ही रहता/रहती हो, ईसके जलए वर् ग 2022-23 के जलए माजसक पास की दर 315.00/- रूपए (तीन सौ पंरह रूपए मात्र) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्येक वर्ग संिोधन दकया जायगे ा। 5. राजमागग खण्ड पर बहुयात्रा) हते ु पास जनम्नजलजखत दरों पर जारी दकए जाएंगे, ऄथागत्ः ताजलका-5 सदं ेय राजि ऄनमु त्य एकतरफा यात्रा) की वधै ता ऄवजध ऄजधकतम सख्ं या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो भुगतान के समय से चौबीस घंटे पचास एकल यात्रा) के जलए भुगतान योग्य पचास भुगतान की तारीख से एक माह िुल्क की राजि का दो-जतहाइ 6. जजस जजले में िुल्क प्लाजा जस्ट्थत है, ईसमें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बित े दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस सड़क ऄथवा वैकजल्पक सड़क ईपलब्ध न हो। 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एजेंसी को राष्ट्रीय राजमागग िुल् क जनयमावली के जनयम 10 के ईप जनयम 1ए म ें ईजल्लजखत िल्ु क के बराबर िल्ु क का भगु तान करना होगा और ईसे राजमाग ग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी जब तक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए। 8. यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनज्ञु ेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस सड़क, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाएं ईक्त जनयमों में जवजनर्ददष्ट पररभार्ा) के ऄनुसार होंगी। 9. ईि जनयमों के जनयम 12 के ऄनुसार ईपयोगकता) ग की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी। 10. उपर सारणी-1 में यथा-ईजल्लजखत अधार वर् ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जानेवाले वास्ट्तजवक िुल्क और कटौजतयों की गणना भारतीय राष्ट्रीय राजमागग प्राजधकरण द्वारा खंड की पूण ग हुइ लम्बाइ के अधार पर की जाएगी और ईसम ें ईि जनयमों के जनयम 5 के ऄनसु ार वार्तर्क तौर पर संिोधन दकया जाएगा तथा आस े तदनसु ार ऄग्रं ेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ें प्रकाजित दकया जाएगा। 11 . पररयोजना की ऄनुमाजनत पूंजी लागत 1518.8 करोड़ रुपय े ह।ै [पूंजी लागत में पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सवे ा) का स्ट् थान बदलन,े पेड़ों की कटाइ अदद जैस े दक्रयाकलाप ऄभी पूरे दकए जाने िेर् ह।ैं ऄंजतम पूंजीगत लागत को ऄलग से ऄजधसूजचत दकया जाएगा]। प्राजधकरण द्वारा प्रयोगकता) ग स े वसूल दकए गए िल्ु क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जान े वाले िल्ु क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म ें वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. स.ं Delhi, the 25th January, 2023 S.O. 404(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O.1055(E), dated 12th March 2020, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the Highway starting from Akola on NH-53 connecting Washim, Hingoli, Nanded, Degloor of NH-161 in the state of Maharashtra to the National Highways Authority of India (hereinafter referred to as the "Authority"); Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rule, 2008 (herein referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at the rate specified in column (2) of the Table 1 for net road section length of 47.510 km for the use of four and more lane section and for equivalent structure length (having length more than 60m) of 2.450 km (having length of 0.245 km) and at one and one half times the base rate for bypasses having length of 12.970 km costing rupees ten crore or more on the type of vehicle specified in column (1) of the Table 1 below of Akola-Medshi-Washim section from design kilometer 0.000 to kilometer 60.725 of National Highway number 161 in the State of Maharashtra and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km Type of vehicle for the base year The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance to twenty kilometers from the fee plaza is Rs. 315.00 (Rupees Three Hundred and Fifteen Only) for the year 2022-23 and is subject to revision every year as per the provision of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table-5 Maximum number of one-way Amount Payable Period of validity journeys allowed One and one-half times of the fee for one way Two Twenty-four hours from the time journey of payment. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1518.8 Cr [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately]. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
