Executive Summary & Key Takeaways

## Report on Toll Fee Policy for National Highway 544E in Andhra Pradesh **1. Executive Summary:** This report analyzes a government notification regarding the levy of fees on mechanical vehicles using National Highway 544E in Andhra Pradesh. The notification, issued by the Ministry of Road Transport and Highways, establishes toll rates for different vehicle types based on the length of the road section, bypasses, and structures (bridges and ROBs). The report details the fee structure, applicable locations, discounts, and related provisions. The key finding is that this policy directly affects vehicle owners and operators using this specific stretch of highway, introducing a user-fee model to contribute to the recovery of the project's capital cost. **2. Introduction:** This report aims to provide a comprehensive overview of the policy outlined in the provided government notification concerning toll fees on National Highway 544E in Andhra Pradesh. The analysis is based solely on the information presented within the notification text. **3. Policy Overview:** * **Core Objective(s):** Based on the provided text, the core objective is to levy fees on mechanical vehicles using the Kodikonda Junction to Madakasira section of National Highway 544E in Andhra Pradesh. This aims to generate revenue, ostensibly to recover the project's capital cost, as evidenced by the mention of capital cost recovery and subsequent fee reduction. **4. Background and Rationale:** * **New Policy:** The policy establishes a new tolling system on National Highway 544E. The likely underlying issue is the need to finance and maintain the highway infrastructure. By implementing a user-fee model, the government aims to shift part of the financial burden of road maintenance and capital recovery onto the users of the highway. The initial notification stating that the Central Government has entrusted the National Highway 544E to the State Government of Andhra Pradesh alludes to the need for a sustainable funding mechanism for this project. **5. Key Provisions / Changes:** * **Establishment of Toll Fees:** The policy establishes toll fees on mechanical vehicles using the Kodikonda Junction to Madakasira section of National Highway Number 544E in the State of Andhra Pradesh. * **Fee Calculation:** The fee is calculated based on: * Type of vehicle (Car, LCV, Bus, Truck, etc.) with base rates for 2007-08 (Table 1). * Length of the net road section (33.688 km). * Length of structures (bridges and ROBs) longer than 60m, converted into equivalent road length. * Use of bypasses longer than 10 crore rupees. * **Specific Locations & Rates:** Table 2 defines the location of the Fee Plaza at Km 19.440 of NH544E near Cholasamundram village and the length of the road for which fee is payable. Table 3 details the fee to be charged for Chilamatturu and HindupurParigi bypasses. Table 4 lays out additional fees for highway structures longer than 60m. * **Monthly Pass:** Provides for monthly passes for non-commercial vehicles registered to residents within 20 km of the fee plaza. * **Discounts:** Discounts are specified for multiple journeys and for commercial vehicles registered in the district where the fee plaza falls, provided no service road is available. * **Overload Penalties:** Vehicles exceeding the permissible load will be liable to pay a fee as specified in subrule 1A of rule 10. * **Fee Revisions:** The fee rates are subject to annual revision as per the National Highways Fee Determination of Rates and Collection Rules, 2008. **6. Target Audience and Stakeholders:** Based on the text, the directly affected stakeholders are: * Owners and operators of mechanical vehicles using the Kodikonda Junction to Madakasira section of National Highway 544E in Andhra Pradesh. * Residents living within a 20 km radius of the fee plaza who are eligible for monthly passes. * Commercial vehicle operators registered in the district where the fee plaza is located. * The National Highways Authority of India (NHAI), responsible for collecting the fee (either directly or through a contractor). * The State Government of Andhra Pradesh, to whom the highway has been entrusted. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The National Highways Authority of India (NHAI) is responsible for collecting the fee. * **Procedures:** NHAI is also responsible for calculating the actual fees and discounts and revising them annually. They must display fee rates for user information and maintain records of capital cost recovery. * **Fee Plaza Location:** The location of the fee plaza is specified in Table 2 (Km 19.440 of NH544E near Cholasamundram village). * **Timelines:** Fees will be revised annually. The capital cost recovery is a key milestone that will trigger a fee reduction to 40% of the rates. **8. Expected Outcomes / Impact of Changes:** * The primary intended outcome is to generate revenue through user fees to contribute to the recovery of the capital cost of the National Highway 544E project. * The tolling policy may impact transportation costs for businesses and individuals using the highway. * The discounts offered may mitigate the impact on local residents and businesses. * Successful implementation of the tolling system should provide a sustainable funding source for maintenance and improvement of the highway. **9. Conclusion:** The government notification outlines a comprehensive policy for levying fees on vehicles using National Highway 544E in Andhra Pradesh. The policy establishes a tolling system designed to generate revenue for the project. Understanding the specific provisions, particularly the fee structure, applicable locations, and discount options, is crucial for vehicle owners, operators, and businesses using this highway section. The success of this policy will depend on its effective implementation and its ability to balance revenue generation with the economic impact on highway users.
