(जिस े इसके बाि 'कंसेसनेयर' कहा िाए) के साथ करार दकया ह;ै और यतः, राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 8ए के साथ परित राष्ट्रीय रािमाग ग (राष्ट्रीय रािमाग ग / राष्ट्रीय रािमागग पर स्ट्थायी पुल/अस्ट्थायी पुल के दकसी खंड के उपयोग के जलए दकसी भी सिस्ट्य द्वारा िुल्क संग्रहण), जनयम, 1997 द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए केन्द्द्र सरकार ने भारत सरकार की अजधसूचना का.आ. 2405(अ) दिनांक 18 जसतम्बर, 2009 द्वारा, कंसेसनेयर को उक्त खंड के वाजणजज्यक संचालन की जतजथ से या आजधकाररक रािपत्र में इस अजधसूचना के प्रकािन, िो भी बाि में हो, से समाजि जतजथ तक िुल्क संग्रहण करने तथा रखन े के जलए प्राजधकृत दकया ह।ै 6519 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और यतः, बीओटी (टोल) ररयायत करार के तहत ररयायत की अवजध परू ी होन े के बाि प्राजधकारी द्वारा कंसेसनेयर से उक्त खंड को अपने अजधकार में ले जलया िाएगा और अजधसूचना के अनुसार भाराराप्रा प्रयोक्ता िुल्क संग्रहण िारी रखगे ा, िो ररयायत की अवजध समाि होन े पर प्रभावी होगा और तिनुसार अजधसूचना संख्या का.आ.2405(अ) दिनांक 18.09.2009 अजधक्रजमत दकया िाएगा। अतः अब, राष्ट्रीय रािमागग िल्ु क (िर अवधारण एवं सग्रं हण) जनयम 2008 के जनयम 3 (जिसे इसके बाि "जनयम" कहा िाए) के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए केंद्र सरकार एतद्द्वारा अजधसूजचत करती ह ै दक महाराष्ट्र राज्य म ें राष्ट्रीय रािमागग स.ं-3 के जडज़ाइन चने ेि 261.842 स े चेनि 380.000 तक धलु े से पपपं लगांव खडं के 4-लने का उपयोग के जलए नीचे िी गई सारणी 1 के कॉलम (1) में जवजनर्िगष्ट वाहनों के प्रकार पर 117.508 दकमी की जनवल सड़क लंबाई [सारणी-2] के जलए और 6.500 दकमी (0.650 दकमी लंबाई वाली [सारणी-3]) की समतल्ु य संरचना लंबाई (60 मीटर स े अजधक लबं ाई वाली) के जलए सारणी 1 के कॉलम (2) में जवजनर्िगष्ट आधार िर पर िल्ु क उद्ग्रहीत दकया िाएगा एवं प्राजधकरण को अपन े अजधकाररयों या दकसी संजविाकार के माध्यम से उक्त िुल्क को सग्रं हीत करन े के जलए प्राजधकृत करती ह,ै अथागत:- सारणी -1 वाहन का प्रकार आधार वर् ग2007-08 के जलए प्रजत दक.मी. आधार िल्ु क िर (रुपए म)ें (1) (2) कार, िीप, वैन अथवा हल् के मोटर वाहन 0.65 हल् के वाजणजज्यक वाहन, हल् के मालवाहक वाहन अथवा जमनी बस 1.05 बस अथवा रक (िो धुरी वाल)े 2.20 तीन धरु ी वाल ेवाजणजज्यक वाहन 2.40 भारी जनमागण मिीनरी (एच.सी.एम.) अथवा अथ गमूपवंग उपस्ट्कर (ई.एम.ई) 3.45 अथवा बहुधरु ीय वाहन (एम.ए.वी.) (चार से छह धुरी वाले) बड़े आकार वाल ेवाहन (सात अथवा अजधक धुरी वाले) 4.20 1. इसके अंतगगत उिगृहीत और सगं ृहीत िल्ु क ऐस े िल्ु क प् लािाओं के अंतगगत जवजनर्िगष् ट िरू ी हते ु जनम्न जलजखत िल्ु क प् लािाओं म ेंिेय और संिेय होगी, अथागत-: सारणी -2 लबं ाई (दक.मी म)ें जिसके जलए िल्ु क िर जिस पर िल्ु क िल्ु क प्ल ािा का स्ट्थ ान (चने िे ) सिं ेय ह ै सिं ेय ह ै महाराष्ट्र राज्य के धलु े जज़ल े में अवधान-लापलगं गांवों 58.110 चार अथवा के बीच एनएच-3 के जडज़ाइन चेनेि.268.600 पर अजधक लेन के [60 मीटर से अजधक लंबाई वाली (चेनेि.261.842 स ेचेनेि.320.602 तक) जलए ऊपर अवसंरचनाओं को छोड़कर] सारणी-1 म ें महाराष्ट्र राज्य के नाजसक जज़ले में मगं रुल-चांिवड़ 59.398 उजल्लजखत आधार गांवों के बीच एनएच-3 के जडज़ाइन चेनेज़ 356.728 िरों का 100% [60 मीटर से अजधक लंबाई वाली पर (चेनेज़ 320.602 से चेनेज़ 380.000 तक) अवसंरचनाओं को छोड़कर] 2. उपयुगक्त के अजतररक्त, जनम्नजलजखत िुल् क प् लाज़ा (प्ल ाज़ाओं) पर 60 मीटर से अजधक लंबाई वाली जनम्नजलजखत अवसंरचनाओं के उपयोग के जलए 10 के समतल्ु य गणु क द्वारा ऐसी अवसंरचनाओं की लंबाई को गुणा करके रािमाग ग की समतुल् य लंबाई म ेंअवसंरचनाओं की लंबाई को पररवर्तगत करके जनम्नजलजखत िल्ु क भी िेय और संिेय होगा:-[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 सारणी -3 िल्ु क प्लाज़ा का स्ट्थान (चने िे ) अवसरं चनाओं की लबं ाई^ समकक्ष (दकमी म)ें को समकक्ष सड़क सड़क लबं ाई िर जिस पर िल्ु क सिं ेय ह ै लबं ाई म ेंपररवर्ततग दकया (दक.मी म)ें िाना ह ै महाराष्ट्र राज्य के धलु े जज़ल े में अवधान- 0.650 6.50 चार अथवा अजधक लने के लापलंग गांवों के बीच एनएच-3 के जडज़ाइन जलए ऊपर सारणी-1 म ें चेनेि.268.600 पर (चने ेि.261.842 स े उजल्लजखत आधार िरों का चेनेि.320.602 तक) 100% ^ अवसंरचना का जववरण जनम्नानुसार ह ैं क्र.स.ं चने िे अवसरं चना का प्रकार लबं ाई (दकमी म)ें दक.मी. स े दक.मी. तक (i) 263.629 263.701 आरओबी 0.072 (ii) 281.634 281.723 बड़ा पुल 0.0890 (iii) 311.843 312.269 बड़ा पुल 0.4260 (iv) 313.903 313.966 फ्लाईओवर 0.0630 अवसंरचना की कुल लंबाई 0.6500 3. गैर-वाजणजज्य क प्रयोिनों के जलए पंिीकृत यांजत्रक वाहन के स्ट् वामी और िुल्क प् लािा स ेबीस दकमी की िरू ी के भीतर जनवास करन े वाल ेव् यज‍त के जलए माजसक पास की िर वर्ग 2026-27 के जलए 360/- रुपए (तीन सौ साि रुपए मात्र) ह ैऔर उ‍त जनयमों के प्रावधानों के अनुसार प्रजतवर् ग संिोधन के अध् यधीन ह।ै 4. रािमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत िरों पर िारी दकया िाएगा, अथातग ः- सारणी -4 अनज्ञु ात एकतरफा यात्राओं की अजधकतम सख्ं या सिं ेय धनराजि जवजधमान्द्यता की अवजध एकतरफा यात्रा के जलए िल्ु क का डेढ़ िो भुगतान के समय से चौबीस घंटे गुना पचास एकल यात्राओं के जलए भुगतान भुगतान की तारीख से एक माह िुल्क की राजि का िो-जतहाई पचास 5. िुल्क प् लािा जस्ट् थत होने वाले जिले में पंिीकृत वाजणजज्य क वाहनों (राष्र ीय परजमट के अधीन प्रचाजलत दकए िा रह े वाहनों को छोड़कर) के जलए िुल्क उस श्रणे ी के वाहन हते ु जनधागररत िर की 50% होगी, बिते दक ऐस े वाजणजज्य क वाहनों के प्रयोग के जलए कोई सर्वगस रोड या वैकजल् पक सड़क उपलब् ध न हों। 6. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार से अजधक भार लिे यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजक्त, राष्ट्रीय रािमागग पर अजतभार लिे वाहन के प्रवेि के जलए टोल सग्रं हण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि जलए, कजथत जनयमों के जनयम 10 के अनुसार अनुप्रयोज्य िुल्क के समतल्ु य िुल्क का भुगतान करने के जलए उत्तरिायी होगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप् त वाहनों की श्रेणी, सर्वगस रोड, वैकजल् पक सड़क इत् यादि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनुरूप होंगी। 8. उक्त जनयमों के जनयम 12 के अनुसार, उपयोगकताओंग की िानकारी के जलए िल्ु क की िरों को प्रिर्िगत दकया िाएगा। 9. उपयुग‍ त ताजलका-1 में यथा-उजल्ल जखत आधार वर् ग 2007-08 के जलए प्रजत दक.मी. िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों स े िुल्क की वास्ट् तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की पूरी हो गई लंबाई के आधार पर की िाएगी और उसे उ‍त जनयमों के जनयम 5 के अनुसार प्रजत वर् ग संिोजधत दकया िाएगा तथा तिनुसार उस े अग्रं ेिी और क्षेत्रीय भार्ा के कम से कम एक-एक समाचार पत्र में प्रकाजित दकया िाएगा। 10. इस पररयोिना की अनुमाजनत पूंिीगत लागत 731.45 करोड़ रुपए ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट् थानांतरण, पेड़ों को काटन,े इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए, पूंिीगत लागत पररवतगन के अध् यधीन ह।ै प्राप् त प्रयो‍त ा िल्ु क के माध् यम स ेवसूल की गई पिूं ीगत लागत का प्राजधकरण द्वारा ररकाड गरखा िाएगा। [फा. स.ं एमएचडीआईवी/43/2025-पीआईय ूनाजसक /ई-257693] चेतना नंि पसंह, संयक्तु सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th August, 2026 S.O. 4680(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1097(E) dated the 4th August, 2005 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km. 261.842 to Km. 380.000 (Dhule-Pimpalgaon section) of National Highway No.-3 in the State of Maharashtra to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, persuant to the provisions of section 14 of the said act, the Authority has entered into an agreement with to M/s Ircon Soma Tollways Pvt. Ltd., (hereinafter referred to as the Concessionaire) for the development of the stretch from Km. 261.842 – Km. 380.000 (Dhule-Pimpalgaon section) of National Highway No. 3 in the State of Maharashtra (herein after referred to as the said section) on Build, Operate and Transfer (BOT) basis; And whereas, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with the National Highways (Collection of Fees by any Person for the use of Section of the National Highways/Permanent Bridge/Temporary Bridge on National Highways), Rules 1997, the Central Government, by notification of the Government of India vide S.O. 2405(E) dated 18.09.2009, authorised Concessionaire for collect and retain fees on and from the date of Commercial operation of the said section or publication of this notification in the Official Gazette, whichever is later: and till the termination date. And whereas, eventually, after the completion of concession period as per the BoT (Toll) Concession Agreement, the said section will be taken over by Authority from Concessionaire and NHAI will continue the user fee collection as per this notification which will come into effect upon completion of concession period & the Notification No. S.O. 2405(E) dated 18.09.2009 will be superseded accordingly. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the "rules"), the Central Government hereby notifies that there shall be levied and collected fees at the rate specified in column (2) of the Table 1 for net road section length of 117.508 [Table-2] and for equivalent structure length (having length more than 60m) of 6.500 km (having length of 0.650 km(Table-3)) on the type of vehicles specified in column (1) of the Table 1 below for use of 4 Lanning of Dhule to Pimpalgaon section[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 from design Ch. 261.842 to Ch. 380.000 of National Highway Number-3 in the State of Maharashtra and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or 3.45 Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules. 4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-4 Amount Payable Maximum number of one-way Period of validity journeys allowed One and half times of the fee for one way Two Twenty-four hours from the journey time of payment Two-third of amount of the fee payable for Fifty One month from date of fifty single journeys payment 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fees specified in rule 10 of the said rules. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 10. The estimated capital cost of the project is Rupees 731.45 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
