L.-33004/99 सी.जी.-डी.एल.-अ.-22122025-268707 CG-DxLx-xEG-I2D2H1x2x2x0 25-268707 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5704] नई दिल्ली, िुक्रवार, दिसम्ब र 19, 2025/अग्रहायण 28 1947 No. 5704] NEW DELHI, FRIDAY, DECEMBER 19, 2025/AGRAHAYANA 28, 1947 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 18 दिसम् बर, 2025 का.आ. 5901(अ).—िबदक, केन्‍द र सरकार ने राष्ट्रीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 5 के अधीन िारी की गई भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना सं. का.आ. 2408(अ), दिनांदकत 27 मई, 2022 के द्वारा तजमलनाडु राज्य में नए रारा-179ए को तजमलनाडु राज्य सरकार को सुपुिग कर दिया है; अत: अब, राष्‍टर ीय रािमागग फीस (िरों का जनधागरण और संग्रहण) जनयमावली, 2008 (िो इसके आगे ‘जनयम’ के रूप म ेंउजल् लजखत ह)ै के जनयम 3 के साथ परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित् त िज‍त यों का प्रयोग करत े हुए और का.आ. 5327(अ) दिनांदकत 13.12.2023 के अजधक्रमण में, केन्‍दर ीय सरकार, एतिद्वारा तजमलनाडु राज्य में राष्ट्रीय रािमागग सं.-179ए के सलेम से वजनयामबाड़ी खंड के 17.800 दकमी से 80.000 दकमी तक खडं के चार अथवा अजधक लेन के उपयोग हते ु59.455 दकमी (ताजलका-2) की जनवल सड़क खंड लंबाई के जलए तथा 1.61 दकमी (0.161 दकमी की लंबाई वाल)े (ताजलका-3) के समतल्ु य संरचना लंबाई (60 मीटर से अजधक की लंबाई वाले) के जलए ताजलका 1 के कॉलम (2) में जवजनर्िगष्ट आधार िर पर और पेव्ड िोल्डर सजहत िो लेन के उपयोग हते ु2.200 दकमी (ताजलका- 2) की जनवल सड़क खंड लंबाई के जलए ताजलका 1 के कॉलम (2) म ेंजवजनर्िगष्ट आधार के 60 प्रजतित पर नीचे िी गई ताजलका 1 के कॉलम (1) म ें जवजनर्िगष्‍ट ट वाहनों के प्रकार पर फीस उिगहृ ीत करती ह ै तथा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम से उ‍त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत:- 8547 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-1 वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दकमी आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाल ेवाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथग मूववंग उपस्ट् कर (ईएमई) या बहु 3.45 धुरीय वाहन (एमएवी) (चार स ेछ: धुरीय) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगतग उिगृहीत और संग्रहीत फीस ऐसे पथकर प् लािा के अंतगतग जवजनर्िगष्‍ट ट िरू ी हते ु जनम्न जलजखत पथकर प् लािा(ओं) में िेय और संिेय होगी:- ताजलका-2 िल्ु क प्ल ािा की अवजस्ट्थ जत (चनै िे ) लबं ाई (दकमी म)ें , जिसके िर, जिस पर िल्ु क सिं ेय ह ै जलए िल्ु क सिं ेय ह ै 59.455 दकमी चार अथवा अजधक लने के जलए ऊपर ताजलका-1 तजमलनाडु राज्य में धमपग ुरी जिले म ें(>60 मी. लंबाई वाली में उजल् लजखत आधार िरों का 100% पजप्परेद्दीपट्टी तालुक, एच.पुधपु ट्टी गांव के संरचना को छोड़कर) जनकट रारा-179ए के दकमी 39.760 पर पेव्ड िोल्डर सजहत िो लेन के जलए ऊपर ताजलका- 2.200 दकमी 1 में उजल्ल जखत आधार िरों का 60% 2. उपयुग‍ त के अजतरर‍त जनम्न जलजखत टोल प् लािा , (प् लािाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10के समतल्ु य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गणु ा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िेय और संिेय होगी- : ताजलका-3 िल्ु क प्ल ािा की अवजस्ट्थ जत समतल्ु य सड़क लबं ाई म ें समतल्ु य िर, जिस पर िल्ु क सिं ेय ह ै (चनै िे ) पररवर्ततग दकए िान े के जलए सड़क लबं ाई अवसरं चनाओं^ की लबं ाई (मीटर (दकमी म)ें म)ें , जिसके जलए िल्ु क सिं ेय ह ै तजमलनाडु राज्य में धमपग ुरी जिल े 0.161 1.61 चार अथवा अजधक लेन के जलए में पजप्परेद्दीपट्टी तालकु , ऊपर ताजलका-1 म ें उजल्ल जखत एच.पुधुपट्टी गांव के जनकट रारा- आधार िरों का 100% 179ए के दकमी 39.760 पर ^अवसंरचनाओं (> 60 मी. लंबाई) का ब् यौरा जनम्न ानुसार ह:ै चनै िे सरं चना का प्रकार क्र. स.ं कुल लबं ाई (दकमी म)ें दकमी स े दकमी तक 1 68.846 69.007 बड़ा पुल 0.161[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. गरै -वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िल्ु क प् लािा से बीस दकमी की िरू ी के भीतर जनवास करन े वाल े व् यज‍त के जलए माजसक पास की िर वर् ग 2025-26 के जलए 340.00 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमागग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएंग,े अथागत ् ताजलका-4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की वधै ता की अवजध अजधकतम सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय से चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान- पचास भुगतान की तारीख से एक महीना योग् य फीस की राजि का िो-जतहाई 5. फीस प् लािा जस्ट्थ त होन ेवाल ेजिल ेमें पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बित ेदक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष्‍ट ट अनुज्ञेय भार स ेअजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल संग्रहण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के उप-जनयम 1ए के अनुसार अनप्रु योज्य फीस के समतुल् य फीस का भुगतान करन े के जलए उत् तरिायी होगा और वह रािमाग ग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों में जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयो‍त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों से फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 म ें यथा-उजल् लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रिे ी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की प्रा‍क जलत पूंिीगत लागत 517.85 करोड़ रु. ह।ै भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह ैइसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयो‍त ा फीस के माध्य म से वसूल की गई पूंिीगत लागत का भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा ररकाड ग रखा िाएगा। [फा. स. ं सीई-आरओ/चन्ने ई/एमओआरटीएच/12014/146/2018-19(पाटग)/ई-198455] चेतना नंि वसंह, संयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 18th December, 2025 S.O.5901(E).—Whereas, by notification of the Government of India in the Ministry of Road Transport and Highways number S.O.2408(E) dated 27thMay 2022, issued under section 5 of the National Highways Act,1956 (48 of 1956), the Central Government has entrusted New National Highway No.179A situated within the State of Tamil Nadu to the State Government of Tamil Nadu. Now, therefore in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”) and in supersession to the notification bearing S.O. 5327 (E) dated 13.12.2023, the Central Government hereby levies the fee at the base rate specified in column (2) of the Table 1 for net road section length of 59.455 km(Table-2) and for equivalent structure length (having length more than 60 m) of 1.61 km (having length of 0.161 km) (Table-3) for the use of four or more lane and at sixty per cent of the base rate specified in column (2) of the4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Table 1 for net road section length of 2.200 km (Table-2) for use of two lane with paved shoulder section on the type of vehicles specified in column (1) of the Table 1 below for the use of Salem to Vaniyambadi Section from km 17.800 to km 80.000 of National Highway number 179A in the State of Tamil Nadu and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of Vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini bus 1.05 Bus or Truck (Two Axles) 2.20 Three- axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (Seven or more Axles) 4.20 1. The rate of Monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table-4 Amount Payable Maximum number of one way Period of validity journeys allowed One and half times of the fee for one way Two Twenty four hours from the time journey of payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 517.85 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
