जनम्नजलजखत संरचनाओं, जिनकी लम्बाई 60 मीटर स े अजधक ह,ै के उपयोग के जलए ऐसी संरचनाओं की लम्बाई को समकरण गुणक 10 स े गुणा करके रािमाग ग की समकक्ष लम्बाई म ें पररवर्तगत करत े हुए, जनम्नजलजखत िल्ु क हुआ हो और वह िुल्क प्लािा स े बीस दकलोमीटर तक की िरू ी म ें ही रहता हो, उसके जलए वर्ग 2024-25 के जलए माजसक पास की िर 340.00/-रूपए (तीन सौ चालीस रूपए मात्र) होगी और उि जनयमों के अनुसार उसम ें प्रत्येक वर् ग संिोधन दकया िायेगा। 4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी – 4 सिं ेय राजि अनमु त्य एकतरफा यात्राओं की वधै ता अवजध अजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुणा िो संिाय के समय स े चौबीस घंटे पचास एकल यात्राओं के जलए संिेय िुल्क पचास संिाय की तारीख स े एक मास की राजि का िो-जतहाई 5. जिस जिले म ें िल्ु क प्लािा पड़ता ह ै उस जिल े म ें पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के अधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रेणी के जलए वाहन के जलए जवजनर्िगष्ट िल्ु क का 50% होगा बिते के ऐस े वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड अथवा वैकजल्पक सड़क उपलब्ध न हो। 6. िो यांजत्रक वाहन अपनी श्रेणी के जलए जनधागररत अनुज्ञेय भार की अपेक्षा अजधक भार स े लिा हुआ होगा उसके चालक अथवा माजलक अथवा प्रभारी व्यजि को ऐसे अजधक भार स े लि े हुए वाहन को राष्ट्रीय रािमागग म ें प्रवेि कराने के जलए िल्ु क सग्रं हण एिेंसी को उि जनयमों के जनयम 10 के उप जनयम 1ए के अनुसार िुल्क का भुगतान करना होगा और उसे रािमागग खण्ड का उपयोग करने की तब तक अनुमजत नहीं होगी िब तक दक ऐसे यांजत्रक वाहन स े अजधक भार को हटा न दिया िाए । 7. यांजत्रक वाहनों की श्रेणी, उनके जलए अनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्वगस रोड, वैकजल्पक सड़क आदि सजहत सभी पररभार्ाए ं जनयमों म ें जवजनर्िगष्ट पररभार्ाओं के अनुसार होंगी । 8. उि जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा । 9. ऊपर सारणी-1 म ें यथा-उजल्लजखत, आधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर, यांजत्रक वाहनों से जलए िाने वाले वास्ट्तजवक िल्ु क और छूट की गणना रािमागग पररयोिना के परू े कर जलए भाग की लम्बाई के आधार पर प्राजधकरण द्वारा की िायेगी। उसे प्राजधकरण द्वारा ररयायतग्राही के माध् यम स े अग्रं ेिी और स्ट्थानीय भार्ा के कम-स-े कम एक समाचार पत्र म ें प्रकाजित करवाया िाएगा और तत्प श् चात उक्त जनयमों के जनयम 5 के अनुसार तथा ररयायतग्राही के साथ हुए करार के प्रावधान के अनुसार उसम ें वार्र्गक तौर पर संिोधन दकया िाएगा ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 10. इस पररयोिना की अनुमाजनत पूंिीगत लागत 709.05 करोड़ रुपए ह ै । [पूंिी लागत म ें पररवतगन हो सकता ह ै क्य ोंदक भूजम अिगन, िन-उपयोजगता सेवाओं का स्ट्थ ान बिलन,े पड़े ों की कटाई आदि िैसे दियाकलाप अभी परू े दकए िान े िेर् Government of India in the Ministry of Road Transport and Highways S.O. 2386(E) dated the 20th July 2020 issued under Section 11 of the National Highway Authority of India Act 1988 ( 68 to 1988), the Central Government has entrusted the stretch from km 0.00 to km 47.70 (Barhi-Koderma- upto Jharkhand/Bihar Border section) of National Highway No. 31 (New NH-20) in the state of Jharkhand to the National Highways Authority of India (hereinafter referred to as the “Authority”) Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rule, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 26.907km and for equivalent structure length (having length more than 60m) of 5.930km (having length of 0.593km) on the type of vehicle specified in column (1) of the Table 1 below for the use of four laning of Barhi-Koderma Section from design kilometre 0.000 to kilometre 27.500 of National Highway number 31 in the State of Jharkhand and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km for the base year Type of vehicle 2007-08(in Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to 3.45 sixaxles) Oversized Vehicles (seven or more axles) . 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.000 (Three Hundred and Forty Only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Maximum number of one- Amount Payable Period of validity way journeys allowed One and one-half times of the fee for one way Two Twenty-four hours from the time of journey payment. Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of Rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 10. The estimated capital cost of the project is Rupees 709.05 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately.
