनमु ाजनत पूंजीगत लागत 1670.94 करोड़ रुपए ह।ै पूंजी लागत म ें पररवतगन हो सकता ह ै
क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवां का स्ट्थ ान बदलन,े पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी परू े दकए जान े
िेर् ह।ैं ऄंजतम पूंजीगत लागत को ऄलग स े ऄजधसूजचत दकया जाएगा। प्राजधकरण द्वारा प्रयोगकतागं स े वसूल दकए गए
िुल्क के जररए पूंजीगत लागत की वसूली का ररकाड ग रखा जाएगा और पूंजीगत लागत की वसूली हो जान े के पश् चात,
लगाए जाने वाल े िुल्क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म ें वार्तर्क तौर पर
संिोधन दकया जाएगा।

S.O. 5069(E).—Whereas by notification of the Government of India in the Ministry of Road
Transport and Highways number S.O. No. 4173(E) dated 27.12.2016 issued under section 11 of the
National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the
stretch of National Highway from km 190.00 to km 310.400 (Nerchowk to Manali Section) of National
Highway No. 21 (03) in the State of Himachal Pradesh to the National Highways Authority of India
(hereinafter referred to as the “Authority”);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act,
1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 and amended from time to time (hereinafter referred to as the “said Rules”), and in
supersession of the notification bearing S.O. 3303 (E) dated 16th September 2019, the Central Government
hereby levies the fee at 60% of the base rate specified in column (2) in Table 1 for net road section length
of 33.516 km and for equivalent structure length (having length more than 60m) of 3.29 Km (having length
of 0.329km) for use of the Two Lane with paved shoulders and at 100% of the base rate for road length
15.120 km and for equivalent structure length 6.160 km (having length of 0.616km) and at one and one half
times of the base rate for bypass having length 8.739 Km costing rupees ten crore or more on the type of
vehicle specified in column (1) of the Table 1 below for the use of Takoli to Kullu section and Kullu to
Manali section 205.098 to km 263.418 of National Highway 21 (New NH-3) in the state of Himachal
Pradesh and authorizes the Authority to collect, either through its officials or through a contractor, the said
fee, namely:-

1. The fee levied and collected hereunder shall be due and payable at the Fee Plaza for net road length
specified for such Fee Plaza namely:

3. In addition to above, the following fee shall also be due and payable for the use of the following
structures having length more than 60m at the following Fee Plaza, by converting the length of structures
into an equivalent length of highway by multiplying the length of such structures by an equalization factor
of 10:-

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-
commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 315.00
(Rupees Three Hundred Fifteen only) for the year 2022-23 and is subject to revision every year as per the
provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
5. For multiple journeys on the highway section, passes shall be issued at the following rates,
namely:

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the
district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to ten times of the fee applicable to such category
of mechanical vehicle and shall not be entitled to make use of the highway section unless the excess load
has been removed from such mechanical vehicle.
8. All definitions including category of mechanical vehicles, its permissible load, category of
exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said
rules.
10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the
actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the
Authority on the basis of the completed length of the section and revised annually in accordance with the
rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and
vernacular language accordingly.
11. The estimated capital cost of the project is Rupees 1670.94 Crore. The capital cost is subject to
variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The
final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital
cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40%
of the rates and shall be revised annually in accordance with the said rules.
