[जिसमें 40.612 दक.मी. सड़क, 26.245 दक.मी. बाइपास, और 0.414 दक.मी. की चार लेन सरचनाएं िाजमल ह ै(जिनकी लम्बाई 60 मीटर से अजधक ह)ै और जिसकी समकक्ष लम्बाई 4.140 दक.मी. ह]ै और 0.072 दक.मी. की िो लेन सरचनाएं (जिनकी लम्बाई 60 मीटर से अजधक ह)ै और जिसकी समकक्ष लम्बाई 0.72 दक.मी. ह]ै सारणी 1 के स्ट्तम्भ (2) में जवजनर्िष्टग िर पर (जिसे इसके पश् चात् ‘‘आधार िर‘‘ कहा गया ह)ै , नीचे सारणी 1 के स्ट्तम्भ (1) में जवजनर्िष्टग प्रकार के वाहनों पर िुल्क उद्ग्रहीत दकया िाएगा और उि ररयायतग्राही को कायागरंभ करने की तारीख को तथा उस तारीख से अथवा इस अजधसूचना के रािपत्र में प्रकािन पर, िो भी बाि में हो, करार में जवजनर्िष्टग समापन की तारीख तक िुल्क संग्रहीत तथा प्रजतधाररत करने हते ु प्राजधकृत करती है। यह िुल् क अजधसूचना टीटटी पररयोिना पर कायागरंभ करने की तारीख से प्रभावी होगी:- सारणी 1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी.* चार या अजधक लने के एनएच खडं के जलए िल्ु क की आधार िर (रुपय ेम)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के माल वाहक वाहन अथवा जमनी बस 1.05 बस या रक (िो धुरी वाले) 2.20 तीन धुरी वाले वाजणजज्यक वाहन 2.40 भारी संजनमागण मिीनरी (एच.सी.एम॰) या अथग मूलवंग उपस्ट् कर (ई.एम.ई) 3.45 या बहुधुरीय वाहन (एम.ए.वी.) ै योग्य ह ै 1. एनएच-30 के दक.मी. 840.567 40.612 दक.मी. ऊपर सारणी-1 में उजल्लजखत (पुराने एनएच-7 का दक.मी. आधार िरों का 100% [60 मीटर से अजधक लंबी संरचनाओं और 10 426.967) पर मोहतरा टोल प्लािा करोड़ से अजधक लागत वाले बाईपास की लंबाई को छोड़कर) 2. उपरोि के अलावा 10 करोड़ रुपये से अजधक की लागत वाले बाईपास के उपयोग हते ु ऐसे टोल प्लाजा(ओं) के जलए उजल्लजखत बाईपास की जनवल लंबाई के जलए जनम्नजलजखत टोल प्लाजा पर जनम्नजलजखत िुल्क िये तथा भुगतान योग्य होगा- टोल प्लािा का बाईपास का नाम और स ेप्रारंभ पर जवलय बाईपास की लम्बाई िर जिस पर िल्ु क स्ट्थ ान (चने िे ) स्ट्थान (दकलोमीटर म)ें जिसके भुगतान योग्य ह गुणा करके रािमागग की समकक्ष लम्बाई में पररवर्तगत करते हुए, जनम्नजलजखत िुल्क प्लािा (प्लािाओं) पर, जनम्नजलजखत िुल्क भी िोध्य और संिये होगाः क. चार लेन संरचनाओं के जलए टोल प्लािा का स्ट्थ ान सड़क की लबं ाई के समकक्ष सड़क की समकक्ष लम्बाई िर जिस पर िल्ु क भुगतान योग्य है (जवद्यमान दक.मी.) पररवर्ततग सरं चना की लबं ाई (दक.मी. म)ें (दक.मी. म)ें एनएच-30 के दक.मी. 840.567 0.414 4.140 ऊपर सारणी-1 में तक की िरू ी में ही रहता/रहती हो, उसके जलए वर्ग 2023-24 के जलए माजसक पास की िर 330.00/-रूपए (तीन सौ तीस रूपए मात्र) होगी और राष्ट्रीय रािमागग िुल्क (िरों का अवधारण एवं संग्रहण) जनयम, 2008 के प्रावधानों के अनुसार उसमें प्रत्येक वर्ग संिोधन दकया िायेगा। 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागत्ः सिं ये राजि अनज्ञु ात एकतरफा यात्राओं की अजधकतम जवजधमान्द्यता की अवजध सख्ं या एकतरफा यात्रा के जलए िुल्क का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए संिेय िुल्क की पचास भुगतान की दिनांक से एक माह राजि का िो-जतहाई 6. जिस जिले में िुल्क प्लािा जस्ट्थत है, उसमें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह ेवाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस सड़क अथवा वैकजल्पक सड़क उपलब्ध न हो। 7. िो यांजत्रक वाहन अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार की अपेक्षा अजधक भार से लिा हुआ होगा उसके चालक अथवा माजलक अथवा प्रभारी व्यजि को ऐसे अजधक भार से लिे हुए वाहन को राष्ट्रीय रािमागग में प्रवेि कराने के जलए िुल्क संग्रहण एिेंसी को जनम्नानुसार िुल्क का भुगतान करना होगा अजधकतम अनमु ये सकल वाहन भार स ेअजधक आधार िर का गणु क कारक िल्ु क भार का प्रजतित (1) (2) (3) 0% to 20% िो [(जनयम 4 के उप-जनयम (2) के तहत यांजत्रक >20% to 40% चार वाहन की ऐसी श्रेणी के जलए लागू िुल्क) x >40% to 60% छह (गुणक कारक)] >60% to 80% आि >80% तथा अजधक िस[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 8. यांजत्रक वाहनों की श्रेणी, उनके जलए अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाएं उि जनयमों में जवजनर्िष्टग पररभार्ाओं के अनुसार होंगी। 9. उि जनयमों के जनयम 12 के अनुसार, प्रयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा। 10. ऊपर ताजलका-1 में यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना प्राजधकरण द्वारा पररयोिना रािमागग की पूरी कर ली गई लम्बाई के आधार पर की िायेगी। उसे प्राजधकरण द्वारा कंसेसनायर के माध्य म से अंग्रेिी और स्ट्थानीय भार्ा के कम-से-कम एक समाचार पत्र में प्रकाजित करवाया िाएगा और तत् पश् चात ररयायत करार के प्रावधान एवं उक् त जनयमों के जनयम 5 के अनुसार उसमें वार्र्गक तौर पर संिोधन दकया िाएगा और प्रकाजित दकया िाएगा, बिते दक िुल्क के पूवगवती संिोधन की तारीख से 6 (छह) महीने की अवजध के भीतर कोई संिोधन प्रभावी नहीं होगा। [फ़ा. सं. No. 910 (E) dated 21.04.2010, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km 377.600 to Km 544.000 of Katni - Jabalpur – Lakhnadon section of National Highway No. 7 in the State of Madhya Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, in exercise of the powers conferred by Section 7 of the National Highway Act, 1956 (48 of 1956) read with Rule (3) of the National Highway Fee (Determination of Rates and Collection) Rules 2008, the Central Government by notification of the Government of India authorized Authority for levying and collecting fee on mechanical vehicles for the use of stretches as follows: Vide S.O. No. 3981 (E) dated 04.11.2019 for the Rewa – Katni - Jabalpur section from design km 399.657 to km 467.916 (existing chainage km 397.000 to km 465.500 km) of National Highway Number -7 (new NH-30) in the State of Madhya Pradesh. No. 3981 (E) dated 04.11.2019 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said Section of said National Highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement entered between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles at the rate specified in column (2) of the Table 1 for total road length of 67.343 km [including 40.612 km road, 26.245 km bypass, 0.414 km of 4 lane structures (having length more than 60m) with equivalent length of 4.140 km] and 0.072 km of 2 lane structures (having length more than 60m) with equivalent length of 0.72 km] for use of four and more lane sections (hereinafter referred to as “base rate”) on the Type of Vehicles specified in column (1) of the Table 1 below and authorizes the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement. This fee notification shall be effective from the Appointed Date of the ToT project. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty only) for the year 2023-24 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely; Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time of journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules shall be liable to pay fee, for entering the overloaded vehicle on the National Highway to the user fee collecting agency, equal to fee as follows. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 9. Based on the Base Rate of Fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of completed length of the Project Highway. The same shall be got published by the Authority through the Concessionaire in at least one newspaper, each in English and vernacular language and thereafter revised annually in accordance with the rule 5 of the said rules and provision of Concession Agreement and got published, provided that no revision shall be effected within a period of 6 (six) months from the date of the preceding revision of Fee.
