वाहनों के ईपयोग के जलए कोइ सर्तवस सड़क ऄथवा वैकजल्पक सड़क ईपलब्ध न हो।
7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके
चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के
जलए िल्ु क संग्रहण एजेंसी को राष्ट्रीय राजमागग िुल् क जनयमावली के जनयम 10 के ईप जनयम 1ए म ें ईजल्लजखत िल्ु क के
बराबर िल्ु क का भगु तान करना होगा और ईसे राजमाग ग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी जब तक
ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए।
8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस सड़क, वैकजल्पक सड़क अदद
सजहत सभी पररभार्ाएं ईक्त जनयमों में जवजनर्ददष्ट पररभार्ा) के ऄनुसार होंगी।
9. ईि जनयमों के जनयम 12 के ऄनुसार ईपयोगकता)ग की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी।
10. उपर सारणी-1 में यथा-ईजल्लजखत अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार
पर, यांजत्रक वाहनों से जलए जाने वाले वास्ट्तजवक िुल्क और कटौजतयों की गणना भारतीय राष्ट्रीय राजमाग ग प्राजधकरण
द्वारा खंड की पणू ग हुइ लम्बाइ के अधार पर की जाएगी और ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर
संिोधन दकया जाएगा तथा आसे तदनुसार ऄग्रं ेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ें प्रकाजित
दकया जाएगा।
11. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 1454.67 करोड़ रुपए ह।ै (पूंजीगत लागत में पररवतगन हो सकता
ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवा) का स्ट्थ ान बदलने, पेड़ों की कटाइ अदद जैस े दक्रयाकलाप ऄभी परू े दकए जाने
िेर् ह ैं और ऄंजतम पूंजीगत लागत को ऄलग स े ऄजधसूजचत दकया जाएगा)। प्राजधकरण द्वारा प्रयोगकता)ग से वसूल दकए
गए िल्ु क के जररए पूंजीगत लागत की वसूली का ररकाड ग रखा जाएगा और पूंजीगत लागत की वसूली हो जान े के पश् चात,्
लगाए जाने वाल े िुल्क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस में वार्तर्क तौर पर
संिोधन दकया जाएगा।

S.O. 5306(E).—Whereas by the notification of the Government of India in the Ministry of Road
Transport and Highways, number S.O.78(E), dated 4th February 1999, issued under section 11 of the
National Highways Authority of India Act, 1988 (68 of 1998), the Central Government has entrusted the
stretch from Km 0.000 to Km 592.000 (Bangalore to Karnataka/Maharashtra Border section) of National
Highway no. 4 in the state of Karnataka to the National Highways Authority of India (hereinafter referred
to as the “Authority”);
Now, therefore in exercise of the powers conferred by section 7 of the National Highways Act,
1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection)
Rules, 2008 (hereinafter referred to as the “Rules”) and in suppression of notinfication S.O. 697(E) dated
06.04.2011, the Central Government hereby levies the fee on mechanical vehicles at 100% of the base rate
specified in column (2) of Table 1 for net road section length of 47.742 Km and for equivalent structure
length (having length more than 60m) of 7.120 km (having length of 0.712 km) for the use of 6-lane section
and at one and half times the base rate for bypasses having length of 30.469 Km with equivalent length of
7.120 km) costing Rupees ten crores or more on the type of vehicles specified in column (1) of Table 1
below of Davanagere-Haveri section from Design Km 260.000 to Km 338.923 of NH-48 (Old NH-4) in the
State of Karnataka and authorizes the Authority to collect, either through its officials or through a

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial
purpose and resides within a distance of twenty kilometers from the toll plaza is Rs.315/- (Rupees Three
Hundred and Fifteen only) for the year 2022-2023 and is subject to revision every year as per the provisions
of said Fee Rules.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the
district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of
the said rules, and shall not be entitled to make use of the highway section unless the excess load has been
removed from such mechanical vehicle.
8. All definitions including category of mechanical vehicles, its permissible load, category of
exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules.
9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said
rules.
10. Based on the base rate of fee per kilometer for the base year 2007-2008 as mentioned in Table 1
above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be
calculated by the Authority on the basis of the completed length of the section and revised annually in
accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper in
English and vernacular language.
11. The estimated capital cost of the project is Rupees 1454.67crore. (The capital cost is subject to
variation as the activities of land acquisition, utility shifting, tree cutting etc., are yet to be completed and
the final capital cost will be notified separately). The Authority shall maintain a record of the recovery of
capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced
to 40% of the rates and shall be revised annually in accordance with the said rules.
