[ताजलका-2] की जनवल सड़क खंड लंबाई एवं 5.58 दकमी [0.558 दक.मी. की लंबाई वाली, (ताजलका-3)] की समतुल् य संरचना लंबाई (60 मीटर स े अजधक की लंबाई वाल)े उपयोग के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट आधार िर पर और पेव्ड िोल्ड र सजहत िो लेन के खंड के 28.552 दक.मी. [ताजलका-2] की जनवल सड़क खंड लंबाई एवं 2.18 दक.मी. [0.218 दक.मी. की लंबाई वाली, (ताजलका-3)] के उपयोग के जलए ताजलका 1 के कॉलम (2) म ें जवजनर्िगष्‍ट ट आधार िर के 60% स,े नीच े िी गई ताजलका 1 के कॉलम (1) में जवजनर्िगष्‍ट ट वाहनों के प्रकार पर फीस उिगृहीत करती ह ै तथा भारतीय राष्‍टर ीय रािमाग ग प्राजधकरण को उसके अजधकाररयों अथवा दकसी िेकेिार के माध् यम स े उ‍त फीस के संग्रहण के जलए प्राजधकृत करती ह,ै अथागत:् - 3033 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका-। वाहन का प्रकार आधार वर् ग 2007-08 के जलए प्रजत दक.मी. आधार फीस िर (रु. म)ें (1) (2) कार, िीप, वैन या हल् के मोटर वाहन 0.65 हल्के वाजणजज्य क वाहन, हल्के माल वाहन या जमनी बस 1.05 बस या रक (िो धुरी) 2.20 तीन धरु ी वाल े वाजणजज्य क वाहन 2.40 भारी जनमागण मिीनरी (एचसीएम) या अथग मूववगं उपस्ट् कर (ईएमई) या 3.45 बहु धुरीय वाहन (एमएवी) (चार स ेछ: धरु ी) जविाल आकार के वाहन (सात या अजधक धरु ी) 4.20 1. इसके अंतगगत उिगृहीत और संग्रहीत फीस ऐसे पथकर प् लािाओं के अंतगगत जवजनर्िगष्‍ट ट िरू ी हते ु जनम्न जलजखत पथकर प् लािाओं म ें िये और सिं ेय होगी:- ताजलका-2 लबं ाई (दक.मी. म)ें जिसके जलए फीस पथकर प्ल ािा (चनै िे ) की अवजस्ट्थ जत िर, जिस पर फीस सिं ेय ह ै। सिं ेय ह ै 28.552 पेव् ड िोल् डर सजहत िो लेन के जलए ऊपर [संरचनाओं की लंबाई (60 मीटर से ताजलका-1 म ें उजल्ल जखत आधार िरों का आंध्र प्रिेि राज्य के अन्नामय्या जिला, अजधक) को छोड़कर] 60% बुराकायालाकोटा गांव के जनकट 13.435 चार अथवा अजधक लने के जलए ऊपर एनएच-42 के दकमी/च.ै219.750 पर [संरचनाओं की लंबाई (60 मीटर से ताजलका-1 म ें उजल्ल जखत आधार िरों का अजधक) को छोड़कर] 100% 2. उपयुग‍ त के अजतरर‍त , जनम्न जलजखत टोल प्ल ािा (प् लािाओं) पर 60 मीटर स े अजधक लंबाई वाली जनम्न जलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गुणक द्वारा ऐसी अवसंरचनाओं की लंबाई को गणु ा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्न जलजखत फीस भी िये और संिेय होगी:- ताजलका -3 समतल्ु य सड़क लबं ाई म ें पथकर प्ल ािा की अवजस्ट्थ जत पररवर्ततग दकए िान े के जलए समतल्ु य सड़क लबं ाई िर, जिस पर फीस सिं ेय ह ै चनै िे ) अवसरं चनाओं की लबं ाई (दक.मी. म)ें (दकमी म)ें पेव् ड िोल् डर सजहत िो लने के जलए ऊपर ताजलका-1 म ें आंध्र प्रिेि राज्य के 0.218^ 2.18 उजल् लजखत आधार िरों का अन्नामय्या जिला, 60% बुराकायालाकोटा गांव के चार अथवा अजधक लेन के जनकट एनएच-42 के जलए ऊपर ताजलका-1 म ें दकमी/चै.219.750 पर 0.558^ 5.58 उजल् लजखत आधार िरों का 100%[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ^ब्यौरे जनम्नजलजखत हैःै - क्र.स.ं चनै िे अवसरं चना के प्रकार लबं ाई (दक.मी. म)ें दक.मी. स े दक.मी. तक 1 208+050 208+167.5 प्रमुख पुल 0.1175 2 212.040 212+140.5 प्रमुख पलु 0.1005 3 209+028 209+371 रोड ओवर जिि (4- अथवा अजधक लने ) 0.343 4 220+784 220+999 रोड ओवर जिि (4- अथवा अजधक लने ) 0.215 पव्े ड िोल्ड र सजहत िो लने लबं ाई 0.218 चार अथवा अजधक लने लबं ाई 0.558 कुल लबं ाई 0.776 3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और पथकर प् लािा स े बीस दकमी की िरू ी के भीतर जनवास करन े वाल े व् यज‍त के जलए माजसक पास की िर वर् ग 2024-25 के जलए 340.00 रु. (तीन सौ चालीस रुपए मात्र) ह ैऔर उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमाग ग खंड पर बहुल यात्राओं के जलए जनम्न जलजखत िरों पर पास िारी दकए िाएगं े, अथागत ् ताजलका -4 भगु तान-योग्य धनराजि अनमु त एकतरफा यात्राओं की अजधकतम वधै ता की अवजध सख्ं य ा एकतरफा यात्रा के जलए फीस का डेढ़ गुना िो भुगतान के समय स े चौबीस घंटे पचास एकल यात्राओं के जलए भुगतान-योग् य फीस की पचास भुगतान की तारीख स े एक महीना राजि का िो-जतहाई 5. फीस प्ल ािा जस्ट् थत होने वाले जिल े म ें पंिीकृत वाजणजज्य क वाहनों (राष्‍टर ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए फीस उस श्रेणी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐसे वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब्ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्‍ट ट अनज्ञु ेय भार स े अजधक भार लिे यांजत्रक वाहन का चालक या स्ट् वामी या प्रभारी व् यज‍त , राष्ट्रीय रािमागग पर अजतभार लि े वाहन के प्रवेि के जलए टोल सग्रं हण एिेंसी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, उक्त जनयमों के जनयम 10 के उप-जनयम 1ए म ें जवजनर्िगष्ट फीस के समतल्ु य फीस का भगु तान करन े के जलए उत् तरिायी होगा और वह रािमागग खंड का प्रयोग करन े के जलए तब तक हकिार नहीं होगा िब तक ऐसे यांजत्रक वाहन स े लिा अजतभार हटाया नहीं िाता। 7. सभी पररभार्ाए,ं यांजत्रक वाहनों की श्रेणी, इनके अनज्ञु ये भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि पूवो‍त जनयमों म ें जवजनर्िगष्‍ट ट पररभार्ाओं के अनुरूप होंगी। 8. फीस की िरें उक्त जनयमों के जनयम 12 के अनुसरण म ेंप्रयो‍त ाओं के सूचनाथग प्रिर्िगत करनी होंगी। 9. यांजत्रक वाहनों स े फीस की वास्ट् तजवक राजि उपयुग‍ त ताजलका-1 म ें यथा-उजल्ल जखत आधार वर् ग 2007-08 के जलए प्रजत दकमी फीस की आधार िर के आधार पर प्रभाररत होगी और छूटों की गणना भारतीय राष्ट्रीय रािमागग प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अंग्रिे ी और क्षेत्रीय भार्ा के कम स ेकम एक-एक समाचार पत्र म ें प्रकाजित दकया िाएगा 10. इस पररयोिना की प्रा‍क जलत पूंिीगत लागत 562.23 करोड़ रु. ह।ै भूजम अजधग्रहण, सावगिजनक िन सुजवधाओं के स्ट् थानांतरण, पड़े ों को काटने, आदि कायगकलापों को अभी परू ा दकया िाना ह ै इसजलए, पूंिीगत लागत पररवतगन के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अध् यधीन ह।ै प्राप् त प्रयो‍त ा फीस के माध् यम स े वसूल की गई पिूं ीगत लागत का भारतीय राष्ट्रीय रािमाग ग प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. सं. आरडब्ल्यू/एनएच-12014/18/2021-एपी/जोन-III/एनएच-42-719/ ई-246866] कमलेश चतुर्वेदी, संयुक्‍त सचचर्व MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 7th May, 2025 S.O. 2054(E).—(E).-Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O.1052 (E) dated the 5th march , 2024 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the NH- 205 (New NH No.42 from Annantapur- Madanapalle) in the State of Andhra Pradesh to the Government Andhra Pradesh. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby levies the fee pat the rate specified in column (2) of the Table 1 for net road section length of 13.435 Km. [Table-2] & for equivalent structure length (having length more than 60m) of 5.58 Km. [having a length of 0.558 Km. (Table-3)] for use of four or more lane section and at sixty percent of the base rate for use of two lane with paved shoulder section for net road section length of 28.552 Km. [Table-2] & for equivalent structure length (having length more than 60m) of 2.18 Km. (having a length of 0.218 Km. Table-3]) on the type of vehicles specified in column (1) of the Table 1 below of Mulakalacheruvu to Madanapalle section from design Km. 202/050 to Km. 244/813 (existing from Km .202+050 to Km. 244+930) (Length of 42.763 Km.) of National Highway number – 42 in the State of Andhra Pradesh and authorises the National Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km. for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalisation factor of 10: - Table-3 Length of structures (in km.) The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of “twenty” kilometres from the fee plaza is Rs.340/- (Rupees Three Hundred Forty) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: Table-4 Amount Payable Maximum number of one way Period of validity journeys allowed One and half times the fee for one way Twenty four hours from the time Two journey of payment Two-third of amount of the fee payable for One month from the date of Fifty fifty single journeys payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometres for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rs. 562.23 Crores. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realized. [F.
