सारणी 2 िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) लबं ाई (दक.मी. म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क सिं ेय ह ै सिं ेय ह ै 65.6914 आंध्र प्रििे राज्य के जवियनगरम जिल े म ें (बाईपास की लंबाई (लागत 10 चार या अजधक लेन के जलए ऊपर नाथावलासा गांव के पास एनएच-16 के करोड़ से अजधक) और सरं चनाओं की सारणी-1 में उजल्लजखत आधार िरों का 656.704 दकमी/चेनेि पर लंबाई (60 मीटर से अजधक) को 100% छोड़कर 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल् क प् लाज़ा (प्ल ाज़ाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्नजलजखत िल्ु क भी िेय और संिेय होगा:[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 सारणी 3 िल्ु क प्लाज़ा का स्ट्थान सड़क की लबं ाई के समान समकि सड़क लबं ाई (दकमी िर जिस पर िल्ु क (जवद्यमान दकलोमीटर) पररवर्ततग बजु नयािी ढाचं ा म)ें भगु तान योग्य ह ै की लबं ाई (दकमी म)ें आंध्र प्रििे राज्य के चार या अजधक लेन के जवियनगरम जिल े में जलए ऊपर सारणी-1 में नाथावलासा गांव के पास उजल्लजखत आधार िरों एनएच-16 के 656.704 0.8526* 8.526 का 100% दकमी/चेनेि पर * संरचनाओं (> 60 मीटर लंबाई) का जववरण जनम्नानुसार ह:ै क्रम स.ं (जवद्यमान दकलोमीटर) सरं चना का प्रकार कुल लबं ाई (दक.मी. म)ें दक.मी. स े दक.मी. तक 1. 641.1917 641.2683 फ्लाईओवर 0.0766 2. 642.939 643.094 कांदिवलासागेड्डा पर बड़ा पुल 0.155 3. 655.408 655.738 चंपावती निी पर बड़ा पलु 0.330 4. 675.018 675.309 गोस्ट्तानी निी पर बड़ा पलु 0.291 कुल 0.8526 3. प्राजधकरण यांजत्रक वाहनों पर लगाए िाने वाल े प्रयोक्ता िुल्क िर का जनधागरण करत े समय राष्ट्रीय रािमाग ग िल्ु क जनयमों के जनयम 4(5) और जनयम 4(6) का अनुपालन सुजनजश्चत करेगा, िैसा दक ताजलका-1 में जवजनर्िगष्ट ह।ै 4. गैर-वाजणजज्यक प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट्व ामी और पथकर प् लाज़ा स े बीस दक.मी. की िरू ी के भीतर जनवास करन े वाल े व् यजक्त के जलए माजसक पास की िर वर् ग 2024-25 के जलए 340.000/-रूपए (तीन सौ चालीस रूपए मात्र) ह ैऔर उक्त जनयमों के प्रावधानों के अनुसार प्रजतवर्ग संिोधन के अध् यधीन ह।ै 5. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथागतः् सारणी-5 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि जवजधमान्द्यता की अवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक मास िुल्क की राजि का िो-जतहाई पचास4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 6. िुल्क प्लािा जस्ट्थत होने वाल े जिले में पंिीकृत वाजणजज्यक वाहनों (राष्ट्रीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्यक वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल्पक सड़क उपलब्ध न हो। 7. दकसी यांजत्रक वाहन पर जनयमों के अंतगतग उसकी श्रेणी के जलए जनर्िगष्ट अनुज्ञेय भार से अजधक भार लिा हुआ है, तो उसे प्लािा पार करन े के जलए राष्ट्रीय रािमागग का उपयोग करने की अनुमजत तब तक नहीं िी िाएगी िब तक दक ऐस े यांजत्रक वाहन से लिा अजतभार हटाया नहीं िाता। संबंजधत श्रेणी के वाहनों के जलए जवजनर्िगष् ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व्यजक्त, उक्त जनयमों में लागू प्रावधान के अनुसार िल्ु क संग्रहण एिेंसी को राष्ट्रीय रािमागग पर अजतभाररत वाहन के प्रवेि के जलए िल्ु क का भुगतान करने के जलए उत्तरिायी होगा, अथातग ्: - अजधकतम अनज्ञु ये सकल वाहन भार स े आधार िर म ेंगणु न कारक िल्ु क अजधक भार का प्रजतित (1) (2) (3) 0% स े 20% िो >20% स े 40% चार [(जनयम 4 के उपजनयम (2) के अंतगतग यांजत्रक >40% स े 60% छह वाहन की ऐसी श्रेणी के जलए लागू िल्ु क) x (गणु न कारक)] >60% स8े 0% आि >80% और उससे अजधक िस 8. उक्त जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. यांजत्रक वाहनों से िुल् क की वास्ट् तजवक राजि उपयुगक्ट त ताजलका-1 म ें यथा-उजल्लजखत, आधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िल्ु क की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना प्राजधकरण द्वारा की िाएगी। प्राजधकरण द्वारा इसे कंसेसनेयर के माध्यम से अग्रं ेिी और स्ट्थानीय भार्ा में कम से कम एक समाचार पत्र में प्रकाजित कराया िाएगा और उसके बाि उक्त जनयम के जनयम 5 और ररयायत करार के उपबंधों के अनुसार इसे प्रजतवर्ग सिं ोजधत दकया िाएगा और प्रकाजित दकया िाएगा; तथाजप, बित े दक ऐसा संिोधन िल्ु क के पूववग ती संिोधन की तारीख स े 6 (छह) महीन े की अवजध तक प्रभावी नहीं होगा। [फा. सं. जवत्तअनुभाग-16012(12)/1/2024-O/o मप्र.(जवत्त-II)-भाग(3)/ई-249666] कमलिे चतुवेिी, सयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2025 S.O. 1496(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number SO No. 78 (E) 04.02.1999 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 0.000 to km 233.000 (Vishakhapatanam – Orisha / Andhra Pradesh Border section) of NH-5 in the state of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an Agreement (hereinafter referred to as said agreement) with NHIT Southern Projects Private Limited ("NSPPL"), and having its registered office at 325, 3rd Floor, D21 Corporate Park, Sector 21. Dwarka, Dhulsiras, New Delhi, South West Delhi-110077. (hereinafter referred to as “Concessionaire”) on 12.03.2025 for the Tolling, Operation, Maintenance and Transfer (InvIT) of Ranasthalam to Hanumanthvaka, Visakhapatnam section from km 634.000 to km 700.544 (Total Project length 66.544 km) of National Highway No. 16, in the state of Andhra Pradesh (hereinafter referred to as the said section).[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”) and in supersession of the Notification Number S.O. No. 5311 (E) dated 14.11.2022, except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rates specified in columm (2) of Table -1 below for net road section length 65.6914 km and for equivalent structure length (having length more than 60m) of 8.526 km (having length of 0.8526 km) and one and one half times of the base rate for use of bypasses, costing rupees 10 crore or more , having length of 0 km for four lane section on the type of vehicles specified in Column (1) of Table 1 and authorises the said Concessionaire to collect and retain the fee on and from the Date of commercial operation or publication or publication of this Notification in the Official Gazette, whichever is later, till the date of termination as specified in the agreement Table1 Base rate of fee per Km for the Type of vehicle Base Year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van, or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Minibus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or 3.45 Earth Moving Equipment (EME) or Multi Axle (four to six axles) Oversized Vehicles (seven or more axles) 4.20 Vehicle (MAV) (four to six axles) 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008. 5. For multiple journey on the highway section, passes shall be issued at the following rates, namely: Table-4 Maximum number of one- Amount Payable Period of validity way journeys allowed One and half times of the fee for one way Twenty four hours from the time of Two journey payment Two-third of amount of the fee payable for Fifty One month from date of payment fifty single journeys 6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The driver or owner or a person in-charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency as per the applicable provision in the said rules, namely: - Table-5 Percentage of excess load Multiplying Factor to over Maximum Permissible Gross the base rate Fees Vehicular Weight (1) (2) (3) 0% to 20% Two >20% to 40% Four [(Fees applicable for such category of >40% to 60% Six mechanical vehicle under sub-rule (2) of rule 4) x (Multiplying factor)] >60% to 80% Eight >80% and Above Ten 8. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
